Code of Practice for Halon Reclaiming Companies
PURPOSE
The United States Environmental Protection Agency (EPA) has determined that emissions of the halons used in fire suppression equipment contribute to the deple-tion of stratospheric ozone, and has published regula-tions concerning halon use and disposal (40 CFR § 82.270). It is therefore a public responsibility of com-panies engaged in reclaiming halon from such equip-ment to ensure that it is reclaimed in a manner which minimizes halon emissions to the atmosphere. The han-dling of halon under pressure by untrained employees also may constitute a serious safety hazard to individu-als in the immediate vicinity. This Code of Practice has been developed to provide an assurance to the public that HRC Enrolled Sellers engaged in the business of halon recycling and recovery operate in a manner that promotes safe and environmentally responsible halon reclamation. The following outlines the voluntary meas-ures which these companies have agreed to observe:
OPERATIONS
A. Operate in accordance with NFPA 10 and NFPA 12A standards, as required by 40 CFR § 82.270 (d), (e).
B. Collect and dispose of wastes from the reclamation process in accordance with all applicable laws and regulations.
C. Test incoming used halon prior to processing to detect cross contamination with other agents.
Advise the supplier of the extent of any contamina-tion.
D. Test all outgoing reclaimed halon to insure that it complies with ASTM D5632 Type I or Type II, or with ISO 7201 specifications.
SAFETY
E. Train all technicians regarding halon emissions reduction as required by 40 CFR § 82.270(c).
Training materials can include equipment-specific manuals, NFPA 10 and 12A standards,ASTM and ISO standards, and information contained in the EPA Outreach Report “Safety Guide for Decommissioning Halon Systems.”
F. Train all employees in Hazardous Materials Training and Testing (HM-126F) - Course of Study: “General Awareness and Safety Training of Hazardous Materials.”
G. Follow ASTM D5631, Standard Practice for Handling,Transportation and Storage of Halon 1301.
H. Provide safe handling instructions, including materi-al safety data sheets (MSDS), to all suppliers of used halon and accept halon only when packaged for shipment and transported according to ASTM D5631 from both domestic and international sup-pliers. If shipping exclusively outside of the United States or its territories, international and/or local shipping regulations must be followed.
EQUIPMENT
I. For Halon 1301, use only equipment that reclaims Halon 1301 to ASTM D5632 Type I or Type II, or ISO 7201 specifications.
F. For Halon 1211, use only equipment listed by UL 2006.
CUSTOMER SERVICE
K. Provide independent laboratory analysis and certifi-cation that each shipment of reclaimed halon meets or exceeds ASTM D5632 Type I or Type II, or ISO 7201 standards.
J. Provide country of origin information to the buyer of the reclaimed halon.
K. Provide safe handling instructions, including materi-al safety data sheets (MSDS), to all buyers of reclaimed halon. Ship as a compressed gas.
N. Ensure that buyers of reclaimed halon are aware of the environmental concerns about continued halon use and of the alternatives that are available that may meet their future needs.
HRC requires all Enrolled Sellers engaged in the business of halon recycling and recovery to covenant that they comply fully with this Code of Practice. Aside from this, HRC does not inter-pret or enforce this Code of Practice. By adopting this Code of Practice HRC does not assume any duty to any person, includ-ing without limitation any duty owed to customers by its Enrolled Buyers or Sellers. Nor does compliance with this Code of Practice give rise to an implied representation, warranty, or endorsement by HRC of the products or services of any Enrolled Buyer or Seller or of health or safety conditions at any facility.
