About this file
This document is Attachment 6 containing Department of the Air Force (DAF) clauses for federal contract FA4528-26-Q-KM02. The document outlines four primary regulatory and operational requirements that contractors must follow: (1) Ombudsman procedures for addressing acquisition concerns, (2) elimination of Class I Ozone Depleting Substances (ODS), (3) health and safety requirements on government installations, and (4) contractor access protocols for DAF installations.
The ombudsman clause establishes a confidential dispute resolution process, requiring contractors to first address concerns with the contracting officer before escalating to the center-level ombudsman (AFICC/OL-GSC Director of Contracting at Barksdale AFB, LA) or the Department-level ombudsman (SAF/AQC in Washington DC). The ODS clause prohibits contractors from providing products, services, or specifications requiring Class I substances including halons, chlorofluorocarbons (CFCs), CFC blends, carbon tetrachloride, methyl chloroform, and methyl bromide. The health and safety clause requires contractors to implement reasonable accident prevention measures, comply with AFOSH standards as directed, and face termination for violations unless promptly corrected. The contractor access clause mandates obtaining base identification and vehicle passes, submitting written requests with employee information and REAL ID-compliant driver's licenses, managing credential maintenance throughout contract performance, and returning all passes upon contract completion, with failure to comply resulting in withholding of final payment.

Attachment 6 – Department of the Air Force Clauses
FA4528-26-Q-KM02
Ombudsman (DAF Part 1)
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/OL-GSC Director of Contracting, 245 Davis Ave E. Barksdale AFB, LA 71110, phone number 318-456-6336, email address ig.afica.kg.workflow@us.af.mil.
Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
The ombudsman has no authority to render a decision that binds the agency.
Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
