GENERAL COMMISSIONING OVERVIEW
1.1 COMMISSIONING DEFINITION
Commissioning is a systematic process of ensuring that all building systems are designed, installed, and perform according to the owner’s operational needs and the intent of the design team. This is best achieved by beginning the commissioning process in the planning phase of a project, and continuing through the design, construction, acceptance, and warranty phases. The commissioning process encompasses the traditionally separate functions of system design, equipment installation, equipment startup, control system programming, testing/adjusting/balancing, performance testing, training, and system documentation.
The overall goals of the commissioning process include the following:
1) Verification that the requirements of the project are clearly defined and formally captured (via the Owner’s Project Requirements, or OPR, document).
2) Verification that the design team properly meets these requirements and documents them properly (via the Basis of Design, or BOD, document).
3) Verification that the construction documents contain a design that will meet both the OPR and the BOD.
4) Verification that the facility is constructed in accordance to the OPR, BOD, and the Construction Documents. The following methods are used to reach this goal:
a) Reviews of the OPR, BOD, and Construction Documents.
b) Reviews of the appropriate equipment submittals.
c) Regular reviews of on-site construction progress.
d) Execution of pre-functional checklists (PFCs).
e) Execution of functional performance tests (FPTs).
5) Verification that the facility operation and maintenance staff are properly oriented and trained to operate the facility efficiently.
6) Ensure that proper documentation needed for the optimal operation of the facility is provided at turnover.
1.2 PURPOSE OF THE COMMISSIONING PLAN
The purpose of the commissioning plan is as follows:
1) Identify the steps of the commissioning process
2) Identify the commissioning project team and define the roles and responsibilities of the commissioning project team
3) Provide forms for use in the commissioning process
The commissioning plan also includes sample documentation used for inspecting (pre-functional checklists) and testing (functional performance tests) the systems/equipment in the building.

5) Commissioning Coordination Meeting - Refer to "meetings".
6) Commissioning Issues Log (CIL) - An ongoing log prepared by the CxA tracking issues and deficiencies that are found during the commissioning process. Information listed includes a description of the problem, the date found, possible causes and effects, recommended actions, actions taken, and current status. The CIL will be updated regularly by the CxA and distributed to the commissioning team. The development of the CIL typically begins after a significant portion of the equipment installation has been completed.
7) Commissioning Kickoff Meeting - Refer to "meetings".
8) Commissioning Plan - An overall plan for commissioning to be used as a guide throughout the entire process. It describes the process, outlines the requirements, and includes information on schedule, coordination, and roles and responsibilities. Sample commissioning-related forms are also included in the plan. The commissioning plan is updates several times throughout the entire commissioning process.
9) Construction Phase - Refer to "phases".
10) Commissioning Team - The commissioning team refers to all participants in the commissioning process. The CxA is the leader of the commissioning team and oversees the commissioning process. The commissioning team includes the CxA, and representatives from the Owner (project manager, facilities staff, etc.), the Construction Manager, the contractors (mechanical, plumbing, electrical, controls, TAB, etc.), equipment vendors, etc.
11) Deficiency - A condition found during the commissioning process that is not in compliance with the Owner's Project Requirements (OPR), Basis of Design (BOD), or construction documents. Deficiencies will be tracked in the commissioning issues log (CIL).
12) Design Phase - Refer to "phases".
13) Design Documentation - The following three design-related documents that are commonly referred to throughout the commissioning process:
CE Project # 4557 1-3 Design Phase (100% CD) Commissioning Plan
14) Owner's Project Requirement (OPR) - A document developed by the Owner. The OPR details the functional and operational requirements of the building, and the expectations of the building's use and operation as they relate to the systems being commissioned.
The OPR should include, at a minimum, the following sections: owner and user requirements, environmental and sustainability goals, energy efficiency goals, indoor air quality requirements, equipment and system expectations, and building occupant and O&M personnel requirements. The OPR is traditionally revised multiple times as the goals of the project are refined.
15) Basis of Design (BOD) - A document developed by the design team. The BOD describes the systems to be commissioned and outlines any design assumptions that are otherwise not included in the design documents. The BOD should include, at a minimum, the following sections: primary design assumptions, standards and codes used, and system narratives. The BOD is traditionally revised multiple times as the design of the project is refined.
16) Construction Documents (CDs) - The construction documents refer to the drawings and specifications for the building. This can also include amendments, change orders, supplemental instructions, construction clarifications, etc.
17) Functional Performance Test (FPT) - A written test of the function, operation, and performance of a piece of equipment as part of a completed system. FPTs are dynamic tests of the operation of a piece of equipment or system. An FPT is typically done using direct observation, but in some cases, monitoring may be sufficient. The equipment or system being tested is done so under various modes and operational circumstances whenever possible (including cooling/heating modes, occupied/unoccupied modes, fire alarm, power failure, etc.). The sequence of operation of the equipment and system is verified - whether it is locally (internally) controlled or controlled by the building automation system. Prior to executing FPTs, the testing, adjusting, and balancing (TAB) work, equipment startups, and pre-functional checklists must be complete. All controls programming and installation must also be complete (including BAS graphics).
The FPTs are developed by the CxA, and they are written in a "scripted" format, clearly describing the expected behavior of the equipment based on a defined input. The FPTs are executed under the direction of the CxA, with assistance from the installing contractor and/or controls contractor.
18) Meetings - The following meetings are part of the commissioning process.
a) Commissioning Kickoff Meeting - A meeting held during the construction phase that introduces the commissioning process to the commissioning team. This meeting is held by the CxA, and is attended by the commissioning team.
b) Commissioning Coordination Meetings - Regular meetings that are held during the acceptance phase that cover the status of commissioning activities (including coordination, issue resolution, scheduling, etc.). These meetings are held by the CxA and are attended by the appropriate members of the commissioning team.
c) Building Operation Review Meeting - This meeting is held approximately 10 months into the warranty period. It is held by the CxA and is attended by representatives from the Owner (at a minimum). The agenda will include a review of the operation and performance of the facility, any unresolved construction deficiencies, and any deficiencies identified during the warranty period. All issues will be documented by the CxA, and provided to the installing contractor for resolution prior to the expiration of the warranty period.
19) Occupancy Phase - Refer to "phases"
20) Owner's Project Requirements - Refer to "design documentation".
21) Phases - For the purposes of commissioning as it is being implemented in this project, the phases of the commissioning process are generally defined as described below. For more detail on what tasks occur in each phase, refer to other parts of this document.
a) Design Phase - From project conception, programming, and design, to the execution of construction contracts.
b) Construction Phase - From the execution of construction contracts to the startup of commissioned equipment.
c) Acceptance Phase - From the startup of commissioned equipment to the turnover of the building.
d) Warranty Phase - From the turnover of the building to the end of the 12-month warranty period.
e) Occupancy Phase - From the end of the 12-month warranty period forward.
22) Pre-Functional Checklist (PFC) - A checklist used to verify the proper installation of a piece of equipment. A PFC is a static inspection on the installation of a piece of equipment. Prior to completing a PFC, the equipment installation must be complete. A completed PFC often includes manufacturer's startup documentation.
23) Seasonally Deferred Functional Performance Tests - Functional performance tests (FPTs) that are deferred until a part of the year when the system will experience conditions closer to their design conditions. For example, testing a heating system in the winter, and a cooling system in the summer.
CE Project # 4557 1-4 Design Phase (100% CD) Commissioning Plan
24) Site Visit Report (SVR) - A report provided to the Owner by the CxA that summarizes a visit to the job site.
25) Simulated Condition - A condition that is created artificially for the purpose of testing the response of a system or piece of equipment.
26) Sampling - A strategy where a representative sample of a number of identical (or nearly identical) equipment is analyzed. The extent of sampling implemented will vary from project to project, as well as between different systems and equipment. When used, sampling strategies will be done in accordance with industry standards.
27) Startup - The initial starting or energizing of a piece of equipment. Startup is performed by the equipment manufacturer's representative, or the installing contractor. The startup is typically a formal process that is performed by specifically trained personnel. At the conclusion of the startup of a piece of equipment, the person performing the startup provides documentation stating what steps were taken during the startup, test results that were found, and any other information that is relevant to the startup.
28) System Operation Manual - A manual developed by the CxA that includes information on the operation of the commissioned systems.
The systems manual is similar to a traditional O&M manual, but has more detail on the operation of the building. It will also include information on how to re-commission the building.
29) Trending - A strategy used in the analysis of the operation of the building that relies upon using the building automation system (BAS) to record data on a regular, short-term basis (usually 15 minutes or less). When recorded over a significant period of time (as short as a day or as long as weeks or months), this data allows for analysis of the operation of the building not possible when viewing it at a single point in time.
30) Warranty Period - The period after substantial completion that the installed equipment is under the installing contractor's warranty. This period begins at substantial completion and extends at least one year (unless otherwise stated in the contract documents).
31) Warranty Phase - Refer to "phases"

COMMISSIONING PROCESS AND METHODS
4.1 DESIGN PHASE
For the purposes of the commissioning process, the design phase starts at the beginning of the design process and ends at the approval of the construction documents.
4.1.1 OWNER’S PROJECT REQUIREMENTS AND BASIS OF DESIGN DEVELOPMENT
The initial Owner’s Project Requirements (OPR) is developed by the Owner shortly after the project is conceptualized (prior to programming if possible). The initial Basis of Design (BOD) is then developed by the Design Team in response to the OPR. As the requirements of the design are refined, the Owner revised the OPR, and the Design Team revises the BOD accordingly. The development of the OPR and BOD should be an iterative process, and it will continue even through construction as needed.
Owner’s Project Requirements
The Owner’s Project Requirements (OPR) is a dynamic document that provides the explanation of the ideas, concepts and criteria that are considered to be very important to the owner. It is initially the outcome of the programming and conceptual design phases. The OPR may cover the following, for each system, major component, facility or area:
1) General system description
2) Objectives and functional use of the system, equipment or facility
3) General quality of materials and construction
4) Occupancy requirements
5) Performance criteria (general efficiency, energy, etc.)
6) Budget considerations and limitations
7) Restrictions and limitations of system or facility
The OPR is developed by the Owner.
Basis of Design
The Basis of Design (BOD) is the documentation of the primary thought processes and assumptions behind design decisions that were made to meet the OPR. The BOD describes the systems, components, conditions and methods chosen to meet these requirements. Some reiterating of the OPR may be included. The following may be included in the BOD for major equipment:
1) Equipment maintainability
2) Fire, life, safety: criteria, general strategy narrative and detailed sequences
3) Emergency power control and function
4) Energy performance
5) Ventilation strategies and methods
6) Complete sequences of operation, including setpoints and control parameters
7) Schedules
8) Applicable codes and standards
9) Primary load and design assumptions
10) Diversity used in sizing
11) Occupant density and function
CE Project # 4557 4-2 Design Phase (100% CD) Commissioning Plan
12) Indoor conditions (space temperature, relative humidity, lighting power density, ventilation and infiltration rates, etc.)
13) Outdoor conditions
14) Glazing fraction, U-value and shading coefficient
The BOD is developed by the design team.
4.1.2 COMMISSIONING SPECIFICATION
A specification section provided by the Commissioning Authority that covers the commissioning process is included in the project manual prior to bidding. This ensures that the installing contractors are aware of what is expected of them regarding commissioning, and that they can budget for on that effort in their bids.
A copy of the commissioning specifications for this project is included in this plan.
4.1.3 COMMISSIONING PLAN
The Commissioning Plan is a formal document developed by the Commissioning Authority. The Commissioning Plan outlines the commissioning process, defines the scope of commissioning, explains the roles and responsibilities of the commissioning team, and includes documentation used in the commissioning process.
CE Project # 4557 4-3 Design Phase (100% CD) Commissioning Plan
4.2 CONSTRUCTION PHASE
For the purposes of the commissioning process, the construction phase begins at the approval of the construction documents and ends at the completion of equipment startups.
4.2.1 SUBMITTAL REVIEWS
Product submittals and/or shop drawings for commissioned equipment will be reviewed by the Commissioning Authority as part of the commissioning process. The submittals are generally reviewed by the CxA after approval by the design team. The CxA does not approve or reject submittals. Once reviewed, all submittals will be marked as “reviewed” by the CxA, and comments may be provided.
The submittals will be reviewed for commissioning purposes only – not for general compliance to the construction documents (this remains the responsibility of the design team). The primary goals of the commissioning-based review are to ensure that the product meets the requirements of the OPR and BOD, and to ensure that sufficient information is provided that will allow for the development of additional commissioning documentation (such as Pre-Functional Checklists and Functional Performance Tests).
4.2.2 PROJECT MEETINGS
The Commissioning Authority will attend periodic construction progress meetings. As needed, the meetings will be used to discuss upcoming coordination items related to commissioning.
4.2.3 COMMISSIONING KICKOFF MEETING
A commissioning preparatory meeting will be held with the appropriate members of the commissioning team (i.e. representatives from the Owner, major subcontractors, and other parties as needed). The intent of the meeting is to review the Commissioning Specification with all parties present, and to discuss the major components of the commissioning process.
4.2.4 SITE OBSERVATIONS
The Commissioning Authority will make periodic visits to the site to witness equipment and system installations. While on site, the CxA may begin preliminary inspections and may witness tests being performed by the contractors.
4.2.5 QUALITY CONTROL AND PREPARATORY TASKS
Quality control and preparatory tasks are typically performed by the installing contractor and/or a third party testing agency. While most of the other items discussed in this section are performed towards the end of the construction process, some quality control and preparatory tasks are performed throughout construction (although there will likely be a larger concentration of tasks as construction nears completion).
Upon completion of the quality control and preparatory tasks, the responsible party will provide documentation stating the results of each task.
For more information, refer to Section 5: Commissioning Field Documentation.
4.2.6 STARTUP AND CHECKOUT
Startup and/or checkout are typically performed by the installing contractor and/or a representative from the equipment manufacturer.
Startup typically refers to the initial operation of a piece of equipment or a system.
