About this file
This document is a Design-Phase Commissioning Plan for the Cooling Tower Replacement project at the National Agricultural Library (NAL) in Beltsville, Maryland, prepared by Summer Consultants, Inc. The plan outlines the commissioning process for the project, which includes replacing cooling towers, condenser water pumps, variable frequency drives (VFDs), and HVAC controls. Key components of the commissioning process include two design reviews (at 75% and final stages), detailed documentation of design intent, coordination meetings, pre-functional verification checklists, functional performance testing, and post-construction activities such as O&M manual review, training, and warranty period support.
The commissioning team includes representatives from USDA (Jim Glick and Angie Wingert), National Agricultural Library (Romando Green and David Doyle), and Summer Consultants, Inc. (Anne Juran, Lee Benzel, Tilahun Felate, Omar Qasmieh, and Pete Collat). The Commissioning Authority (CA) will coordinate activities, review design documents for compliance with Owner's Project Requirements (OPR), and ensure that all systems are properly integrated and functioning as intended. The project follows guidelines set by the AABC Commissioning Group (ACG) and ASHRAE Standard 202-2018, with a focus on verifying system performance, addressing potential issues, and ensuring smooth operation throughout the project lifecycle.

CHAPTER 4
COMMISSIONING PROCESS
1. Design Phase
.1 Basis of Design documentation
a. The A/E will develop the Basis of Design (BOD). This document records all processes and assumptions behind design decisions.
b. This document is not part of the contract documents but rather is in support of
it. It provides the reasoning behind the contract documents.
.2 Commissioning Specifications
a. The A/E will develop the commissioning specifications, with support from the owner and CA.
b. The specification sets forth the scope of work for the construction-phase CA.
.3 Design Review
a. For each discipline, the Commissioning Specialist reviews the Basis of Design, calculations, specifications, and drawings.
b. The project is reviewed to make sure the design intent satisfies the OPR.
c. The documents are reviewed for commissionability; that is, confirm everything is in place such that commissioning can occur. This would include consideration for items such as maintenance access space, access doors, sensors, indicators, meters, shut-off valves, etc.
d. Any controls elements are reviewed so that all information needed to write the Functional Performance Tests is included. The drawings are cross-checked with the specifications for items such as sensor accuracy.
2. Construction Phase
.1 Meetings
a. Pre-Commissioning Meeting: A pre-commissioning meeting will be held to introduce all parties, review the commissioning process, and determine management and reporting lines. The meeting provides the CA with additional information needed to finalize the Cx Plan, including the commissioning schedule.
b. Equipment Startup Coordination Meeting: Thirty (30) days prior to startup of the primary HVAC equipment, the CA meets with the contractors to develop a detailed commissioning schedule.
c. Regular Commissioning Meetings: In preparation for the start of commissioning, as well as during commissioning, meetings will be held regularly (per the contract documents) so that all parties are aware of the commissioning status and any issue can be addressed in a timely manner.
Summer Consultants, Inc. 4-2
d. Miscellaneous Meetings: The CA attends selected planning and job-site progress meetings in order to remain informed on construction progress and to update parties involved in commissioning.
.2 Initial Submittals and Documentation
a. Standard Submittals: The CA reviews approved submissions relative to commissioning issues expressed in the contract documents, not for general contract compliance (which is the A/E’s responsibility).
b. Contractor Requests for Information (RFIs): The CA reviews the A/E’s responses to RFIs for adherence to the OPR. Any necessary changes are incorporated into the Pre-functional Verification Checklists and Functional Performance Tests.
c. The BE CA will perform on-site construction observation and documentation, including periodic observation of the work in-progress.
.3 Pre-functional Verification Checklists, Tests, and Startup:
a. Pre-functional Verification Checklists, developed by the CA, are important to ensure that the equipment and systems are hooked up and operational and that functional performance testing may proceed without unnecessary delays.
Each piece of commissioned equipment receives a system verification checkout. The system verification testing for a given system must be successfully completed prior to formal functional performance testing of equipment or subsystems of the given system
b. Start-up Plan: The CA assists the commissioning team members responsible for start-up in developing detailed start-up plans for all equipment, to include safety requirements and considerations.
3. Acceptance Phase
.1 Execution of Functional Testing Procedures
a. Overview and Process: The CA provides functional tests. The procedures are executed by the Subs, under the direction of, and documented by, the CA.
b. Deficiencies and Retesting: The CA documents the results of the test.
Corrections of minor deficiencies identified are made during the tests at the discretion of the CA. The CA records the results of the test on the procedure or test form. Concern or non-conformance issues are noted and reported to the GC/CM. Contractor shall correct non-conformance issues and notify the CA.
The GC schedules retesting through the CA. Decisions regarding non-conformance and corrections are made at as low a level as possible, preferably between CA or GC and the contractors. For areas in dispute, final authority resides with the Owner, typically with consultation from the A/E. The CA gives final approval on each test.
c. Facility Staff Participation: The Owner’s facilities operating staff are encouraged to attend and participate in the testing process.
.2 O&M Manuals and Warranties
a. Construction Phase Prior to substantial completion, the CA will review the O&M manuals for systems that were commissioned. The CA will communicate deficiencies in the manuals to the GC/CM or A/E, as requested. The CA also
Summer Consultants, Inc. 4-3 reviews each equipment warranty and verifies that all requirements to keep the warranty valid are clearly stated.
.3 Training and Orientation of Owner Personnel
a. For each piece of equipment or system for which training is provided, the contractor provides an outline describing the subjects covered, duration of each subject, and the methods that will be used in the training, along with the name and qualifications of the trainer(s). The Owner and CA review the agenda; make comments; approve the form subject to the comments; and submit back to the contractor.
.4 Warranty Period
a. During the warranty period, seasonal testing and other deferred testing required are completed according to the Specifications. The CA coordinates this activity. Tests are executed, and deficiencies corrected by the appropriate contractors, witnessed by facilities staff and the CA. Any final adjustments to the O&M manuals and as-builts due to the testing are made.
b. If included in the contract, the CA will return to the project approximately 10 months into the 12-month warranty period. The purpose of this review is to verify with the facility staff satisfactory system operation prior to the warranty expiration. During this visit the CA will review with facility staff the current building operation and the condition of outstanding issues related to the original and seasonal commissioning. The CA will make suggestions for improvements and for recording these changes in the O&M manuals.

Is CH-1, CWP-1, CHP-1 altogether rotating with CH-2, CWP-2, and
CHP-2? Or is it individual pieces of equipment that are rotating?
Could this be rephrased for clarity? 6/18/2024

4 Drawings [14] M-701 CONTROLS Is the pump VFD modulating to maintain 1000 GPM? If so, which flow meter is being used for reference? 6/18/2024 OQasmieh
The VFD will be balanced to maintain the flow. A note add to coordinate with TAB contractor on drawing M-701.
45461.429 LB Closed
5 Drawings [14] M-701 CONTROLS
How are the tower VFDs controlling to maintain CWT between the high and low limits? Once the condenser water temp falls below the low limit, is the VFD now modulating speed from 70% to whatever is required to maintain 60 degrees? Or is it lowering a fixed amount per a defined time period until the temperature has risen to 60 degrees? The same applies for when the CWT exceeds the high limit. 6/18/2024
OQasmieh The controls not time base. The sequence as written wil cover the high and low limits of operation. No change required to sequence.
