About this file

This document is a Cost Proposal Worksheet (Attachment 7) for RFP-24-004 issued by the California Arts Council (CAC). The worksheet is a template for bidders to detail their proposed costs for a contract with a total not-to-exceed amount of $100,000. The document provides a structured format for bidders to itemize direct labor costs, indirect costs, and other direct costs, with specific guidance on how to complete each section.

The cost proposal allows for detailed cost breakdown including personnel hours and rates, overhead and fringe benefits, travel expenses, equipment and supplies (limited to $3,000), and other direct costs. CAC reserves the right to review and potentially negotiate budget items, with a particular note that equipment expenses may be scrutinized and potentially eliminated if not deemed critical. The agency expects bidders to already possess necessary equipment and services, and may request invoices or receipts to confirm purchases. Only one cost proposal using this specific template will be accepted, and bidders are encouraged to attach budget notes explaining expenditures.

** Generally, only consumable supplies can be included in your proposal budget. If you are requesting
equipment or non-consumable supplies, provide budget notes that include a compelling rationale for the
expenditures. If the Review/Evaluation Committee finds these expenditures to be non-critical and your
proposal is selected, these budget items may be negotiated or eliminated from the final contract budget.
CAC expects the bidder to already possess all the equipment and services they need to perform the
work according to the agreement. CAC may collect confirmation of purchase of
equipment(s) by requesting for invoices and/or receipts.
