Sample Task Order 0002 Evaluation Planning Task

NIAID Evaluation IDIQ

NOTE: The NIAID anticipates issuing Task Order 2 on the effective date of the contract. Offerors are to include in their proposals a response that specifies the methods by which this Task Order will be accomplished and the project management plan, with associated costs. Offerors should refer to the Additional Technical Proposal Instructions and Additional Business Proposal Instructions for guidance regarding preparation of their proposals.

SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

I. Background

NIAID has a unique mandate; the Institute is responsible not only for advancing research on infectious and immunologic diseases, but also must be able to respond rapidly to emerging public health threats.

Toward this end, NIAID manages a complex and diverse research portfolio that aims to 1) expand the breadth and depth of knowledge in all areas of infectious, immunologic, and allergic diseases, and 2) develop flexible domestic and international research capacities to respond appropriately to emerging and re- emerging disease threats at home and abroad. In an effort to ensure NIAID is successfully meeting its mandate, NIAID frequently evaluates its programs and research portfolios. These evaluation projects may range from simple surveys to large scale mixed-methods data collections with complex analyses requiring extensive planning and evaluation design.

II. Scope

The purpose of this Task Order is to provide NIAID with a high-level summary document presenting trends on the Policy, Planning, and Evaluation (PP&E) Branch, Evaluation Section evaluation planning projects.

III. Technical Requirements

Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.

The General Requirements defined in the base Statement of Work apply to all work performed under this Task Order.

The requirements for Evaluation Design (Activity A), Preparation of Background and Summary Papers (Activity B), Writing and Report Preparation (Activity L), and Other Evaluation Support Services (Activity M), defined in the base Statement of Work apply to all work performed under this Task Order.

Task 0002

In addition to the requirements laid out in the base Statement of Work, the Contractor shall:

A. Evaluation Implementation Design.

1. In conjunction with the NIAID evaluation team(s), the Contractor will develop detailed logic models, and evaluation work plans based upon meetings with appropriate NIAID staff, and review of existing documentation and databases. The contractor will develop evaluation plans and methodologies for three (3) discrete NIAID evaluation projects to assess NIAID programs and research portfolios.

2. Work plans will include the purpose, logic model/program theory, evaluation questions and sub- questions, methodology, target populations, potential data sources (archival and new), data collection methods, evaluation design, the potential for subcontractors, a proposed timeline, and estimated cost.

Analysis plans to implement evaluation studies according to the 1) priorities and needs of the NIAID,

2) availability of data, and 3) resources required for the evaluation. The contractor will provide personnel with the qualifications and expertise in evaluation methodology, design, and analyses needed to perform this task.

2. Writing and Report Preparation Identifying Trends

The Contractor shall generate a summary document presenting trends on PP&E evaluation planning projects and the perception of their utility. Trends will include the duration of planning projects, quantification of the types of evaluations and methodologies planned, common themes across projects, and other valuable insights that will allow PP&E to plan and prepare for future evaluation planning projects. This report is not to exceed 10 pages, including a 1-page Executive Summary.

3. Other Evaluation Support Services

a) The Contractor shall generate minutes for each planning meeting, providing a high-level review of the meeting, summarizing meeting highlights, and listing any action items.

IV. Reporting Requirements

Please refer to the Special provision of the task order award for the reporting requirements and deliverables.

V. Options

A. Options 1 through 4: Extension of the Base Period of Performance (Task Order Term)

B. The Government may extend the term of the Task Order in one-year increments beyond the Base Period. The total period of performance resulting from the base period plus all potential Term Options is five (5) years.

C. If this Option is exercised, the services required for Option 1 through Option 4 will be of the same scope provided during the Base period.
