About this file

This is a Questions and Answers Matrix document from an RFQ for Vent Hood Services (Solicitation FA483027Q0004) issued by the 23D Contracting Squadron of the Department of the Air Force Air Combat Command at Moody Air Force Base. The document does not provide specific answers to the questions posed; rather, it establishes a template matrix format for documenting questions, government responses, and any resulting changes to the Performance Work Statement (PWS).

The questions submitted by prospective contractors address critical scope and pricing clarifications for this small business set-aside solicitation. Key inquiries include: whether an incumbent contractor previously performed these services and associated contract details; whether the Grassy Pond Recreation Area requires base access credentials; cost allocation for emergency after-hours calls, hydrostatic testing of fire suppression cylinders, and replacement of temperature sensing elements; clarification on the number and location of the 16 food service systems requiring service; scope limitations regarding hood cleaning versus fire suppression system maintenance; inclusion of K-class portable fire extinguishers; and expected service timeframes for inspections at facilities operating during standard business hours. The document references the PWS, pricing structures organized by CLINs (Contract Line Item Numbers), and work hour requirements of 7:00 a.m. to 5:00 p.m., Monday through Friday, with coordination needed to minimize disruption to food preparation operations.

· SF 1449 Section B Example:

Please confirm the submission requirement for the PPQ.

Yes/No Example: Attachment 8, PPQ

SF 1449
1. Is there an incumbent that has handled this previously?

1. If so, who is it, what is the contract number, and what is the award amount?

1. Does Grassy Pond Recreation Area (Bldg 2019) require a Moody AFB base pass, or is it independently accessible as an off-base facility located 6 miles southwest of Lake Park, GA?

1. Does the unit price for CLIN 0003 (Emergency or After Hour Call) include ALL costs — labor, travel, materials, and wet chemical agent recharge—or is the recharge material invoiced separately at a cost above the unit CLIN price?

1. Multiple cylinders at Buildings 571, 583, 901 (Wright Brothers), and 904 have 2015 test dates, placing their 12-year hydrostatic retest due dates within the base year or Option Year 1 (2027). Is the cost of hydrostatic testing included within CLIN 0002 (Annual Inspection), or should it be priced separately? If a cylinder requires replacement rather than testing, who bears that cost?

1. The semi-annual task list requires replacing the fixed temperature sensing elements (fusible metal alloy type) at every inspection visit across all 16 systems. Are the costs of these replacement sensing elements included in the CLIN 0001 unit price, or are they Government-Furnished Material (GFM) provided at no cost to the contractor?

1. Building 901 lists two separate entries ("Moody Field Club" and "Wright Brothers") at the same address, 4251 George St. Are these two distinct food service operations within one building, accounting for 2 of the 16 total systems? Is the system count confirmed at 16?

Do you know where I can find a list of general contractors or planholders for this project? We're looking to bid out, but I'd like to know which GCs we could bid under. If you don't have this information, could you direct me to somebody who might have it?

Thanks in advance!

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

Attachment 1, PWS Para. 1 Scope; Para. 3.1.1 Location of Work
Please confirm whether the required scope includes hood cleaning, or if the requirement is limited to inspection, testing, maintenance, hydrostatic testing, and related servicing of the chemical fire suppression systems.
Attachment 1, PWS Para. 3.1 General; Para. 3.2 Semi-Annual/Annual Inspection Wet Chemical System; Table 1
Please confirm whether K-class portable fire extinguishers associated with the kitchen hood/wet chemical systems are included in the NFPA 17A kitchen system scope, or whether the scope is limited to the fixed wet chemical fire suppression systems only.
Attachment 1, PWS Para. 3.1.2 Work Hours; Para. 3.5 Schedule
The PWS states standard work hours are 7:00 a.m. through 5:00 p.m., Monday through Friday, and that scheduling should minimize disruption to food preparation activities. For kitchen systems that are in use during the day, please confirm the expected service timeframes. Should these inspections/services be performed after hours, or coordinated during specific non-operational windows with each facility?
