ATTACHMENT 6
STANDARD OPERATING PROCEDURES (SOP) FOR ELECTRICAL OUTAGES
FORT DRUM NY
Intent: The following SOP will be a living document that will be updated as needed to explain and identify the minimum requirements of each party involved in electrical power outages. This procedure will insure that correct safety and coordination is adhered to during each outage. Minor or low impact outages, such as secondary outages to one facility, or emergency outages will be scheduled through the electrical shop with the intent of accomplishing these promptly.
Contractor:
- Notify the Governmental contract representative of any required electrical outage 15 working days prior to the date that it is to be accomplished.
- Contractor shall work with the Government to establish mutually agreeable date and time for the outage that will satisfy all parties.
- At the time of the outage request, the Contractor shall provide the Government representative with the names of the individuals and qualifications of each that will be performing the work during the outage.
- If required, the workmen performing the splicing (etc.) shall be required to demonstrate their splicing ability by performing a demonstration splice in the presence of the Government.
- At the request of the Government, the Contractor shall present all material to be used during the outage for the inspection by the Government prior to scheduling proposed work.
- The Contractor shall participate in the safe clearance procedure to include the performance of all lock out tag out actions.
- At no time will any personnel be allowed in an energized manhole.
- The Contractor shall conform to all safety programs and procedures to include by not limited to confined space entry and excavation permit programs.
- The Contractor shall be on the project site with all of its personnel and equipment thirty minutes prior to the start time of the outage. If the Contractor is not present at this time they will be required to submit for another outage, and the 15 working days notification will be enforced.
Government Contract Representative:
- Will receive the outage notification from the Contractor and coordinate the complete action with the
Contractor and the electrical shop.
- Perform the notification of the outage to the customers affected and working with the Contractor and construction representative resolve any conflicts in time or duration.
- Ensure that the Contractor personnel are qualified to perform the outage, and working with the shop review all material and equipment to be utilized during the outage.
- Ensure that all safety programs are followed.

- Have a representative on site during the outage.
- Coordinate any required demonstration splice.
Government Electrical Shop:
- Upon receipt of the outage notification will develop the outage scenario and identify the total impact of the outage on the installation operation and customers affected.
- Develop the safe clearance procedures and the lock out tag out requirement, coordinating each with the Contractor.
- Review and witness any required demonstration splice and or material and equipment reviews.
- Perform the outage switching and insure that electrical power is restored to all affected facilities.
9.5 Stockpile and borrow areas on Government property which are accepted for Range construction utilization will be protected from erosion. Once utilization of these areas is complete, they will be returned to a condition which meets or exceeds that of the original. Areas will be graded to a minimum of 3h: 1v, topsoiled and seeded in accordance with contract documents in order to establish adequate vegetative cover.
9.6 Extra silt fencing will be stored on the Range site in case a sudden need for additional erosion control arises.
9.7 Upon substantial completion of activities, graded/disturbed and wetland areas will be seeded in order to establish vegetative cover. Vegetation area preparation and application measures will be conducted in accordance with the applicable contract specifications.
9.8 The necessity for erosion and sediment control measures above and beyond those shown on the contract drawings will be discussed with Contracting Officer as required.
10.0 TEMPORARY CONSTRUCTION FACILITIES
The locations of temporary haul and access roads, job-site office trailers, and the equipment staging area for the Range project are located in Attachment of this report.
10.1 REMOVAL OF TEMPORARY CONSTRUCTION FACILITIES:
Upon the conclusion of construction activities at the Range site, all storage facilities, containment structures, office trailers, port-a-johns, waste materials, stored materials, utilities, barricades, and signs shall be dismantled and removed from the project site. Staging areas shall be properly cleaned up and graded to conform to adjacent areas.
Such areas shall be seeded. The condition of these areas shall be left so to not detract from the appearance of the completed Range.
11.0 DISTURBED AREAS
Areas disturbed by construction activities will be seeded and returned to their original condition or better, in accordance with the contract specifications.
