FIRE EXTINGUISHER SERVICE CONTRACT STATEMENT OF WORK
TO
INSPECTION, TESTING, AND MAINTAINING FIRE EXTINGUISHERS AND
SPECIALIZED SYSTEMS AT HOMESTEAD AIR RESERVE BASE
27 May 2022
GENERAL: The work covered by this contract shall consist of, but is not limited to, the furnishing of all plant, labor, services, tools, materials, equipment, transportation, and all miscellaneous requirements needed to perform inspections, refills/recharge, maintenance, testing, certifying, repair and service of all fire extinguisher and chemical fire extinguishing systems on
Homestead ARB, FL. All work shall be done in conformance with federal, state and local codes and regulations, and Environmental Protection Agency requirements as stated in Section 6. The term, Contractor, shall be interpreted to mean the prime Contractor and all its subcontractors.
The term, Contracting Officer, shall mean the Contracting Officer and/or designated representatives.
1. SITE LOCATION: Homestead Air Reserve Base, Florida, Multiple Facilities. Coordination is performed through the Fire Prevention Office at Building 706. POC is Assistant Chief Thomas Bonkowski (786) 415-8825.
2. PERIOD PERFORMANCE: See Attachment #2 for CLIN Breakdown
3. TESTING & INSPECTION SELECTION, REQUESTS AND PAYMENT:
3.1. Contractor inspection, testing, and maintenance costs, government service visits and authorizations to proceed shall be via e-mail or other written record. A minimum 48 hours notification shall be given before any work is to be scheduled. Oral tasking shall not be binding for either party (Exception: see Section 3.6., “Emergency Service
Request”).
3.2. No payment for any inspection, testing, and/or maintenance shall be made until the deliverables are submitted and approved by the government technical representative.
(See Section 4.1, “DELIVERABLES”)
3.3. Invoices for payment shall be submitted within 5 business days of completion of work.
3.4. Invoices shall match estimate prices. Any adjustments in cost regardless of cause between estimate and final price shall be billed separately.
4. INSPECTION, TESTING, AND MAINTENANCE ITEMS:
4.1. Portable and Flight Line Fire Extinguishers: Provide annual maintenance, 5 or 6 year maintenance (as required based on type extinguisher), and 12 year hydrostatic tests on a variety of types and sizes of portable fire extinguishers.
4.1.1. There are approximately 1100 units of hand held extinguishers and 95 wheeled flight line extinguishers to be inspected annually.
4.1.2. Extinguishers are located at over 100 facilities on the Installation, which shall require the Contractor’s technician to visit multiple facilities to perform inspections and reports.
4.1.3. The following types of extinguishers may be or are included:

4.2. Facility Fire Suppression Systems (2 Total): Contractor may be scheduled to inspect and certify all fixed chemical agent fire suppression systems for annual, a 6 year, and or a 12 year requirement in the following facilities: Bldg. 214 and Bldg. 875. Testing shall be in accordance with UFC 3-601-02 and NFPA 17.
4.3. Hood and Duct Systems (4 Total): Semi-Annual Inspections of Hood and Duct
Systems on the Installation shall be performed in accordance with NFPA 96, UL 300, and UFC 3-601-02 requirements. These are currently located at 3 facilities: Bldgs. 400
(2 each), 706 (1 each), and 877 (1 each).
4.4. Maintenance: Annual inspection estimates shall include any routine incidental maintenance costs that are associated with the required tasks for the inspection
(lubricants, seals, labels, tags, fusible links, etc.). All other maintenance shall be considered a repair.
4.5 Repairs. Any deficiencies found during Inspection or Testing shall be recorded, and a repair estimate shall be forwarded to the government technical representative for authorization before any repairs are begun. Any extinguishers requiring repairs shall be removed from service and turned in to the Fire Prevention Office until repairs can be made.
4.5.1. Repair estimates shall be broken down to include the following:
4.5.1.1 Facility or location, serial number, and/or any other breakdown
4.5.1.2 Scope or Description of work to be performed
4.5.1.3 List of parts to be replaced with cost each and total
4.5.1.4 Labor costs
4.5.1.5 Any additional costs not included above.
4.5.2 Flight line fire extinguishers may require preventive maintenance to include replacing tires, labels, and painting and corrosion protection. Extinguishers shall be painted in accordance with manufacturer’s specifications, upon approval by the
Contracting Authorized Representative.
4.5.3 The Contractor shall provide keys and replace broken glass on extinguisher cabinets as a repair.
4.5.4 Annual inspection of 150 lb. Halon, 150 lb. NOVEC 1230, and 125 lb. Dry
Chemical extinguishers shall include inspection and replacement, if necessary, of metal wire to retain pins.
4.5.5 Government reserves the right to approve all, some, or none of the repairs for the issues discovered. A separate estimate shall be provided before work begins on agreed upon repairs.
4.6 Emergency Service: Emergency Service requests are to be done for emergency service due to an abnormal condition. Any Emergency Service requests shall abide by the following:
4.6.1.1 Any Emergency Service request may be oral in nature and followed by an email for trace purposes.
4.6.1.2 Only authorized individuals may request Emergency Service requests
Contractor shall be provided a list of authorized callers.
4.6.1.3 Contractor shall respond to Emergency Service requests within 2 hours of notification.
4.6.1.4 Contractor shall perform the minimum necessary to bring the system out of an emergency condition and into a serviceable state or shut off the system to prevent further damage.
4.6.1.5 Any parts required up to $500.00 in cost may be approved orally by the
Authorized Representative before installation for Emergency Calls ONLY.
4.6.1.6 Estimates for final repair shall be prepared, submitted, and approved as per a scheduled maintenance request as outlined above by the Authorized
Representative
5 DELIVERABLES:
4.1. Test Report Requirements: The Contractor shall submit an inspection report, Contract
Data Requirement form DD FORM 1423 upon completion. Updated reports are also required when changes occur, and both reports should detail the following information:

4.2. Reporting Requirements: Contractor shall generate a test report for each inspection, testing, and maintenance item for government approval and record keeping. The inspection report shall be submitted to the government technical representative within five (5) working days after the conclusion of inspection.
4.2.1. The preferred method to receive reports is electronic via email to the Fire
Prevention Services Office.
4.2.2. Hand written reports must be clearly scribed or shall be rejected.
4.2.3. Electronic database reports are acceptable as long as the media is capable of being read on government operating systems.
4.2.4. The Contractor shall immediately notify the 482 MSG/CEF, Fire Prevention
Section if any extinguishers are missing, damaged, appear to have been discharged, tampered with, recalled, or exhibit any other characteristics that may prevent safe operation or failure to comply with code.
4.3. Tags:
4.3.1. Annual Inspection tags with lines for user monthly inspection signing spaces as a part of the annual inspection tag is encouraged to be placed on all hand-held 10 and 20 lb. facility extinguishers, as well as all facility systems. They shall not be used on flight line extinguishers to avoid “Foreign Object Debris” damage to aircraft.
4.3.2. Each five or six-year maintenance and hydrostatic test shall be recorded on a record tag or label, which shall be affixed on the exterior of the extinguisher shell.
4.3.3. The Contractor shall attach a sticker/plate/decal identifying pertinent information on all flight line extinguishers having passed yearly inspection. All labeling shall be able to withstand Florida outdoor elements up to 12 years without falling off or becoming illegible.
5. ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS)
5.1. For the purposes of Air Force policy, Halon 1211 extinguishers are considered a pure
(i.e., they meet the relevant product specification identified in AFI 32-7086) Class I
ODS. Therefore, the Contractor shall ensure that the handling, storage, and disposal of this Halon is in accordance with all federal, state and local environmental protection regulations.
5.2.A closed Halon recovery system certified by a reputable inspection agency is required for the recovery of Halon 1211. This system may be portable or transportation may be required off the Installation for work to be performed.
5.3. Halon 1211 shall be provided by and all excess collected shall be returned to the
Government.

6.8. Any other federal, state and/or local regulations as required or enacted.
7. CONTRACTOR QUALIFICATIONS:
7.1. XXXVII Chapter 633 of the Florida Statutes.
7.2. The contractor shall retain the proper International Code Council/National Association of Fire Equipment Distributors licensing or similar accredited qualifications to service portable fire extinguishers and maintain pre-engineered systems, as applicable. Copies of certificates shall be provided annually or upon renewal if they expire during the contract year.
7.3. Contractor personnel shall possess any other certifications required by federal, state and local regulations to perform work, (e.g., licensed plumbers and electricians). Copies of these certifications may be required at the discretion of the Contracting Officer.
7.4.Contractor technicians shall be required to pass a local background check prior to being admitted on the Installation and given an access pass. Contractor is encouraged to perform background checks on personnel before submission to the Government;
8. WORKING HOURS: The normal hours of work at Homestead Air Reserve Base are from
0700 to 1630 hours, Monday through Friday, excluding holidays
(https://www.federalpay.org/holidays). Access to work sites may be restricted to these hours and days. All other hours shall be considered non-regular time and must be requested to the
Contracting Officer 72 hours in advance. The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation until services are complete.
EXCEPTION: Emergency service request may be performed outside of normal business hours when requested by the Homestead Air Reserve Base Fire Department and/or authorized representative.
9. NOTIFICATION RESPONSIBILITIES:
9.1. All inspections, testing, repairs, and other work shall be scheduled and coordinated at least 24 hours in advance through the Homestead Air Reserve Base Fire Prevention
Section at (786) 415-8825 or (786) 415-7102.
10. SECURITY REQUIREMENTS:
10.1.Security and base access requirements are contained in clause 5352.242-9000
"Contractor Access to Air Force Installations." Contractor employees shall be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
10.2.ID Passes and Badges: The contractor is responsible to obtain such clearances and/or passes as required for his/her employees to enter Homestead Air Reserve Base prior to the start of work. The contractor shall be responsible for all passes issued to his/her employees under this contract. Applications shall be coordinated through the designated representative. At the time of application, Security Forces may conduct a background check on employees. Upon termination of employment, the contractor shall be responsible for returning identification cards and base passes to Security Forces within
24 hours.
10.3.The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
10.3.1. Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.

10.3.2. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
10.4.Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense (DOD) personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
10.5.The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all
Government facilities, equipment and materials shall be secured.
10.6.The Contractor technician shall notify the Homestead Air Reserve Base Fire
Department Emergency Control Center at (786) 415-7102 or (786) 415-7274 when the inspection and testing or repair work shall be performed on a facility dry/wet chemical system, to include location of system and approximate time of how long the systems will be out of service.
10.6.1. Notify the Base Fire Department Emergency Control Center at (786) 415-7102 or (786) 415-7274 when work has been completed and the system is back in service and in normal operating conditions.
10.6.2. The contractor shall notify the Base Fire Department immediately if interruption of service will last longer than originally scheduled.
11. USE OF FACILITES:
11.1. Contractor’s personnel shall be limited to areas where work is required to be performed.
11.2. Work shall be scheduled and performed in a manner to create minimum disturbance and inconvenience to mission and personnel.
11.3.Contractors shall not be reimbursed for time lost or trip charges for unscheduled service visit that has not been coordinated with the proper POC prior to arrival.
11.4. The contractor shall be liable for any damages resulting from carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
