About this file
This document is a detailed mechanical and structural calculation file for the National Agricultural Library (NAL) Cooling Tower Replacement project in Beltsville, MD. The project involves replacing two existing 400-ton cooling towers located on the roof of the library building, with a focus on improving energy efficiency and system performance. Key specifications include installing two new cooling tower cells with stainless steel basins, variable frequency drives (VFDs) for fans, Factory Mutual approval, and vibration isolation to minimize noise. The design aims to reduce pump energy by changing the condenser water flow from 3 gpm/ton to 2.5 gpm/ton, with a corresponding 15°F temperature difference, and maintaining a 5°F approach to wet bulb temperature for Cooling Tower Institute (CTI) certification.
The project requires careful phasing, with cooling tower replacement limited to October through March to maintain building cooling capabilities. A temporary cooling tower will be used during installation, and the new towers will feature electronic water level controllers, bottom inlets/outlets, and safety railings. Basis of design includes two potential manufacturers: SPX Cooling Tech, LLC and BAC, with each cell weighing approximately 19,000-19,700 pounds. The project also involves reprogramming existing chillers, replacing condenser water pumps, and integrating the new cooling towers into the existing building automation system (BAS). Water treatment will be maintained by Bond Water Technologies, Inc.

National Agricultural Library Cooling Tower Replacement | Order No. 1232SA22F0197 National Agricultural Library | Beltsville, MD
Summer Consultants, Inc. 1-1
CHAPTER 1
DESIGN NARRATIVE - MECHANICAL
1. Scope of work: The cooling towers at the National Agricultural Library have reached the end of their useful life and require replacement. The scope of work includes the following items:
a. Replacing the existing two cell cooling tower with a cooling tower of the same capacity and number of cells.
b. Provide isolation valves for maintenance and shutdown. Integrate controls and isolation valves.
c. Provide temporary cooling for the building during the tower replacement.
d. Coordinate detailed outage parameters for systems related to the scope. NAL can only experience limited outages.
e. Analyze the cooling tower structural support and replace as necessary.
f. Provide variable frequency drives (VFDs) for the cooling tower fans.
g. Integrate cooling towers into existing controls and BAS.
2. The National Agricultural Library (NAL) building officially opened in 1969 as the third national library in the United States. The library is comprised of two buildings: the tower and annex. The seventeen-story tower contains mechanical spaces in the basement and penthouse, equipment and staff rooms on the ground floor, lobby and reading area on the first floor, office spaces on floors two through four, book stacks on floors five through thirteen, a conference area on fourteenth floor, and the mechanical penthouse on the fifteenth floor. The annex wing includes a basement, ground, and first floor.
3. Chilled water plant
a. The chiller plant is located on the basement floor of the tower building and the cooling towers are located on the roof of the tower.
b. The system is a variable primary chilled water system with two, 400-ton chillers.
The chillers were replaced in 2005.
c. The existing two-cell cooling towers were installed in 1998. Each cell is rated for nominal 400 tons (roughly 500 tons of heat rejection). Towers are at the end of their life and are being replaced.
d. Chilled water temperatures are 52°F entering and 42°F leaving.
e. There is a 200-ton plate and frame heat exchanger for water-side free-cooling.
f. Operation is required year-round.
4. Replace (2) Nominal 400-ton cooling towers on the roof.
Summer Consultants, Inc. 1-2
a. Summer Consultants investigated relocating the cooling towers to grade to remove a water source on roof over the library stacks. A letter sent to USDA, dated 7 December 2022, identified design benefits and drawbacks to have the cooling towers on grade versus on the roof (the existing location)
i. USDA/NAL decided to keep the cooling towers located on the roof for reasons of noise and historical impacts.
5. Tower Condenser Water Flow
a. The building is presently configured with constant speed condenser water pumps at 3 gpm/ton. Current best practice is to reduce pump energy by increasing the tower delta T (difference between entering and leaving water temperatures) and selecting the systems for 2 gpm per ton with a corresponding 15°F temperature difference. This reduces pump energy for the condenser water and reduces the size of the cooling towers.
b. The ambient wet bulb conditions for Beltsville, MD is 78°F Wb, and we are limited to a 5°F approach to achieve CTI certification. The CTI certified operating range can be 95°F to 83°F at 78°F Wb ambient wet bulb. This results in a design temperature difference of 12°F resulting in a 1,000 gpm flow per cell.
c. The proposed controls and condenser water flow will reduce pump energy, maximizing the use of cooling tower fill and cooling tower fan operation.
d. The existing pumps are not appropriately sized for the existing or proposed flow on the cooling tower. The pumps will need to be replaced run most efficiently.
6. Cooling tower selections and accessories
a. (2) Nominal 400-ton cooling towers each with 2 fans. The fans for each tower will be served by a single motor and VFD.
b. The tower will be Factory Mutual approved, national organization specializing in certification of property loss prevention product, which provides greater protection to the equipment.
c. To protect against corrosion, the tower basins will be stainless steel. The rest of the tower components are galvanized steel. Each basin will have electric basin heaters for freeze protection.
d. The tower will have access platforms and ladders to access the top of the tower and the tower basins. The access platform will meet OSHA requirements.
e. Condenser water side filtration for basin sweepers.
7. Vibration isolation
a. The cooling towers are located above conference space on the 14th floor. To prevent structure born noise from entering the occupied spaces and points for leaking, the cooling towers need vibration isolation for the cells and piping.
b. Flexible connections, while essential for the operation of the cooling tower, can be a weak point in the piping system as they allow for movement. Reducing the quantity of flexible connections reduces the amount of potential leaking points.
Summer Consultants, Inc. 1-3
c. The flexible connections allow the cooling tower cells to shift with the motor vibration and the varied water level in the basins. The flexible connection allows for vertical height change, reducing the strain on piping connections to the towers and the piping systems. Without them, leaking would occur at the connection points to the tower and piping.
d. The design includes supporting all the cooling tower cell to a common, floating structural frame. All the cooling tower cells will shift up and down as one unit. As all cells move together, flexible connections on piping between the cooling tower cells is not required. Additionally, we can mount the piping to the floating frame, eliminating additional flexible connections.
8. Temporary cooling tower
a. Rental cooling tower is required while the towers on the roof are being replaced to maintain cooling.
b. To reduce rental cost and temporary condition cost, the construction will be limited to October to March to provide a temporary cooling tower for one chiller. Only during peak summer months is the second chiller turned on.
c. Size temporary towers at nominal for 400 tons to provide heat rejection for one 400-ton chiller.
d. For the pumps serving the towers, either the existing or new pumps can serve the temporary towers.
9. Phasing
a. Cooling tower lead times are about 6 months.
b. Cooling tower shutdown can only be from October 1st to March 1st during the year. The cooling towers must be operational during the cooling season.
Temporary cooling towers must be provided during the tower replacement. The temporary tower is sized at 500 tons to meet the partial load out of the peak summer months.
c. Outages
i. Electrical outages - 3 hours max per motor control center (MCC).
Shutdowns will be required for the temporary cooling tower connection/removal, and cooling tower motor connections.
ii. MCC-6 will require one shutdown to connect the temporary cooling tower. The condenser water pumps are using the

2. Existing Conditions
.1 The existing structure is tee-shaped in plan with a Tower that extends 15-stories above grade and a Wing that extends 2-stories above grade. There is a 1-story below-grade basement level beneath the Tower and an unfinished area beneath the Wing. The tower has a large u-shaped mechanical Penthouse which extends above the main Roof. The overall footprint of the tower structure is approximately 121 feet by 133 feet.
.2 The building consists of a cast-in-place reinforced concrete frame. The following description of the existing structure is based on the existing structural drawings. The Tower floor framing typically consists of 15 1/2" thick waffle slabs (3 1/2" slabs with 12” deep ribs) supported on reinforced concrete columns. The Tower Ground Floor, Roof, and Penthouse Roof framing consist of two-way slabs with beams, with 8 to 9 ½” thick slabs at the Ground Floor and 7” thick slabs at the Roof and Penthouse Roof. The Tower is supported on a 4’-6” mat foundation while the Wing is supported on shallow spread and strip footings.
.3 Structural drawings for the original building were prepared by Severud-Perrone-Fischer- Sturm-Conlin-Bandel Structural Engineers and dated 3 January 1966. The following design criteria and material are identified:
a. Concrete Compressive Strength: 3,000 PSI (Typical) *
4,000 PSI (Tower Columns)
* framed slab and stair construction utilized lightweight aggregate concrete
b. Reinforcing Steel Yield Strength: 60,000 PSI (Typical)
75,000 psi (#14 and #18 bars)
c. Live Load: 30 PSF (Roofs)
150 PSF (Mech. Penthouse)
.4 The existing Cooling Tower is supported on elevated steel dunnage framing. The framing is heavily corroded, with section loss from both flanges and webs. The top flanges are pitted, where standing water has eroded the top surface. There are places where holes extend completely through the beam webs.
Summer Consultants, Inc. 2-2
3. New Work
.1 The Cooling Tower will be removed and replaced with a similar 2-Cell unit.
.2 The structural steel framing will be removed and replaced with new hot-dip galvanized steel framing. The new Cooling Tower will be mounted to a steel frame that is elevated above the primary steel dunnage framing with vibration isolators.
.3 Although the new Cooling Tower weighs more than the existing Cooling Tower, the existing Cooling Tower is not the original. The new Cooling Tower weighs less than the original Cooling Tower and is, therefore, structurally acceptable.

SECTION 3
COOLING TOWERS
CALCULATED BY LB DATE Feb 2023
COOLING TOWERS
1. Replace (2) Nominal 400-ton cooling towers of the roof.
a. Summer Consultants investigated relocating the cooling towers to grade to remove a water source on roof over the library stacks. A letter sent to USDA, dated 7 December 2022 , identified design benefits and drawbacks to have the cooling towers on grade versus on the roof (the existing location)
b. USDA/NAL decided to keep the cooling towers located on the roof for reasons of noise and historical impacts.
2. Condenser Water Flow
a. The building is presently configured with constant speed condenser water pumps at 3 gpm/ton.
b. Historically condenser water systems were selected on a 10°F temperature difference that resulted in system sized at 3 gallons per minute (gpm) per ton.
c. Current best practice is to reduce pump energy by increasing the tower delta T (difference between entering and leaving water temperatures) and selecting the systems for 2 gpm per ton with a corresponding 15°F temperature difference. This reduces pump energy for the condenser water and reduces the size of the cooling towers.
d. CTI certification (recommended) limits the cooling tower approach to 5°F. (The approach is the difference between the ambient wet bulb and tower water leaving temperature.)
- Ambient wet bulb for this location is 78°F
- 95°F entering water temperature is base on AHRI stan
- 5°F approach = 78°F+5°F = 83°F tower leaving water temperature
- tower operating range will be 95°F to 83°F
- tower delta T = 95-83 = 12°F
i. The ambient wet bulb conditions for Beltsville, MD are 78°F Wb, we are limited to a 5°F approach to achieve CTI certification. The CTI certified operating range can be 95°F to 83°F at 78°F Wb ambient wet bulb. This results in a design temperature difference of 12°F.
ii. Existing tower flow 3 gpm/ton
1. Per cell – 6,000,000 (BTH/hr) / 500 / (95°F-85°F) = 1,200 gpm
iii. Proposed tower flow – 2.5 gpm/ton
1. Per cell – 6,000,000 (BTH/hr) / 500 / (95°F-83°F) = 1,000 gpm
e. The proposed controls and condenser water flow will reduce pump energy, maximizing the use of cooling tower fill and cooling tower fan operation.
CALCULATED BY LB DATE Feb 2023
f. The existing chillers CH-1 and CH-2 have a minimum flow of 550 gpm on the condenser water loop, so the condenser water flow can be reduced. The chiller will require reprogramming of the minimum flow safety setting on the chillers to prevent unwarranted chiller shutdowns.
g. Verifying existing pumps
i. The existing condensing water pumps have a pressure drop rating of 143 feet of water with a flow rate of 1200 GPM. A pressure drop calculation was done to determine if the existing pumps are adequately sized when the condenser water flow rate is reduced to 1000 gpm. The calculated condensing water piping pressure is 90 feet of head.
ii. The existing condenser water pump curve shows an inability to perform at a pressure of 90 feet of head and flow of 1000 gpm. New pumps will need to be provided. See section M-4.0 Pumps for equipment sizing and selection.
3. Selections
a. (2)cell Nominal 400-ton cooling towers.

ii. Basis of design
1. Kinetics
k. Makeup water
i. Cooling Tower Cycles of Concentrations = Conductivity of Blowdown Water ÷ Conductivity of Make-Up Water
1. Conductivity of Blowdown Water (parts per million of TDS)
2. Conductivity of Make-Up Water (parts per million of TDS)
3. USE – 3 cycles for worst case sizing but anticipate 4-6 cycles. Used in Bleed rate formula.
ii. Evaporation rate = Flow x range x 0.001
1. 2,000 GPM x 12 x 0.001 = 24 GPM
iii. Bleed Rate = Evaporation rate / (# of cycles – 1)
1. 24 gpm/ (3-1) = 12 GPM
iv. Drift rate = 0.002%-0.005% of total flow
1. 2,000 gpm x 0.003% = 6 gpm
v. Makeup = Bleed Rate + Evaporation rate + Drift loss
1. Make up = 42 GPM
l. Water treatment is maintained through their maintenance contractor: BOND WATER
TECHNOLOGIES, INC.
m. Heat Trace Requirements:
i. <3” pipe = 3 watts/lf
ii. 3”- 6” pipe = 5 watts/lf
iii. 8”-12” pipe = 10 watts/lf
n. Filtration
CALCULATED BY LB DATE Feb 2023
i. Side flow stream – size to cycle water volume of system 1/per hour.
ii. 3,200 gallons in piping + 1,100 gallons in towers * 1 hr/60 min = 71 gpm of side filtration
iii. Use existing filtration skid and pump for side filtration. Provide ports on towers for future basin sweepers.
o. Drain: currently the towers are drained to the roof storm drain.
i. This no longer meets county ordinances. The cooling towers drains will tie into the existing plumbing waste in the penthouse. There is an existing floor drain next to the existing filtration system.
