About this file
This is a Statement of Work (SOW) for the U.S. Department of Agriculture for the Redwood Sciences Laboratory Roof Replacement project located at Cal-Poly Tech Humboldt Campus in Arcata, California.
The primary scope requires removal and replacement of approximately 10,300 square feet of failing Built-Up Roof (BUR) system, including complete removal of existing roof materials, insulation, flashings, and trims down to the original decking with legal off-site disposal. The contractor must examine the existing deck substrate and repair or replace any deteriorated sections. Work includes installation of a new BUR system from a manufacturer with minimum five years of successful production experience, with membrane, flashing, and adhesives from a single standard manufacturer. Additional tasks include removal and replacement of roof deck joint sealants with high-performance materials, new flashing installation for all rooftop HVAC curbing, conduit, pipe supports, vents, roof hatch, ventilation fans, and penetrations with pre-molded pipe flashings and stainless steel clamps. The contractor must also provide new walkway protection around roof-mounted equipment, remove and reset all roof drains below membrane surface, and ensure no water ponding on the roof with proper drainage away from building foundations.
The Government will furnish temporary water (with contractor providing hoses), temporary electrical service (with contractor providing wiring and lighting), and will pay for these utilities. The contractor is responsible for providing temporary ladders, ramps, scaffolds, hoists, chutes, and portable toilets. The project requires a Safety and Health Program Manager to implement Cal-OSHA regulations and conduct frequent inspections. All contractor and subcontractor personnel must be U.S. Citizens and subject to background checks for unescorted building access. Personnel must access the roof from the building exterior with material loading/offloading also from exterior only. The total period of performance is 155 days, including 30-day pre-proposal site visit window, 14-day bond and insurance submittal requirement, 30-day material procurement, and 30-day onsite main roof construction period, with final cleanup beginning 5 days prior to completion. Additional time allowance may be necessary due to rain occurrence from September through June at this location.
