Contract Administration and General Terms Summary
This document is Section G (Contract Administration Data), Section H (Special Contract Requirements), Section I (Contract Clauses), Section J (List of Attachments), Section K (Representations, Certifications & Other Statements), Section L (Instructions, Conditions & Notices to Offerors), and Section M (Evaluation Factors for Award) from federal contract solicitation FA441826Q0022. The contract involves an indefinite-quantity, indefinite-delivery arrangement for supplies and/or services with an anticipated yearly average of $1,670,000 and a maximum contract value of $1,670,000 for performance bonds and $36,500 for proposal bonds. Orders may be issued from September 2026 through March 2031, with a total contract duration not to exceed 54 months including options. The Government will evaluate offers based on Past Performance and Price, with Past Performance as a significant evaluation factor. Award will be made to the responsible Offeror whose offer is most advantageous to the Government. The solicitation is set aside for small business concerns participating in the SBA's 8(a) program, with any award to be subcontracted to the successful 8(a) offeror selected through established evaluation criteria.
Key administrative requirements include submission of a Proposal Bond (Standard Form 24) at 20 percent of proposal price and Performance/Payment Bonds (Standard Forms 25 and 25-A) within 7 days of award at 100 percent of anticipated yearly average. Contractors must register for Wide Area Workflow (WAWF) payment processing and submit payment requests using appropriate document types (cost vouchers for cost-type items, invoices for fixed-price deliverables, progress payment requests, and performance-based payment requests as applicable). South Carolina business license taxes apply to work performed in North Charleston and Goose Creek. The contractor must obtain PKI certificates for Past Performance Evaluations accessed through the Construction Contractor Appraisal Support System (CCASS) database. Ordering limitations specify a minimum order of $2,500 and maximum single-item orders of $1,000,000 or combination orders of $2,000,000. All delivery orders and task orders are subject to the contract's terms and conditions. A pre-proposal conference will not be held; questions must be submitted to david.mendoza.4@us.af.mil and bryan.coppage.1@us.af.mil no later than 10 days after solicitation posting, with answers provided within 20 days.
