About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for the EHRM Infrastructure Upgrades Construction project at the Viera VA Medical Center in Florida. The J&A specifically requests approval for brand name specifications of four items: Trane Tracer SC+ Wireless HVAC controls, Hirsch physical security access control system, Pelco police surveillance cameras, and Cisco police surveillance camera network switches.
The procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with an estimated project value between $2,000,000 and $5,000,000. The justification cites "Only One Responsible Source" as the authority, explaining that these specific brands must be used to maintain compatibility with existing systems and avoid significant duplication costs. The document notes that while these components must be brand-specific, the overall construction contract will be competed. The J&A is signed by Healthcare Engineer Darren C. Matteson and Contracting Officer Joseph D. Rossano from the VA Program Contracting Activity Central (PCAC).
