About this file

This document contains technical specifications for the Lake Sherwood Phase 3 GAOA project, a USDA Forest Service construction initiative. The specifications establish requirements for materials, equipment, and construction methods across multiple work categories including site preparation, concrete work, asphalt paving, utility installation, and landscaping.

Key material and construction requirements include: cast-in-place concrete with 4000 psi minimum compressive strength; hot-mix asphalt (PG 64S-22 binder) for paving and patching with density testing at 92% minimum; PVC and HDPE piping for water distribution and sanitary sewers with NSF 61/372 compliance for potable water; ball valves with lead content limits; concrete from packaged dry mix for minor structures; crushed stone and aggregate base courses meeting specific gradation and quality standards; and seeding with native seed mixes and straw mulch at specified rates. Contractor responsibilities include equipment washing to prevent weed/disease introduction, waste management and off-site disposal, traffic control complying with MUTCD standards, and safety plan submission. The specifications require submission of design mixtures, construction schedules, and product data for approval by the Contracting Officer Representative (COR) prior to mobilization. Cold weather paving restrictions apply when air temperature falls below 50°F or surface temperature below specified minimums depending on course thickness. Compaction testing uses nuclear density methods with target density of 92% Gmm minimum. All submittals must be transmitted as PDF files via email to the COR and CO, with action submittals requiring 15-day review periods and resubmittals allowed upon rejection. Material testing follows AASHTO and ASTM standards, with quality control responsibility assigned to the contractor and quality assurance verification by government representatives.
