CONTRACT SCOPE OF WORK

BUREAU OF LAND MANAGEMENT

Northwest Oregon District Office HVAC System Improvements Page 1 Contract Scope of Work

Johnson Controls Inc. Supervisory Network Engine (SNE) Controller and Metasys Integration

I. Project Description

A. Project Purpose: Provide Johnson Control Supervisory Network Engine (SNE)

Controller to integrate the onsite equipment controls to the BLM Metasys ADX server in Denver. This will allow remote access to BLM sites to fully view, control, and troubleshoot equipment.

B. Project Work Elements: The work of this contract consists of:

1. Install new supervisory Johnson Controls Inc. SNE.

2. Connect mechanical equipment controls/controllers to the Johnson Controls Inc.

SNE.

3. Develop graphics for the new control system and integrate with BLM production network. Coordinate with the BLM NOC energy manager for graphics setup.

II. Project Location

A. The Northwest Oregon District Office is located at 1717 Fabry Road SE, Salem, OR

97306 (LAT 44.874386, LONG -123.023681).

III. Contractor’s Use of Premises

A. Business hours are 8 am to 4 pm Monday through Friday and is closed all federal holidays. Any work outside of these hours must be approved in advance by the Contracting Officer (CO) and the Contracting Officer’s Representative (COR). No additional cost will be paid to the contractor for any overtime worked by the contractor or of any contractor's employees. All overtime shall be included in the contractor’s bid price for the item of work being performed.

B. Establishment of any sort of camp within the District Office property boundaries will not be permitted.

C. The office building will be occupied during construction. The Contractor shall always conduct operations to ensure the least inconvenience to the site staff and the public and shall coordinate all activities with the BLM site manager and the Contracting Officer’s Representative. A schedule outlining the areas, dates, and times that work will be performed shall be submitted to the COR before any work begins. Access to all areas shall be maintained for BLM administrative and other official business throughout the construction phase.

D. Provide for the storage and delivery of all materials used under this contract. The Government shall not take liability for any material stored on Government property. The Government will not accept any deliveries on behalf of the contractor. The contractor and their employees may use the existing government parking areas to park company and personnel vehicles during the contractor working hours.

E. Confine storage of materials to within the area of the building being worked on or at exterior locations as designated by the BLM site manager and the Contracting Officer’s Representative.

F. Materials salvaged by the Contractor shall be removed from the District Office and shall be recycled or disposed of outside the District Office property boundaries.

G. Notify the COR at least 5 working days prior to start of work to arrange for building access.

IV. Existing Systems Description

A. General: The Northwest Oregon District Office is a 73,946 square foot, three story building, constructed in 1981.

B. There currently is not an existing Johnson Control Inc. SNE on site.

V. Project Work Elements

A. Installation of a Johnson Controls Supervisory Network Engine (SNE) for remote connection to the BLM Metasys ADX server in Denver. The intent is to connect the Northwest Oregon District Office SNE supervisory controller to the existing BLM Metasys ADX server in Denver as soon as the Northwest Oregon District Office DDC system is operational. Provide necessary equipment, suitable for connecting proprietary equipment centralized controllers to the Metasys supervisory controller.

B. BLM will provide a network IP address information and a default username/password.

C. Furnish and Develop Graphics for the New HVAC Control System: Graphic displays shall be provided for all HVAC equipment. Control system graphics for the facility shall be developed offline, integrated into the system, and shall reside on the BLM Metasys ADX server. Graphics shall be compatible with existing BLM Metasys Version. The controls contractor is required to meet via video conference with the BLM Energy Manager POC to upload the new graphics and bind the points. At a minimum, the following graphics screens shall be provided:

1. Main Menu (Home) screen, with building title, building photograph, and menu buttons for accessing the following graphic display screens:

a. Floor Plan Screens (First Floor/Basement, Second Floor, Third Floor, and

Roof/Penthouse)

b. VAV Summary Screen (showing all the VAV terminal units and associated control points in a tabular matrix)

c. Booster Heating Coil Summary Screen (showing all the booster heating coils)

d. Hot Water Heating System Screen (to match what is shown on Sheet M3 in

Attachment A)

e. Domestic Hot Water System Screen (to match what is shown on Sheet M3 in

f. Air Handling Unit Screens (to match what is shown on Sheets M4 and M5 in

2. Floor Plan Screens shall show floor plans of the building with locations shown for all

VAV terminal units, booster heating coils, boilers, domestic water heater, pumps, air handling units, condensing units, exhaust fans, cabinet unit heaters, and thermostats. Zone temperatures, CO2 levels, equipment status, and equipment alarms shall also be displayed on the floor plan screens.

3. Clicking on any of the individual equipment or thermostat icons on the Floor Plan Screens or on any of the rows in the Summary Screens shall open the associated individual system or equipment screen as follows:

a. VAV Terminal Unit Screens (to match what is shown on Sheet M4 in Attachment

A)

b. Booster Heating Coil Screens (to match what is shown on Sheet M5 in

VI. Submittals

A. Construction Submittals: Submittals shall be transmitted to the Contracting Officer for review and approval after contract award, but prior to commencing construction work.

1. Submit control system drawings including points to be integrated into the SNE.

B. Closeout Submittals: Submit operation and maintenance data to the Contracting Officer at project closeout.
