About this file

This is a Questions and Answers document for federal contract opportunity 127EAX26Q0065, issued August 20, 2026, for roof replacement work at the GAOA Redwood Sciences Laboratory.

The document addresses eight substantive inquiries from bidders regarding pricing, scope ambiguities, and hazardous materials. Key clarifications include: (1) damaged decking replacement costs under CLIN 0006 (Repair and Preparation) will be treated as a differing site condition rather than a unit-priced allowance; (2) HVAC curb modifications to achieve 8-inch minimum base flashing height fall under CLIN 0006; (3) the contractor is responsible for refrigerant recovery and electrical lockout/tagout during rooftop equipment disconnection and reconnection, with coordination required through the Contracting Officer's Representative; (4) no asbestos or lead-based paint survey was conducted, though none of these materials are expected; (5) any discovered asbestos or lead-based paint will be treated as a contract change order rather than a base contract contingency; (6) the Government does not possess existing roof condition assessments, moisture surveys, or hazardous materials reports; (7) substitution of a BUR roofing system for the specified SBS (Styrene-Butadiene Styrene) modified bitumen system is not acceptable due to SBS's superior elasticity, customization options, and application versatility; and (8) the proposal due date of August 28, 2026 will not be extended despite the compressed timeline between the August 20, 2026 question deadline and bidding deadline.

GAOA Redwood Sciences Laboratory Roof Replacement

127EAX26Q0065

Questions and Answers 20 August 2026

1. Damaged Decking Allowance or Unit Pricing

CLIN 0006 (Repair and Preparation) is priced as a single lump sum with no allowance or unit price identified for deck replacement. Roofing Specifications Sections 5.1.B and 7.1.A.3 require replacement of damaged sheathing/decking with CDX plywood "to match existing, as directed by the Owner's Representative," but no quantity, condition report, or allowance figure is provided. During our site visit we observed conditions indicating significant, but unknown quantities of decking repair will be required.

Question: Will the Government establish a unit price or allowance for decking replacement beyond a defined threshold? If not, please confirm that decking repair costs will be treated as a Differing Site Condition under FAR 52.236-2.

Answer: Yes, this will be considered a differing site condition

2. Rooftop Unit Curb Modifications Roofing Specifications Section 7.3.D requires raising HVAC curbs to achieve a minimum 8-inch base flashing height, with new counterflashing prior to reinstallation. This work is not separately identified as a line item in the Schedule of Items. During our site visit we identified several curbs requiring modification.

Question: Please confirm which CLIN this labor and material cost is intended to fall under e.g., CLIN 0006 or CLIN 0009

Answer: CLIN 0006

3. Temporary Disconnection of Rooftop HVAC Equipment Roofing Specifications Sections 7.3.D and 7.12 require licensed craftsmen/HVAC professionals to disconnect and reconnect rooftop HVAC equipment, including exhaust fans and lab exhaust fans, with special attention to equipment servicing laboratories.

Question: Please confirm whether any rooftop equipment serves safety-critical laboratory exhaust (e.g., fume hoods) that cannot be offline for extended periods, and identify any required temporary provisions (temporary exhaust, coordination windows, work-hour restrictions) during disconnection. Please also confirm responsibility for refrigerant recovery (EPA 608) and electrical lockout/tagout associated with this work, and whether the Government will coordinate any operational interruptions with building occupants.

Answer: Any of the rooftop equipment for the laboratory exhausts can be offline for extended periods of time, and no temporary provisions are required. This will need to be coordinated with the COR. The Contractor is responsible for refrigerant recovery and electrical lockout/tagout associated with this work.

4. Asbestos and Lead-Based Paint Survey No hazardous materials survey or report was included in the solicitation documents.

Question: Has an asbestos and/or lead-based paint survey been performed for the existing roof assembly and associated components (membrane, flashing cement, pipe boots, coatings)? If so, please provide a copy. If not, please advise how suspect materials discovered during removal will be identified, tested, and addressed.

Answer: No asbestos and/or lead-based paint survey for the existing roof assembly and associated components have been conducted to our knowledge, but none of this type of material is expected.

5. Hazardous Material Remediation – Allowance or Base Contract No allowance for hazardous material remediation appears anywhere in the Schedule of Items.

Question: Please confirm whether remediation of any discovered asbestos-containing material or lead-based paint will be treated as a contract change under FAR 52.243-5 (Changes and Changed Conditions) / 52.236-2 (Differing Site Conditions), or whether bidders are expected to carry a contingency within their base lump-sum price.

Answer: Yes, if these materials are discovered, then it will be treated as a contract change to remediate them.

6. Existing Condition Reports

Question: Please confirm whether the Government holds any existing roof condition assessment, moisture survey, or hazardous materials report for this building, and if so, whether it can be made available to bidders prior to the proposal due date.

Answer: No, the Government does not have any of these reports.

7. Substitution Request In accordance with Specification Section 01 33 00, Submittal Procedures, and using CSI Form 1.5C (attached), we are submitting the attached substitution request for consideration during the bidding phase.

Question: Please confirm receipt and advise whether this substitution can be evaluated and, if accepted, incorporated by amendment prior to the proposal due date.

Answer: A BUR roofing system is not acceptable. The SBS was selected for multiple reasons: overall SBS is a premium modified bitumen engineered specifically for elasticity; it is made to withstand even the harshest environments. SBS is the most customizable of our low-slope commercial roofing products with glass, polyester, and composite reinforcements. It can be installed with the widest variety of application methods including cold applied, heat weld, self-adhered, mechanically fastened, and hot applied applications.

8. Bid Date Extension Several of the RFIs submitted above (Items 1–7) materially affect pricing and technical approach. With the question deadline of August 20, 2026 and proposal due date of August 28, 2026, there may be insufficient time to incorporate responses before submission.

Question: Will the Government consider extending the proposal due date to allow adequate time to incorporate RFI responses?

Answer: At this time there will not be an extension of the due date.
