About this file

This is a Cost Proposal Attachment for the California Arts Council (CAC) Publicist RFP No. RFP-25-004. The solicitation requests proposals for publicist services to support the California Arts Council's communications and public relations efforts. The cost proposal template is designed to capture direct labor costs organized by personnel, title, hours worked, and hourly rates, as well as other direct costs including travel, subcontractor/consultant fees, media production and distribution, supplies and materials, and administrative overhead. Bidders are required to complete the Itemized Travel tab to document all travel expenditures and must provide budget notes to explain any expenditures as needed. The template allows flexibility for bidders to add additional rows and columns as necessary to accommodate their specific cost structure and project approach.

The selected contractor will be engaged for a total contract amount not to exceed $75,000 based on hourly fees. The California Arts Council reserves the right to request further clarification and explanation regarding cost proposals and notes that bidders are expected to already possess all equipment, services, skills, permits, certifications, and licenses necessary to perform the work. Subcontracting is prohibited without prior written approval from the State. The CAC emphasizes that only consumable supplies can generally be included in budget proposals; requests for equipment or non-consumable supplies must include compelling rationale and are subject to negotiation or elimination if the proposal is selected. The cost proposal must reconcile across all worksheets and include the entire scope of work costs.
