Questions and Answers
1. Is the Contractor responsible for storing or disposing of the wood lattice? The solicitation states both store and dispose of them.
A: If Option #1 is accepted, then the Contractor is required to dispose of the wood lattice as indicated. However, if Option #1 is not accepted, then the Contractor shall store the wood lattice that was removed for access in a specific area designated by the
COR onsite.
2. Where can we establish an area for temp facilities (office, toilets etc.), laydown, and materials/supplies deliveries and storage on the premises?
A: There are ample areas within the gated compound where these temporary facilities may be established. The BLM will accommodate the Contractors’ needs within reason.
3. How does the BLM plan to relocate office personnel as needed while various areas within the contract scope of work?
A: The BLM will work to accommodate both the Contractor, and our employees’ needs. The personnels’ relocation will depend on the Contractors schedule.
4. Will personnel be relocated to other office spaces or will they work remotely for the duration of work performed in their areas?
A: The personnels’ relocation will depend on the Contractors’ schedule. Most likely they will remain in other areas of the building.
5. What are the expectations of BLM as it relates to containment, particularly as it relates to the removal of sections of wood lattice and ceiling tiles as these areas will require containment to prevent outside exposure of dust, particulates, etc.?
A: Limit containment to the smallest feasible area(s). Clean each area before removing containment barriers.
6. Can containment be established around the outside perimeter of each floor level to encompass all areas where construction work will occur? Or will containment need to be phased specifically on each floor to be moved from one area to another?
A: Containment needs to be limited to the immediate work areas.
7. Will air quality testing and reports be required for the project?
A: Please follow the requirements listed in the contract.
8. Will BLM be responsible for moving all office equipment and personal items from office cubicle areas where work is occurring? Or is it the responsibility of the contractor to cover and protect all items within the office cubicles?
A: BLM employees will be instructed to remove personal items and electronics from their office spaces when they are required to vacate. The Contractor will be responsible for covering and protecting all remaining items.
9. Will personnel be relocated to other office spaces?
A: The BLM personnels’ relocation will depend on the Contractors’ schedule. Most likely they will be temporarily relocated to other areas of the building.
10. Are scaffolding platforms allowed to be set up over and around the cubicles if required?
A: Yes.
11. Will the BLM have a designated area on site where the decorative wood lattice will be stored? If not, is the contractor responsible for the removal and disposal of the decorative wood lattice?
A: If Option #1 is accepted, then the Contractor is required to dispose of the wood lattice as indicated. However, if Option #1 is not accepted, then the Contractor shall store the wood lattice that was removed for access in a specific area designated by the
COR onsite.
12. Will we be able to access the site again leading to the bid due date if needed?
A: No.
13. Do we have to comply with Buy America (100%) or Buy American (under FAR percentage?
A: Yes, please review the solicitation.
14. Warranty requirements are not mentioned - shall we consider 1 year as standard?
A: Those requirements are listed in the solicitation.
15. What is the current version of the Metasys server?
A: The current version of the MetaSys version is Version 12.
16. Do we have a commissioning agent on the project?
A: The commissioning agent requirements are outlined in the Statement of Work.
17. Do we have specific documentation requirements for the project (specs)?
A: All requirements are listed in the attachment documents available on SAM.gov
18. Contract calls for replacement of valves and actuator. During the site walk we noticed a few valves, on VAVs and AHU-3, have a working Belimo valve. Do you still want us to remove all the valves? If so, is there a preferred brand (Bellini, JCI, etc.)?
A: Remove and replace valves as outlined in the current contract documents.
