Statement of Objectives 18 April 2022
TITLE: Renovate Building 5201 LOCATION: Bldg 5201, Dyess AFB, 79607
1. Project Summary:
Building 5201 requires renovation due to multiple flooding events. Items to be addressed are drainage, landscaping, exterior, and interior finishes accommodating the health and safety for personnel in the facility.
2. Conditions of Work:
a. Work shall be scheduled during normal business hours when possible, however, the contractor may request to perform work after normal work hours or on weekends.
b. The contractor shall comply with all specifications incorporated in the baseline SABER contract.
c. All work must be accomplished in accordance with manufacturer’s specifications.
d. If manufacturer’s specifications deviate from any baseline SABER contract specifications then the discrepancy shall be forwarded to the project manager (7 CES/CENMP) via 7 CONS/LGCC for review and resolution to avoid any construction delays, all manufacture’s installation instructions, guidelines, and specification must be provided to the government prior to the start of construction with any conflict in specification noted.
3. Description of Work
a. Demolition: Remove concrete sidewalks, curbs, dirt, rocks, tree, stump and landscaping material around building 5201. Remove existing metal/debris in located in the east part of the parking lot.
Remove roof covering material, ceiling tiles, flooring, damaged drywall, and existing bathroom fixtures. Remove all seven ceiling fans and associated conduit and wiring from the entire facility.
Remove surface mounted data raceways along and mount box/ports. Includes the approximately two raceways in room 110, one raceway in room 110A, one raceway in room 111, one raceway in room 108, six raceways room 107, nine raceways in room 116A, five raceways in room 116B, seven raceways in room 103 (from attachment 2). Prevent damage to existing interiors which do not interrupt the work. Asbestos survey shows required remediation in areas of work when removing carpet. (Black Mastic). Terminate and dispose of old communication equipment in room 107 in accordance with 7 CS guidance, and demolish the enclosure/closet.
b. Exterior Repairs:
i. Drainage: Excavate area to establish proper drainage and provide positive drainage from building 5201 via new trench drain to or other means to route water to the storm water system away from the building.
ii. Curb and Sidewalk: Replace sidewalk around facility to ensure main entrance is in compliance with ABA regulations and handicapped parking. (see attachment 1)

iii. Tree Removal: Remove 2 Trees and stumps on southeast side of building 5201(see attachment 1) iv.Roofing:
1. Provide an all new composition shingle roof to replace the entire shingle roof. Refer to as built roof plan for extent of new work. All new roofing material and accessories shall be sourced from the same manufacturer, to ensure 100% compatibility.
2. The Contractor shall remove the roofing & any insulation down to the existing wood deck for the area indicated on the roof plan. Patch and repair any damaged / missing roof deck prior to re-roofing. Careful field inspection of the roof deck in the affected work area will be required. The Contractor shall assume 25% deck replacement. Any damaged wood blocking / nailers shall be replaced with treated, same-sized wood material prior to placing new roofing. Roof deck shall be ¾” exterior grade plywood.
3. Roof Deck: Attach all new, and reattach all existing undamaged plywood roofing deck with PAMFAST flat-head 2/3 coarse-thread screw with minimum 1-1/4” truss penetration at 8” o.c. max, yellow zinc-plated, waxed, equal to WCYZ8200 #8 x 2”, by PAM Fastening Tech, 1-800-699-2674, www.pamfast.com, or approved equal. Plywood attachment spacing shall meet UL 90 uplift design. Check all remaining existing fasteners to remain and remove any not fully secured, including all nails, prior to installation of Underlayment. Provide factory fabricated lead flashing boots for all plumbing vents integrally installed into roofing system. Contractor shall prepare the roof deck framing to create a level surface for installation of new roofing decking and material. Patch all deck openings with new material where vents or other penetrations are removed. All existing nails must be removed prior to placing underlayment.
4. Underlayment (240 Degree): Provide minimum 40-mil thick, cold-applied, self-adhering, polymer-modified, bituminous sheet membrane with an embossed, slip- resistant exposed surface with ASTM D1970. Provide High Temperature resistance underlayment that will not flow at 240 degrees.
Provide primer when recommended by Underlayment manufacturer. Cover with final roofing surface prior to manufacturers’ exposure rating expiration.
Provide Underlayment over entire roof surface, over top and sides of roof vents, and hatches and below lower side of roof vents, and hatches to provide a complete watertight assembly prior to installation of new roofing. Seal edges according to manufacturer’s instructions.
5. Roof shall be GAF Timberline HD shingles, in Shakewood color, or approved equal. Provide Valley flashing in “Mansard Brown” Kynar 500 color, to match with the Shakewood color shingles. All roof penetrations and equipment in the work area shall be repainted to match the shingles: Sherwin Williams 6117 Smokey Topaz, or approved equal.
6. Fascia & Soffit: Provide fiber cement fascia and trim, in rough sawn cedar pattern. Fascia & soffit profiles shall match the existing profile of Bldg 5201.
Fascia and soffit panels shall be field painted Benjamin Moore – English Brown #2100-30, or approved equal, to match existing.
7. Flashing: Replace existing flashing with all-new materials, in accordance with manufacturer, NCRA, and/or SMACNA approved details. Flashing shall be prefinished where visible from ground level.
8. Fall Protection: Provide under shingle ridge anchor tie-off points, Guardian Ridge-it two D-ring or approved equal. Install under shingle ridge cap so D-rings are accessible on either side of the ridge. Tie-off points shall be installed 20’ +/- on-center, at the main ridgeline of the building. Tie-off
TITLE: Renovate Building 5201 LOCATION: Bldg 5201, Dyess AFB, 79607 points shall not be installed within 24” of roof louver penetrations. Install anchors as per manufacturer’s instructions.
9. Install Gutters and downspouts: Provide prefinished sheet metal, to match existing gutters and downspouts. Match existing gutter color and ensure the size is equipped to handle water flow profile from roofline of Bldg 5201.
Provide precast concrete splash blocks at all downspouts making soil contact or tie into drainage system.
10. Provide the government with an accurate accounting of C&D haul off waste weight for environmental records.
v.Building Stucco: Repair damages of EIFS to match existing insulation/texture on facility.
vi. Exterior Signage: Repair building and street address on building 5201.
c. Interior Repairs:
i. HVAC:
1. Clean existing duct work and install new air intake/distribution grills in building
ii. Electrical:
1. Provide new outlets and switches as required to meet current code and design requirements. The exisitng electrical outlets located as part of the the drop ceiling in rooms 116A/B shall remain and be incorporated with the new drop ceiling.
2. Provide new LED fixtures for this task order, similar to DECO lighting SFP-LED smart panel LED fixture with surface mount kits. Provide individual area occupancy sensors to control lighting. An additional light shall be be provided in the existing partititoned communications section located in room 117 (from attachment 2).
iii. Fire Alarm: Provide a new fire alarm for the entire building. System shall be connected & compatible with the Base Monaco D-21 system. In addition the new system shall be compatible to communicate to the Monaco BT-X Radio from the central station. The new entire completed fire alarm system for the building shall be addressable & shall meet all current UFC & NFPA requirements. The new fire alarm control panel shall also transmit every individual addressable point to the D-21.
iv. Mass Notification: Provide mass notification for the entire facility.
v. Fire Suppression: Provide a fully automatic fire sprinkler system throughtout the entire building. The system will need to be certified by a NICET Level 3 designer to meet currrent building code and specifications.
vi. Plumbing:
1. Reconfigure 2 bathrooms to be in compliance with ABA regulations.
2. Provide domestic water isolation valves for each restroom. Allow isolation of a single area if a future leak develops. Locate manifold valves behind accessible panels or lay-in ceilings.
3. PEX-b piping shall be used. Provide full port cut-off valves in wall mounted distribution box in Private Toilet. New water supply shall be tapped from water main & run to new distribution box.

4. Toilets: Save and re-use existing toilets and flush vlaves.
5. Toilet Accessories: Provide Bradley, or equal, accessories including:
grab bars with flange escutcheons, feminine napkin disposals, 10” deep shelving, 3 hook coat rack, & deep trash receptacles. Bradley product numbers: Model 334-10, Model 7510, Model 9945, and Model 4791-
15. Provide full width unframed mirrors above sink counters. Ensure lighting is color corrected & located to provide lighting to the mirror surface, coordinate heights with plumbing fixtures & adjacent lighting fixtures. Provide blocking for all accessories. Provide 1” thick solid HDPE toilet partitions, Scranton Products or equal, with stainless hardware & shoes, continuous brackets, aluminum head rails, 8” wrap around hinges, wall stops, & interior hooks.
6. Waste and Vent Piping: Schedule 40 PVC piping shall be utilized inside building and below ground to a new connection point to existing lines 15 foot from building face. Two-way cleanouts shall be provided at transition with cast iron caps & embedded in concrete at grade level.
Provide wrapped pipe to comply with smoke requirements if a return air plenum is used. Provide Hilti CP fire collars, or equal, at all concrete floor / ceiling penetrations. Provide cast iron pipe at & above roof penetration; provide pipe support brace at transition. Wall cleanouts are preferable over floor cleanouts. Removal of toilets, cabinets, or other fixtures to access cleanouts is not acceptable.
7. Floor Drains: A floor drain shall be provided for each toilet room area and janitor’s closet. Floor drains shall be equipped with trap primers or Trap guard seals (www.trapguard.com) to prevent sewer gases from entering occupied areas through dry p-traps.
8. Provisions shall be made to allow for differential settlement of soil around all underground plumbing piping.
9. Provide chrome plated brass handle (Brasscraft KTCR19 C, or equal) & replaceable washers with braided S.S. hoses for all sinks & lavatories.
10. Ventilation: Provide new exhaust fans in each bathroom. Utilize existing roof vent locations or combine vent stacks where possible, to minimize roof penetrations.
11. Janitor’s Closet: Provide wall mounted sink with service sink faucet. Provide ceramic tile wall & floor finishes within 4’ of all sides of sink. Provide S.S.
utility shelf and mop rack near sink. Provide 3 foot 3/4 inch diameter hose attached to faucet.
12. Electric Water Cooler (EWC): Provide wall mounted high/low electric water coolers & bottle filler, Elkay Models LZSG8WSSK, LKAPREZL cane apron, & WSF6000R-2PK water filter kit Provide 2 extra filters per electric water cooler & store in janitor closet. Install bottle filler within ABA reach ranges.
vii. Ceiling: Provide new drop ceiling and tiles with a 2x2 grid in entire building (Armstong tegular).
viii. Provide a metal cable tray system (8” minimum wide) down the main corridor.
Provide 6” sched 40 PVC conduit from Comm Room to cable tray. Provide two pull strings in conduit. Data wiring will be provided by others in the future.

ix. Walls:
1. Patch and repair walls to match existing texture. The extent of the repairs are to include, the cracking around the window of room 116A and the interior entry door to room 103, missing wall sections caused by the removal of the communication closet in room 107, or areas disturbed by repairs.
2. Repair damaged window sills with water/termite damage for the exterior window in room 117 (from attachment 2)
3. Provide wall corner guards on all external drywall corners from top of wall base to 48” aff; Construction Specialties Acronym SSM series 2” wide, or equal.
4. Provide conduit runs/data boxes/wall ports within the interior of the walls for each strip of surface-mounted raceway/ports removed and route the existing data/communications cables through.
5. Cut new control joints at each door, opening, & window head.
x. Provide tile floors in all toilets, Daltile Mosaic Colorbody Porcelain, Keystones Groups 1&2, or equal, sanitary transition to tile base, tile walls. Seal all tile grout.
xi. Typical Toilet Wall Base: Daltile, Semi-Gloss, Urban Putty, A-3401
xii. Typical Toilet Tile Walls: Daltile, Semi-Gloss, Urban Putty, 0161, 4 ¼” x 4 ¼”
xiii. Toilet Tile Accent: Daltile, Semi-Gloss, Elemental Tan, 0166, 4 ¼” x 4 ¼”
xiv. Paint Interior: Use two coats of low VOC, water based paint for walls, trim, and door frames.
xv. Doors: Replace front doors (3 total) to meet ABA requirements and install new hardware to meet code. Aluminum storefront at main entrance, insulated hollow metal w/ upper half vision panel (tinted, laminated) at all remaining. Storefront glazing shall be tinted & laminated.
xvi. Flooring:
1. Leveling: Provide Euclid Thin-Top Supreme, or equal to float uneven floor surfaces as required to achieve a perceived “flat” surface for new finishes in each room.
2. Replace broken tiles in main hallway and entrances
3. Provide new Six Degrees Radius LVT Planks on AP-520 acrylic roll-on pressure-sensitive adhesive or equal, to replace all carpet in building 5201.
xvii. Cove Base: 4” vinyl base in all rooms (U.N.O.).
xviii. Window Covering: Install new window blinds for all ten exterior windows and the three interior windows.
xix. Interior Signage: Provide interior room signage throughout the building in accordance with UFC 3-120-01 Air Force Sign Standard, and ABA. Office rooms shall be type BB4. Provide BB7 signage on all Common Toilets. Provide additional signage as required by Code. Provide signage per details sbelow:

Specifications:
a. The contractor shall comply with all specifications incorporated in the baseline SABER contract.
b. All work must be accomplished in accordance with manufacturer’s specifications.
c. If manufacturer’s specifications deviate from any baseline SABER contract specifications then the discrepancy shall be forwarded to the 7 CES/CENMP office via 7 CONS/LGCC for review and resolution (to avoid any construction delays, all manufacture’s installation instructions, guidelines, and specifications must be provided to the government prior to the start of construction with any conflict in specifications noted).
4. Remarks/Notes:
a. All work shall conform to meet SABER specifications.
b. All safety practices will be strictly adhered to.
c. SABER contractor shall be responsible for coordinating, scheduling and notifying building occupants of utility outages.
5. Submittals (via AF Form 3000):
a. PRIOR TO START OF CONSTRUCTION, clean shop drawing(s) indicating all demo, new equipment manufacture/type/location and all new construction will be submitted to 7 CES/CENMP via 7 CONS/LGCC for review/approval.
b. PRIOR TO INSTALLATION, manufacture drawing(s)/fact sheet(s) on all new equipment to be installed will be submitted to 7 CES/CENMP via 7 CONS/LGCC for review/approval.
c. PRIOR TO FINAL PROJECT CLOSE-OUT, As-Built drawing(s) shall be submitted complete, electronic and hardcopy. As-built drawings shall be neat, clear, legible in all respects and suitable for photocopying (adequate for black and white photocopy reproduction).
