About this file

This is a Quality Assurance Surveillance Plan (QASP) for monitoring contractor performance on furniture support services for Naval Supply Systems Command (NAVSUP) headquarters, Weapon System Support (WSS), and Base Support Command (BSC) locations.

The QASP establishes systematic surveillance methods and performance standards to ensure the contractor delivers comprehensive furniture and furnishing support services in a timely, accurate, and complete manner under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Key performance elements include furniture project management, design and drafting services, reconfiguration/moving/installation, contract deliverables and reporting, security and administrative compliance, and invoicing. Acceptable quality levels require 95% of projects completed with satisfactory ratings and no more than one valid customer complaint per month; 95% design compliance with OSHA and UFC 3-120-10 standards; 95% on-time completion with 100% turn-key workstations; over 95% of deliverables submitted on time without rework; and 100% compliance with security credentials and insurance requirements. Surveillance methods include Contracting Officer's Representative (COR) reviews, customer feedback, planned sampling, and random site inspections conducted per task order or monthly as appropriate. Contractor failure to achieve satisfactory performance may result in Contract Discrepancy Reports requiring written responses within five days, potential contract termination, loss of future Government contracts, and non-exercise of available options. The Government retains the right to require replacement or correction of non-compliant work at no additional cost to incentivize quality performance.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

Furniture Support Services for NAVSUP HQ, WSS, and BSC

Purpose: To ensure that the Government has an effective and systematic method of surveillance for the services outlined in the Furniture Support Services Performance Work Statement (PWS). This QASP will be used as a tool to verify that the contractor is performing all required services in a timely, accurate, and complete fashion.

1. Critical Performance Processes and Requirements:

Critical to the performance of the comprehensive furniture and furnishing support services is the timely, accurate, and thorough completion of all Indefinite Delivery Indefinite Quantity (IDIQ) contract and subsequent task order requirements, including project management, design, installation, reconfiguration, moving, and inventory management.

2. Performance Standards

a. Schedule: The due dates for deliverables and the actual accomplishment of project schedules will be assessed against the due dates and milestones established for the contract or individual task orders (e.g., approximately 8 weeks from project initiation as stated in the PWS).

b. Deliverables: Deliverables, including designs, reports, and inventory trackers, will be assessed against the specifications detailed in the PWS and the Contract Data Requirements List (CDRL) for content, quality, timeliness, and accuracy.

c. Past Performance: In addition to schedule, deliverables, and cost, the Government will assess the contractor’s record of conforming to contract requirements, standards of good workmanship, adherence to schedules, history of reasonable and cooperative behavior, commitment to customer satisfaction, and business-like concern for the interest of the customer, pursuant to FAR 42.15.

3. Surveillance Methods:

The primary methods of surveillance to monitor performance will include, but are not limited to, periodic or 100% inspection, planned sampling (e.g., inventory checks), review of deliverables, and the review of validated customer complaints.

4. Performance Measurement:

Performance will be measured in accordance with the following table. If performance is within acceptable levels, it will be considered satisfactory.

Performance Element
Performance Requirement
Surveillance Method
Frequency
Acceptable Quality Level
Furniture Project Management
Manages all facets of projects, including planning, scheduling, coordination, and subcontractor oversight. Conducts final walk-throughs and resolves issues.
COR review of project execution; Customer feedback
Per Task Order
95% of projects completed with a "Satisfactory" or higher rating from the end-user. No more than 1 valid customer complaint per month.
Design & Drafting Services
Performs site visits within one week of request. Delivers accurate AutoCAD drawings compliant with OSHA, UFC 3-120-10, and other applicable standards.
Inspection by COR/TPOC
Per Task Order
95% compliant with all standards and terms of request.
Reconfiguration, Moving, & Installation
Furniture is disassembled, installed, or moved according to the approved design and schedule. Workstations are "turn-key" and ready for use. Worksite is cleaned daily.
Final inspection by COR/TPOC; Random site checks
Per Task Order
95% of projects are completed by the agreed-upon deadline. 100% of completed workstations are "turn-key". No safety violations.
Contract Deliverables & Reporting
Monthly Status Report, CDRLs, and other required documentation are furnished as prescribed, timely, and accurately.
Inspection by the COR
Monthly, or as required by CDRL
>95% of deliverables submitted on time and without need for rework.
Security & Administrative Compliance
All contractor personnel possess required security credentials (e.g., DBIDS). Insurance certificates are current. Personnel identify themselves as contractors.
COR verification; Random checks by base security
Ongoing
100% compliance. No work delays due to personnel lacking proper access credentials.
Invoicing
Monthly invoices are submitted per contract procedures and are timely and accurate.
Review & acceptance of the invoice
Monthly
100% accuracy.

5. Incentives/Disincentives:

The COR makes an annual report on Contractor Performance (CPARS). The contractor’s failure to achieve satisfactory performance under this contract and its task orders, reflected in the COR’s annual report, may result in the termination of the contract and may also result in the loss of future Government contracts. The contractor’s failure to achieve satisfactory performance may also result in the non-exercise of available options.

For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented.

In accordance with the inspection of services provisions of the contract (FAR 52.228-5), the contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.
