Summary of Small Business Participation Commitment Document (SBPCD)

This is a federal contracting template form used to document small business subcontracting commitments for contract N0042126R0002. The document requires the prime contractor to indicate its size and socioeconomic status, selecting from categories including small business, small disadvantaged business (SDB), woman-owned small business (WOSB), HUBZone small business, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB). The form establishes a minimum quantitative requirement (MQR) of 10% of total contract value for small business participation across all subcontracting activities.

The template includes sections for identifying small business participants by company name, CAGE code, NAICS code, business categories, and products or services to be provided. It requires calculation of dollar values and percentages for total contract value, total subcontracted amounts, and breakdowns by business category (large versus small business) and socioeconomic categories. The document clarifies that small business dollars should be counted across all applicable socioeconomic categories, meaning firms qualifying in multiple categories are counted in each category for which they qualify, though the sum of subcategories need not equal the total small business amount.
