To provide sea-based forces with environmental and ship motion prediction and calculation in order to forecast windows of opportunity for inter/intraship material and personnel movement. This contract is intended to continue the development and forecasting of the Environmental and Ship Motion Forecasting (ESMF) system to improve reliability of the system to monitor, measure, display, develop potential prototypes.

The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;

and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

A. No retention by Contractor of any classified information supplied by the user agency or resulting from contract performance unless authorized in writing by Naval Surface Warfare Center, Carderock Division (NSWCCD) Technical Liaison, or Industrial Security Specialist.

B. The Contractor shall discuss the security details, paragraph marking, downgrading group and distribution limitations with NSWCCD technical personnel prior to putting classified technical data into a final report form.

C. With any intent to subcontract, the NSWCCD COR and Industrial Security Specialist of solicitation TBD must be notified prior using DD form 254 between the prime and its subcontractors.

Block 10j: All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided for Item 11 (l) of this DD Form 254.

Controlled Unclassified Information (CUI) generated and/or provided under this contract shall be checked and safeguarded as specified in DoDM 5200.01, DoD Information Security Program; Controlled Unclassified Information (CUI) Vol. 4, available at http://www.dtic.mil/ whs/directives/corres/pdf/520001_vol4.pdf.

All CUI and program sensitive data transmitted ad safeguarded via electronic means shall use approved encryption. The Contractor shall ensure that when transmitting FOUO, over non-secure e-mail (e.g., not connected to the Navy Marine Corps Intranet through Broadband Unclassified Remote Access System / Virtual Private network), those transmissions are encrypted using Department of Defense Public Key Infrastructure (PKI), or an approved DoD External Certificate Authority, in accordance with Public Key Infrastructure & Public Key Enabling, DoDI 8520.02, 24 May 2011 (or subsequent revisions)

11c: The contractor requires access to classified source data up to and including the level identified in Item 1a of this DD254. Classified material generated in support of this contract shall be classified in accordance with the source material of the Department of the Navy Security Classification Guide, which will be provided by the Security Contracting Official (SCO). Automated Information Systems must be certified and accredited by the Cognizant Security Agency prior to processing classified information.

-The following Security Classification Guide(s) or subsequent revisions apply to this contract. Subsequent revisions shall be provided by the Government Contracting Activity (GCA) as Government Furnished Information (GFI) and shall be executed by the Contractor at no additional cost to the government. See below:

-Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NSWCCD Contracting Officer's Representative (COR) prior to the presentation.

-Security classification guides and controlled unclassified information (CUI) (e.g., FOUO, distribution statement controlled) are not authorized for public release. Therefore, they cannot be posted on a publicly accessible web-server or transmitted over the Internet unless appropriately encrypted. Request for public release cannot be transmitted via the Internet until the contractor receives final approval from NSWCCD Security Office (Code 105).

-Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the NSWCCD Security Office (Code 105), identified in Block 16.a. of this form.

-Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager, via the COR, no later than the individual's due date.

-All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list (EPL) for high security crosscut paper shredders, or other approved method for destroying classified information.

-All classified information involved in security incidents shall be retained and provided to the certifying official in Item 16.a. of this DD254 for classification review.

-All security related issues, incidents, or requests pertaining to this contract shall be presented in writing by the contractor's Facility Security Officer (FSO) to the individual identified in Block 16.a. of this DD254. The contractor shall abide by other reporting requirements outlined in the NISPOM.

-Forward a copy of subcontractor DD254s issued under this contract to the official shown in Block 16.a. of this DD254.

***Note: This DD254 is for solicitation purposes only. It shall be returned to NSWCCD Code 02 to be updated with a contract number and a contractors name when a contractor is selected for this contract.*** 11j: OPSEC requirements are additional to the requirements of the NISPOM. Prime Contractors may not impose OPSEC requirements on their subcontractors unless the GCA approves the OPSEC requirements. Information must be protected in accordance with the Operation Security Plan

Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.

02. THREAT/BACKGROUND:

A. Protection of the information classified by this SCG is crucial to ensuring that all U.S. Navy ships can be effectively employed in a hostile threat environment and complete their assigned missions with minimal loss of life. Information classified by this guide if disclosed to a hostile country, group, or individuals can be effectively exploited so as to design or assess the effectiveness of their own weapon's lethality against a U.S. Navy ship so as to maximize damage and personnel losses. This information can also be exploited to develop new weapons or refine terminal targeting sensors of anti-ship weapons to increase their lethality against specific US Navy ship classes. Finally, this information can be exploited by terrorist groups to design improvised explosive devices and plan attacks against deploy U.S. Navy ships so as to increase their probability of a successful attack that can cause the greatest damage and loss of life. Failure to protect ship information classified by this SCG until the last ship of given class has been stricken from U.S. Navy service can put all remaining ships of a class at risk of loss or greater death/injuring of sailors if disclosed and exploited by hostile forces.
