Core Activities and Administration of Contract Task February 28, 2024

NIAID Evaluation IDIQ

NOTE: The NIAID anticipates issuing Task Order 2 on the effective date of the contract. Offerors are to include in their proposals a response that specifies the methods by which this Task Order will be accomplished and the project management plan, with associated costs. Offerors should refer to the Additional Technical Proposal Instructions and Additional Business Proposal Instructions for guidance regarding preparation of their proposals.

I. Background.

NIAID has a unique mandate; the Institute is responsible not only for advancing research on infectious and immunologic diseases, but also must be able to respond rapidly to emerging public health threats. Toward this end, NIAID manages a complex and diverse research portfolio that aims to 1) expand the breadth and depth of knowledge in all areas of infectious, immunologic, and allergic diseases, and 2) develop flexible domestic and international research capacities to respond appropriately to emerging and re-emerging disease threats at home and abroad.

II. Scope

The purpose of this Task Order is to provide overarching Core Activities and Administration of Contract needed for the successful completion of up to 4 NIAID evaluation projects. The activities consist of the following:

• Writing and Report Preparation (Associated Activity K)

• Other Evaluation Support Services (Associated Activity L)

• Budget Management

III. Technical Requirements Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment and facilities, not otherwise provided by the Government, as needed to perform the Statement of Work below.

The General Requirements defined in the base Statement of Work apply to all work performed under this Task Order.

In addition to the requirements included in the base Statement of Work, the Contractor shall:

A. Contract Management and Monitoring. Provide and implement plans for overall project management to coordinate and integrate activities conducted under the contract for any assigned activity. Provide a project specific plan to the Contracting Officer’s Representative (COR) that includes key development objectives and milestones, proposed timelines for achieving task objectives and milestones. Develop, monitor, and modify the timelines, objectives and milestones for each product specified and prioritized by the COR. Coordinate and monitor overall progress within each task order. Task order-specific project management activities will be included into the Statements of Work for each individual task order.

B. Provide support for subcontract solicitation, award and administration.

C. Identify sources for services required for assigned activities under the statement of work, including, as applicable, the documentation of capability, availability and suitability for accomplishing the activities. Prepare a statement of work (SOW) and submit it for approval to the COR.

D. Establish a process for the solicitation, review and selection of subcontractors to initiate work within three (3) months after COR and CO approval of the Task Order. Comply with all requirements of the Subcontracts Clause, FAR 52.244-2. When practical for task areas such as toxicity studies or regulatory documents, establish a pool of prequalified subcontractors capable of providing the types of services needed. Pre-screen subcontractors for technical qualifications, cost, past performance, audit findings, availability, and other necessary criteria. The purpose of this pool is to limit overall time spent subcontracting for more routine tasks when they are needed.

E. Manage subcontractors, including oversight of their technical, administrative and operational activities and services to ensure personnel, equipment and facilities are compliant with appropriate regulatory requirements.

F. Monitor financial expenditures; deliverables and reporting requirements. Ensure the complete and effective transfer of technology and deliverables by the subcontractors to the Contractor, the Government, or a third party as designated by the COR at the completion of each Task Order. Perform all necessary transition and closeout functions on each Task Order.

IV. Reporting Requirements Please refer to the Special provision of the task order award for the reporting requirements and deliverables.

V. Options A. Options 1 through 4: Extension of the Base Period of Performance (Task Order Term) B. The Government may extend the term of the Task Order in one-year increments beyond the Base Period. The total period of performance resulting from the base period plus all potential Term Options is five (5) years.

C. If this Option is exercised, the services required for Option 1 through Option 4 will be of the same scope provided during the Base period.
