CDRL GENERAL NOTES/INSTRUCTIONS
1. SCOPE: This Contract Data Requirements List (CDRL) establishes the data to be delivered by the contractor, and the submittal, approval, and distribution requirements of all the CDRL data items contained herein IAW latest guidance in MIL-HDBK-61 and
EIA-649-1. The contractor shall utilize best commercial practices and the guidance referenced in paragraph 10 of these general notes/instructions in meeting the requirements of the CDRLs.
2. GENERAL: The Data Item Descriptions (DIDs) specified in the CDRLs are in the
Acquisition Streamlining & Standardization Information System (ASSIST) Database.
3. MODIFICATION OF DATA REQUIREMENTS:
a. From time to time during the performance of this contract, the PCO may unilaterally increase or decrease the number of addresses and/or increase or decrease the number of hard copy deliverables (regular or reproducible) specified for any data item of the CDRL.
b. Unilateral actions pursuant to (a) above shall be by the issuance of a PCO letter to this contract. Any action directed by the PCO shall be effected by the Contractor beginning with the first submission of the particular data item or items after receipt by the Contractor and PCO’s direction.
4. DATA SUBMITTAL APPROVALS: The following definitions apply to Block 8 of the DD Form 1423-1:
a. The use of an "A" in Block 8 indicates that Government approval of the identified document is required. Unless otherwise specified on the DD Form 1423-
1, the technical office noted in Block 6 will review the data submitted for approval and the PCO (AFLCMC/WLK) will notify the contractor of approval, approval withheld pending incorporation of comments, or disapproval, within 45 days after receipt of data submittal. If the program office cannot respond within the 45 days, the contractor will be notified and a new suspense date will be mutually established. If the program office has not provided approval/disapproval/intent to extend due date within the 45 days, the data will be considered automatically approved. However, the contractor shall notify the program office via email to the data management team prior to assuming approval.
b. If Block 8 has an “N/A,” these data items are considered non-approval, however this does not relieve the Contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to review by the procuring agency for departure of said compliance. The presence or absence of an “A” in Block 8 does not relieve the contractor of the responsibility of full contractual compliance and all data will be subject to review and acceptance by the Government.
c. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.
5. REVISIONS TO DATA SUBMITTALS AND RESUBMITTALS OF DATA:
a. Unless otherwise specified, data submittals that are disapproved by the
Government shall be revised and resubmitted by the contractor within forty (40) days after receipt of PCO letter. If the contractor cannot resubmit within forty (40) days, AFLCMC/WLK shall be notified within fifteen (15) days after receipt of
PCO letter and a new mutually agreed upon suspense date will be established.
(1) Data submittals dispositioned by the government as approval withheld will require final approval pending incorporation of comments. All updates shall be revised and distributed within thirty (30) days after receipt of PCO letter, or as specified in the delivery requirements of the applicable DD
Form 1423-1. If the contractor cannot resubmit within the required time, AFLCMC/WLK shall be notified within fifteen (15) days after receipt of
PCO letter and the Government reserves the right to set a new date based on need.
6. DATA PREPARATION:
a. Data submitted by the contractor shall conform to the quality requirements specified on the CDRL for each data item.
b. Data shall be delivered by one of the following methods:
(1) Electronic Delivery/Availability – includes delivery/availability of data files via a Government-approved website, web page, server or via attachment of electronic files to email messages, as mutually agreed to between the Government and the contractor.
Electronic data delivery and access is subject to Government protection/security requirements. Notification of electronic delivery/availability of deliverables shall be sent to AFLCMC/WLC Data
Management Office (DMO) which shall be submitted in accordance with the addressees listed in Block 14 of the DD Form 1423-1.
(2) Other Electronic Formats – data may be provided in appropriate format using media such as CD-ROM or DVD-ROM. The contractor shall contact AFLCMC/WLC DMO for Block 14 DD Form 1423-1 distribution requirements 10 days prior to first delivery for each DD Form 1423-1 delivered by these means. Disc label shall contain the following information, except CSCI software deliverables which shall comply with
Technical Order 00-5-16, latest revision:

All text files shall be submitted as MS-Word or searchable Acrobat (PDF) file documents with copy and paste capability. Each MS-Word document shall have a filename, a subject field, and the file should have author/agency/phone in the Author field and key words in the Keywords field. See attachment 1.
All non-text documents (spreadsheet, graphics, database, etc.) shall be accompanied by a MS-Word document as described above. Acceptable applicable files for non-text documents are PowerPoint, Excel, Access, and
PDF. Each non-text document shall have a filename, a subject field and the file should have author/agency/phone in the Author field and key words in the Keywords field. See attachment 1.
c. All data shall be submitted in the English language.
7. DOCUMENT REVISIONS: The Contractor shall comply with the following requirements in the revision of documents provided in response to the data requirements specified in the CDRL.
a. When resubmission of data is requested, complete documents shall be submitted unless otherwise specified.
b. A "revisions" page shall be provided in each document and shall contain, as a minimum:
(1) A brief description of the reason for revision, including the applicable authority; e.g., ECP, change order, supplemental agreement.
(2) Revision identification letter or number and revision date.
(3) Appropriate administrative instructions; e.g., security information, revision instructions, etc.
c. Each revised CDRL document shall have markings identifying changes, shall be accompanied by a separate compare file and have the specific changes identified by a dark vertical line in the right-hand margin with the exceptions as noted herein.

The following CDRL items contain embedded Excel files which shall have changes identified by use of color denoting their changes:

All other CDRLs not identified in the above exceptions will be provided in their native file format with an accompanying compare file. When embedded files are included in a CDRL document, a revision bar will denote that the embedded file has changed, but will not show the changes within the embedded file except as noted above. At the request of the Government additional exceptions may be added to the above list during contract execution. If necessary, the list will be modified to incorporate the additional exceptions.
d. Each revised page shall contain the revision number in the footer.
e. Anytime a CDRL revision is submitted, the title page of the document shall indicate the number or letter and date of that revision. Latest revision symbol and date shall be visible on the front surface of the document.
f. The letter of transmittal for each revision shall reference all previous/pertinent correspondence relating to the documentation being submitted.
8. DOCUMENTATION MARKING:
DoD Instruction 5200.48, Controlled Unclassified Information (CUI) requires that all
CUI be properly marked.
DoD Instruction 5230.24, Distribution Statements on Technical Documents, provides policy and guidance on marking technical documents. Air Force Instruction (AFI) 61-
201, Management of Scientific and Technical Information (STINFO), specifies certain distribution statements to be used on Controlled Technical Information (CTI) to control distribution by Government agencies such as the Defense Technical
Information Center (DTIC).
a. DISTRIBUTION STATEMENTS:
(1) Distribution Statement A. Approved for public release; distribution is unlimited.
(a) This statement may be used only on unclassified technical documents that have been cleared for public release by competent authority in accordance with DoD Instruction 5230.09. Technical documents resulting from contracted fundamental research efforts will normally be assigned Distribution Statement A, except for those rare and exceptional circumstances where there is a high likelihood of disclosing performance characteristics of military systems, or of manufacturing technologies that are unique and critical to Defense, and agreement on this situation has been recorded in the contract or grant.
(b) Technical documents with this statement may be made available or sold to the public and foreign nationals, companies, and Governments, including adversary Governments, and may be exported.
(c) This statement may not be used on technical documents that formerly were classified unless such documents are cleared for public release in accordance with DoD Instruction 5230.09.
(d) This statement shall not be used on classified technical documents or documents containing export-controlled technical data as provided in DoD Directive 5230.25.
(2) Distribution Statement “B” - Distribution authorized to U.S. Government agencies only, (fill in reason) (date of determination). Other requests for this document shall be referred to KC-46 Division, 2590 Loop Road West, WPAFB, OH 45433-7142.
(3) Distribution Statement “C” – Distribution authorized to U.S. Government Agencies and their contractors, (fill in reason) (date of determination). Other requests for this document shall be referred to KC-46 Division, 2590 Loop Road West, WPAFB, OH

b. Export-Controlled Warning Statement: Besides a distribution statement, the marking system also requires the use of a warning notice on all documents that contain export controlled technical data. That notice may be used in conjunction with any of the five limited distribution statements (“B”, “C”, “D”, “E”, “F”).
Statement “A”, which authorizes public release, cannot be used in conjunction with the export-control warning notice. Procedures for dissemination of this technical data outside of the U.S. Government are contained in DoD Directive
5230.25.
WARNING – This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751, et seq) or the Export
Administrative Act of 1979, as amended, Title 50, U.S.C., App 2401 et seq.
Violations of these export laws are subject to severe criminal penalties.
Disseminate in accordance with provisions of DoD Directive 5230.25.
When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the “Notice To
Accompany Release of Export-Controlled Data” required by DoD Directive
5230.25.
c. Contractor Imposed Distribution Statements. Part 27, Subpart 27.4 to the DoD
Supplement to the Federal Acquisition Regulations (FAR) stipulates control procedures for contractor-controlled technical data to which the Government has limited rights. These procedures shall be followed as described in AFI 61-201.
d. DESTRUCTION NOTICE – For classified documents, mark documents with the following statement “DESTRUCTION NOTICE -- Follow the procedures in
DoD 5220.22- M, National Industrial Security Program Operating Manual
(NISPOM), section 5-705, or DoD Instruction 5200.01 Volume 1, Information
Security Program, Chapter VI.” For unclassified, limited documents (i.e., not approved for public release) mark documents with the following statement
“DESTRUCTION NOTICE -- Destroy by any method that will prevent disclosure of contents or reconstruction of the document.”
e. The following legends have been accepted by and between the Government and
(Contractor) for use with CDRL deliveries.
(1) Unlimited Rights.
The following legend is accepted for use with technical data, computer software and computer software documentation with “Unlimited Rights” according to the DFARS:
(Contractor) has delivered this information to the U.S. Government with unlimited license rights in accordance with DFARS 252.227-7013, DFARS
252.227-7014 and DFARS 252.227-7015, as applicable. Non-USG recipients may use and disclose only as authorized by (Contractor) or the U.S. Government.
Footer to be used with Unlimited Rights legend:
UNLIMITED LICENSE RIGHTS. U.S. Government retains unlimited rights to this information. Use or disclosure of this information by non-Government entities is subject to the restrictions on the title page or first page of this document.

Software and Computer Software Documentation clause contained in the above identified contract. No restrictions apply after the expiration date shown above.
Any reproduction of technical data or computer software or portions thereof marked with this legend must also reproduce the marking.
Non-USG recipients may use and disclose only as authorized by (Contractor) or the U.S. Government.
Footer to be used with Government Purpose Rights legend:
GOVERNMENT PURPOSE RIGHTS. Use or disclosure of this information is subject to the restriction(s) on the title page or on the first page of this document.
f. These legends and footers can be used in combination with each other when mixed markings are appropriate.
g. The Contractor is responsible for ensuring adequate marking and security measures are in place to prevent unauthorized access to electronic data. The
Contractor is not authorized to provide copies of any data on the CDRL to activities who are not specifically identified in the distribution block of the CDRL without written Government approval from the KC-46 Division.
9. METHOD OF TRANSMITTAL:
a. All data submittals shall be accompanied by a letter of transmittal and the
Government shall acknowledge receipt and acceptance, where Government approval is required. Copies of all letters of transmittal shall be provided to
AFLCMC/WLC DMO. The letter of transmittal shall include as a minimum:
reference to the contract number, program name, data item number, title, CDRL sequence number, revision level, any Contractor's control number assigned to that data, and the method of submittal. The data itself shall contain the above information as well as the transmittal letter number. The Contractor shall place a complete list of addressees at the end of the transmittal document, annotating the data recipients (as listed on the DD Form 1423-1) and the corresponding number of copies distributed to each.
b. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date the Government receives the data. Electronic data available after 3:00 EST shall be considered delivered the next business day.
Submittal days are considered as work days unless it’s a Saturday delivery, then it would be a Friday submittal, if a Sunday delivery then it would be Monday.
c. For each data item in the CDRL, the Contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.
d. The Contractor shall contact the PCO for the addressees of classified data.

b. Performance Narrative Report – Detailed Analysis – Variance Analysis: Variance analysis shall be presented using ‘dollars’ as the basis. General: If there are no changes to the reportable element problem analysis, expected impacts, or corrective action status, the co ntractor may specify “no changes since the last reported analysis” and reference the IPMDA R date when the narrative was reported. Control account variances that exceed the category thresholds identified below are selected and reported: 1) Current cost variances exceedin g+/- $100K and +/- 5% 2) Current schedule variances exceeding+/- $100K and +/- 5% 3) Cumul ative cost variances exceeding+/- $200K and +/- 10% 4) Cumulative schedule variances excee ding +/- $200K and +/- 10% 5) Variances at completion exceeding +/- $200K and +/- 10%. Per centages determined using reporting level BCWS and BCWP as the base (denominator). Varianc e thresholds shall be reviewed periodically to ensure the threshold levels are commensurat e with the changing program risks and may be adjusted by contract modification with no cha nge in contract price.
c. All IPMDAR files must be electronically submitted to the EVM Central Repository (EVM-CR ). The EVM-CR can be located through the AAP website (https://www.acq.osd.mil)Blocks 10-13 : IMS will be submitted with the proposal. An updated draft will be submitted at post-awar d/executive kickoff meeting. A final draft will be submitted at Integrated Baseline Review (IBR),with a final(base-lined)version submitted with the next CDRL submission. Monthly su bmissions thereafter.(CPD)/ Performance Narrative: The initial CPD/Performance Narrative s hall be submitted within 90 days after contract award.
