ATTACHMENT 6 – PERSONNEL REQUIREMENTS
1. Labor Category Titles. The required labor category titles, along with their respective eCRAFT labor category codes and titles are listed in the below chart

2. Personnel Qualifications for Key Personnel. Resumes shall be submitted for all personnel proposed in key personnel positions. Offeror shall provide evidence in its proposal that all Key Personnel possess a final SECRET security clearance at time of proposal. Time spent earning an advanced degree shall NOT be counted toward experience in years. A degree in Engineering Technology shall NOT be substituted for a degree in Engineering. However, a degree which requires the same or substantially similar curriculum to one listed below, but for which a qualified institution uses a different name, will substitute for one of the listed degrees. Bachelor’s, Master’s, and Ph. D. degrees shall be from an accredited college or university. The following labor categories are designated Key Personnel for this contract:
2.1. Program Manager (PM), MANP3
2.1.1. REQUIRED EDUCATION: Bachelor’s degree in a Science, Technology, Engineering, or Mathematics (STEM) discipline.
2.1.2. DESIRED EXPERIENCE: Approximately fifteen (15) years of verifiable program or project management experience in the areas of performance and assessment of quality, cost control, schedule, regulatory compliance, and small business utilization. This includes experience reporting to technical and non-technical audiences up to the field grade officer (O-6) or civilian senior level (GS-15).
2.2. Principal Engineer, E4
2.2.1. EDUCATION:
2.2.1.a: REQUIRED: Master’s degree in one of the following Engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.2.1.b: DESIRED: Ph. D. in one of the following engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.2.2. DESIRED EXPERIENCE: Approximately fifteen (15) years of verifiable experience in leading the research and development of ship motions, wave environments and radar processing. The 15 years of experience must include at least some experience in all of the following:
· Performing hydrodynamic analysis of ship models;
· Developing system architecture;
· Developing software;
· Utilizing publication standards for print.
2.3. Senior Scientist, S3
2.3.1. EDUCATION:
2.3.1.a: REQUIRED: Master’s level degree in one of the following Engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.3.1.b: DESIRED: Ph. D. in one of the following engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.3.2. DESIRED EXPERIENCE: Approximately fifteen (15) years of verifiable experience in leading the research and development of ship motions, wave environments and radar processing. The 15 years of experience must include at least some experience in all of the following:
· Performing hydrodynamic analysis of ship models;
· Developing system architecture;
· Developing software;
· Utilizing Computer Aided Design and Drafting (CADD) technology and publication standards for print.
2.4. Principal Scientist, S3
2.4.1. EDUCATION:
2.4.1.a: REQUIRED: Master’s level degree in one of the following Engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.4.1.b: DESIRED: Ph. D. in one of the following engineering disciplines: Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”).
2.4.2. DESIRED EXPERIENCE: Approximately fifteen (15) years verifiable experience in leading the research and development of ship motions, wave environments and radar processing. The 15 years of experience must include at least some experience in all of the following:
· Developing system architecture;
· Developing software development;
· Utilizing publication standards for print.
3. Personnel Qualifications for Non-Key Personnel. The following labor categories are designated as Non-Key Personnel for this contract. For the solicitation, non-key personnel resumes are not required. The labor categories along with their REQUIRED and SUGGESTED qualifications are based on historical information for the same or similar SOW taskings. The offeror is not required to use the Government’s labor category names, nor the SUGGESTED qualifications. However, it is the offeror’s responsibility to ensure that the team they propose possesses the capability to perform all SOW task areas, and meet the REQUIRED qualifications. The Government has provided a labor mix estimate in Attachment 5 to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. A degree in Engineer Technology shall NOT be substituted for a degree in Engineering. However, a degree which requires the same or substantially similar curriculum to one listed below, but for which a qualified institution uses a different name, will substitute for one of the listed degrees. Bachelor’s, Master’s and Ph.D. degrees shall be from accredited colleges or universities. The following labor categories are designated Non-Key Personnel for this contract:
3.1. Senior Engineer (Software), E4
3.1.1. EDUCATION:
3.1.1.a: REQUIRED: Bachelor’s degree in one of the following Engineering disciplines: Aerospace, Mechanical, Electrical, Marine (also known as “Ocean”), Naval Architecture (also known as “Naval Engineering”), Computer Science or Computer Engineering.
3.1.1.b: DESIRED: Master’s degree in one of the following engineering disciplines: Aerospace, Mechanical, Electrical, Marine (also known as “Ocean”), Naval Architecture (also known as “Naval Engineering”), Computer Science, or Computer Engineering.
3.1.2. SUGGESTED EXPERIENCE: Approximately ten (10) years experience in R&D of ship motions and wave environments. The 10 years of experience should include at least some experience in all of the following:
· Developing software life cycle;
· Performing test and evaluation of hardware/software;
· Utilizing publication standards for print.
3.2. Senior Engineer (Mechanical), EM4
3.2.1. EDUCATION:
3.2.1.a REQUIRED: Bachelor’s degree in Aerospace, Civil, Mechanical, Electrical, Marine (also known as “Ocean”), or Naval Architecture (also known as “Naval Engineering”)
3.2.1.b DESIRED: Master’s degree in Mechanical Engineering.
3.2.2. SUGGESTED EXPERIENCE: Approximately ten (10) years of experience in leading the development of new designs, performing required engineering analysis, able to recommend design changes as a result of new developments, and creating engineering plans and analysis reports with appropriate level of details to allow plans to be approved by required classification society or regulatory body. The 10 years of experience should include at least some experience in all of the following:
· Performing testing and evaluating systems onboard ships;
· Advanced proficiency with Computer Aided Design and Drafting (CADD) and publication standards for print.
3.3. Journeyman Engineer (Mechanical), EM3
3.3.1. REQUIRED EDUCATION: Bachelor’s degree in Mechanical Engineering
3.3.2. SUGGESTED EXPERIENCE: Approximately seven (7) years of engineering experience in developing technical/installation drawings for systems onboard ships, testing and evaluating systems onboard ships. The seven years of experience should include at least some experience in all of the following:
· Utilizing computer-aided design and drafting (CADD) technology and publication standards for print.
3.4. Junior Engineer (Software), E2
3.4.1. REQUIRED EDUCATION: Bachelor’s degree in any engineering discipline.
3.4.2. SUGGESTED EXPERIENCE: Approximately three (3) years of engineering experience performing hardware/software development and documentation, code review, preparing test plans and user manuals, test and evaluation, and writing reports. The three years of experience should include at least some experience in all of the following:
· Utilizing publication standards for print.
3.5. Task Order Administrator (Schedule and Financials), MANA3
3.5.1. REQUIRED EDUCATION: Bachelor’s degree in Accounting, Finance, Economics, or Business Administration.
3.5.2. SUGGESTED EXPERIENCE: Approximately seven (7) years of experience in business administration such as finance, accounting, or contracting (analogous with procurement and acquisitions). The seven years of experience should include at least some experience in all of the following:
· Utilizing data mining, query, and report building to communicate current status and forecast of scheduling and financial progression of the Task Order and its Technical Instructions;
· Working with Generally Acceptable Accounting Principles (GAAP) including direct labor cost, indirect labor application, other direct costs, fee, and regulatory compliance for Wide Area Workflow (WAWF) modules;
· Utilizing publication standards for print.
