PART 1 GENERAL
1 .1 GENERAL REQUIREMENTS
A. Determination of HVAC system requirements for a complete and usable system shall be the responsibility of the Designer of Record.
B. The HVAC systems for all structures included in this contract shall be designed to conform to BLM Codes and Standards and to the standards listed below:
1. 2005 Sheet Metal and Air Conditioning Contractors’ National Association (SMACNA), HVAC Duct Construction Standards, Third Edition.
2. NFPA 1500-21, Standard on Fire Department Occupational Safety, Health, and Wellness Program.

2 .1 CONTROLS
A. The BLM has standardized on Johnson Controls Metasys for building management systems throughout the Bureau. Provide a Johnson Controls Metasys supervisory controller for connection to the existing BLM Metasys ADX server in Denver. Control system graphics for the facility BAS system shall be developed, integrated into the system, and shall reside on the BLM Metasys ADX server. The controls contractor is required to work with the BLM IT POC to upload the new graphics and bind the points.
1. See Attachment B for detailed controls information including points lists.
2. Graphics should generally match other BLM installations for style and data layout. The Johnson Controls Metasys interface for the BLM District Office in Medford, OR, should be used as a template as the HVAC system is similar to this project in Salem, OR.
3. Johnson Controls integration into the BLM network expectations and steps:
a. Request archive copy of the current server Metasys file before starting graphics or logic/programming work. Notify BLM 10 days prior to request so any other open jobs pending an upload can be completed.
1) For VRF integration, use Roseburg, Oregon graphics and data availability as a template.
b. Create a User view for the facility similar to other facilities found on the archive copy.
c. All points/data for the facility to have their Authorization Category changed to “facility name” (confirm final name with BLM COR) as this is how BLM allows users access to only certain facilities.
d. Update the state graphic that the facility is located within with the facility’s name and relative location within the state. This may have to be done during the real-time integration session with BLM IT if not part of the archive copy.
e. Demonstrate completed graphics and logic complying with Sequence of Operation, Points List, and graphics standards to BLM NOC Mechanical Engineer for approval.
Correct deficiencies through further demonstrations before proceeding to the next step.
f. Request real-time integration session with BLM and provide upload to BLM. Attend virtual meeting with BLM to complete integration via the following:
1) Archive copy is made of the current server.
2) Upload copy with facility’s programming included is uploaded to BLM server.
3) The SNC or SNE is discovered.

4) Bind points.
5) A backup of the server is created.
B. System must include stand-alone digital controllers, a communication network, and gateways to packaged equipment. Provide stand-alone control routines that operate without connection to the network during a loss of communication. Provide trending, scheduling, and alarm tables (may be included with the sequence of operation). Use alarming and trending services during performance testing or commissioning. Display all graphic floor plans, equipment graphics, DDC ladder diagrams, and sequence of operations graphic pages.
C. A local, operator-dedicated workstation to access the Metasys system is not necessary as it communicates over the BLM intranet and is accessible to employees from their work computer.
