About this file
This document is a Project Work Requirements specification for roof replacement and related work at the Pacific Southwest Research Station's Redwood Sciences Laboratory, dated April 26, 2025.
The project requires complete removal and replacement of approximately 10,300 square feet of existing built-up roof (BUR) system on the main structure, including removal of asphalt shingles on elevator and stair shafts down to the original decking, with legal disposal of all materials. The contractor must install a new SBS membrane flat roof system and standing seam metal panel roof system, both with 20-year minimum lifespans, from manufacturers with at least five years of proven experience. New components include flashing at all roof penetrations (HVAC curbs, conduits, pipe vents, roof hatches, ventilation fans), parapet wall cap flashing with drip edge, eave flashing, and walkway protection around shafts and HVAC units. All existing roof drains must be removed and replaced with new drains positioned below the membrane surface; tapered insulation shall be installed to prevent water ponding. The contractor must provide new sealants with backer rods and bond breakers for all defective roof deck joints, install OSHA-approved guard rails at low parapet walls, and install concrete splash blocks at scupper/overflow drains.
The contractor is responsible for providing all temporary infrastructure including scaffolding (standard tubular frame and clamp system), ladders, chutes, hoists, and cranes; portable toilet facilities; dumpster installation and management; and material storage coordination with the Contracting Officer's Representative (COR). The contractor must furnish wiring, extensions, and temporary lighting for electrical service provided by the Government. All personnel, including key personnel and subcontractors, must be U.S. Citizens, with key personnel requiring COR approval for any changes. A Safety and Health Program Manager must be appointed to implement CAL-OSHA Regulations and conduct frequent inspections. Roof access and material loading must occur from the building exterior to minimize disruption to occupied interior spaces. All work must comply with the 2019 California Building Code, International Building Code, Uniform Plumbing Code, and applicable local standards; drain piping must use hubless cast iron pipe with shielded couplings per California Plumbing Code.
