About this file
Summary of Attachment 4: Public Aircraft Operations & Airworthiness Checklist
This document is a checklist template issued by the Department of the Navy (Contract No. N00421-26-R-0002) to determine contractor eligibility for Public Aircraft Operations (PAO) and interim flight clearance (IFC). The checklist requires contractors to provide comprehensive aircraft and operational documentation organized into multiple categories: aircraft owner and operator information; contractor key personnel (Program Manager, Director of Flight Operations/Chief Pilot, Aviation Maintenance Manager, Safety Manager); aircraft data (model, manufacturer, engines, FAA registration); and intended aircraft use details including contract performance-based work statements, period of performance, and operating locations. The document emphasizes that an IFC may not be required if operations are conducted within the National Airspace System under 14 CFR without extension of DoN PAO.
The checklist specifies 31 core artifacts required from contractors, including FAA airworthiness certificates (Forms 8100-2 or 8130-7), registration certificates, aircraft inspection programs, minimum equipment lists, approved flight manuals, weight and balance information, maintenance records, time-in-service data for airframes and engines, airworthiness directives compliance documentation, and company safety programs. Additional items are required for aircraft carrying cartridge/propellant actuated devices (items 24-25), live ordnance, or external stores (items 26-31), including HERO summaries, EMI/EMC test reports, approved carriage limits, jettison/release envelopes, and ordnance operating procedures. The Navy will conduct comprehensive reviews through FAA coordination, FSDO verification, safety center checks, and may require site visits by NAVAIR engineering representatives and aviation safety officers to validate airworthiness basis and aircraft configuration before PAO flights commence.

AIRCRAFT PEDIGREE AND ELIGIBILITY FOR PAO, IFC (Owner, Operator):
No. Item Artifact 0 Describe where civil operating rules, limitations, or restrictions conflict with the requirements of contracted missions.
Note:
An IFC may not be required if the contracted mission is conducted within the boundaries of the National Airspace System and is operated under the entirety of 14 CFR (i.e., no extension of DoN PAO).
The operating rules governing PAO aircraft operations trace to contract requirements, the applicable portions of DCMA- INST 8210.2, and OPNAV 3710.7.
Contracted air operations conducted on a joint air operation center’s air tasking order (ATO) require an IFC.
PAO
1 Legible photograph of aircraft’s identiplate.
2 FAA type certification data sheet for proposed aircraft (if issued).
3 FAA airworthiness certificates for proposed aircraft (FAA Form 8100-2, Standard; or Form 8130-7, Special).
Include FAA operating limitations for each special airworthiness certificate.
4 For aircraft having an FAA Form 8130-7, special airworthiness certificate, include most recent annual program letter, per 14 CFR § 21.193.
5 FAA registration certificate (FAA Form AC 8050-3).
6 DD Form 2400, Civil Aircraft Certificate of Insurance (COI).
7 Include contents of aircraft inspection program (AIP) or approved aircraft inspection program (AAIP).
For aircraft with a standard airworthiness certificate, provide the logbook entry identifying the inspection program applicable to the aircraft. If the aircraft has a special airworthiness certificate, include the FAA’s letter of endorsement authorizing the inspection program.
Airworthiness/PAO Checklist Page 3 of 8 Contract No. N00421-26-R-0002
8 Approved minimum equipment list (MEL).
Include the approved MEL authorized per 14 CFR § 91.213. For aircraft with standard airworthiness certificates for which a master MEL exists, include letter from FAA authorizing the MEL. If no approved MEL exists, provide evidence of compliance with the provisions of 14 CFR § 91.213 related to inoperative instruments and equipment.
Guidance on minimum equipment lists for general aviation aircraft is contained in FAA Order 8900.1 Vol. 4 chapter 4 section 2, MEL Requirements for 14 CFR Parts 91, 137, and 142 Operations.
9 Minimum equipment for aircraft readiness.
For each model and configuration of aircraft, list the aircraft equipment or subsystems required to be operable for the aircraft to meet the safety requirements in OPNAVINST 3710.7. An MEL (item
no. 8 above) issued under 14 CFR § 91.213(a) is equally sufficient.
10 Minimum equipment for mission readiness.
For each model and configuration of aircraft, list the aircraft equipment or subsystems required to be operable for the aircraft to accomplish its contracted missions. For each subsystem, include the impact of system degradation on mission effectiveness, interoperability or both. Exclude additional subsystems that are not required for a contracted mission.
The capability to perform a contracted mission is possible when all of a required subsystem’s capabilities, functions, and modes are operable.
An aircraft subsystem can be an overall system capability (e.g., aerial refueling system for all aerial refueling missions) or a specific part (e.g., landing lights, minimum one lamp operable for night flight).

NEXT STEPS:
DoN personnel will review:
1. FAA certification information;
2. maintenance program information (AIP or AAIP) and program letters through the operator’s FSDO;
3. aviation safety related information through the FAA, NTSB, Naval Safety Center, NASA Safety
Center, and Air Force Safety Center;
4. flight procedures (FOPs), ground procedures (GOPs), and (if applicable) ordnance operating procedures.
Note:
A NAVAIR GFR will approve DCMA INST 8210.1 contractor procedures and programs before PAO flights can commence under a NAVAIR IFC.
One or more site visits may be necessary. An aviation safety officer, GGR or ordnance-GGR may also be included.
A site visit by NAVAIR engineering representatives may be required to validate airworthiness basis and aircraft configuration.
SUMMARY:
Valid documentation is essential for the DoN to process a flight clearance and produce a PAO statement.
Timely and accurate submissions are:
1. crucial to establish the aircraft’s certification basis;
2. the starting point for the airworthiness qualification plan (AQP);
3. helps the DoN determine the minimum yet sufficient data-deliverables required for the engineering data requirements agreement plan (EDRAP);
4. used by the DoN to make a PAO determination.
