VA RESPONSE
Preconstruction Risk Assessment Document indicates the work will be performed during WHEN hours. Can you clarify if all work is to be completed during WHEN hours, or just the infection control work?
All work is to be completed during WHEN hours however some work that is non disruptive to clinic operations may be performed during normal hours with COR approval. Every effort shall be made to ensure Clinic operations are not impacted by construction. WHEN hours (Weekends, Holidays, Evenings and Nights) outside Normal Business Hours (7:00 am thru 5:00pm, Monday thru Friday)
As per spec book page 22-14-00-15 notes insulating roof drain line.Page 22-14-00-1, states insulation in section 22-07-11 The spec book skips this section and goes from 22-05 to 22-14 Can we get this information? Or can you clarify the roof drain insulation requirements?
Disregard roof drain insulation.
ET2-800 shows a complete grounding network with new grounding electrodes. Does the VA want this total system and routing installed including Air terminals and antenna grounding?
Yes, grounding riser detail on ET1-800 is the VA standard total grounding system. Provide as shown.
ET2-101, ET2-201, and ET2-301 shows cable tray routing in the drop ceiling. Are these routes existing?
These cable tray do not exist and are intended to be new. Field verification may be required in addition to the submittal of RFIs prior to the commencement of any work.
Can our team get a set of electrical as-builts with the locations of panel rooms vs. TRs (distances)?
See attached drawings.
ET1-501 Shows two 60A junction boxes above the new racks for UPS power. This is a NEC code issue 706.15A(2) ESS Disconnecting means.
Please provide as shown on ET1-501 per VA standards. Equipment is hard-wired. Means of disconnect is within sight of the equipment (electrical panel).
In some hallways we noticed arch hard ceilings. Is there ample room for 4” X 12” cable tray if needed to route in these locations?
Contractor would need to field verify as actual routing is depended on field conditions and existing overhead utilities. Contractor is required to propose for worst case scenario. No modifications will be issued for unsubstantiated assumptions made by the contractor during the bidding process.
We were not able to view the existing LON/BACnet panels in the TRs. Is the system Johnson Controls or Siemens?
System is Trane.
Per Specification Section 23 09 23-2 and sheet MH1-001 shows the facility to use Johnson Controls as the controls contractor. If that is the case JCI will install a separate server to control only the TR as requested per bid documents. This server will not connect to the existing BAS in place.
Existing BAS is Trane Tracer Summit Ensemble wireless. Contractor shall provide complete and seamless integration into existing Trane BAS system.
During demolition would we be able to place and leave (1 Week) a crane at any of the yellow rectangle locations?
None of the proposed locations seem feasible for week duration without impact to clinic operations, however crane location(s) and operations will be discussed and developed during phasing. If mobile crane is used it may be possible to move crane to rear parking during normal hours. No modifications will be issued for unsubstantiated assumptions made by the contractor during the bidding process
Can demolition within the courtyards be performed during regular Hospital hours?
Refer to RFI # 1.
How thick is the concrete at the existing patios within the courtyard?
Refer to the existing as built drawings of the facility.
Will fire strobe be relocated by VA before demolition?
General Contractor to relocate as required.
Will the new 6” thick cast in place walls have the decorative horizontal impressions to match existing? How Deep? Structurally approved?
Yes, the wall shall match the adjacent walls with reveals. The structural portion of the wall is 6”. Plan to provide a 1-inch-deep reveal.
How will the 2” separation joint between the existing building and the new cast in place walls be filled?
Provide a typical 2” expansion joint assembly at each intersection.
There are already 2 means of egress at the 202E courtyard. Is the third double door necessary?
Install per plans.
The width of the new TR structure is shown as 12’-4”. The existing wall measures 12’ to the neighboring window. The existing window opening is 6’. Door Mark A2 is 5’-8” wide and upon opening the handles/crash bars will conflict with the 6” wide new wall. Also, the 2” gap will not be between the new wall and the existing wall, it will be inside the existing window opening. Can the new TR building be more narrow to accommodate the existing window location? Conversely could the new courtyard door door be in a different location or be more narrow?
The new wall shall align with existing window jamb.
On pages 59, 61, and 63 of the Attachment 2-675-22-706A_Viera Final_Drawings (65 sheets total) there are numerous references to CISCO 9300 Series Switches, or CISCO.
There are zero Mentions of said switches, or specifications on any network switches (CISCO or Other) in the Specification for Division 27 or Division 28.

Due to the current economic inflation, Will the government reduce the amount of time that contractors must hold their numbers to 60 days? By reducing the inflation risk, the government will avoid escalations costs that general contractors and subcontractors must account for.
The Government standard concerning price-hold period is 90 calendar days and will not be altered.
31
1/21/25
1/22/2025
Will the government consider the inclusion of an Economic Price Adjustment Clause in accordance with Federal Acquisition Regulations (FAR), Subpart 16.203 "Fixed-price contracts with economic price adjustment" and the related contract clause language in FAR 52.216-2, 3, 4? We believe such a clause is appropriate for the following reasons:
· The contract involves an extended period of performance with significant costs to be incurred beyond 1 year after performance begins;
· The contract amount subject to significant fluctuations in price is substantial [may want to list specific examples of highly unstable pricing items within the scope]; and The economic variables for labor and materials are too unstable to permit a reasonable division of risk between the Government and the contractor, without this type of clause."
In accordance with FAR 16.202 and 52.216-1, this requirement will remain a firm-fixed-price contract.

Is the VA willing to pay for materials stored on and/or offsite such that it meets requisite FAR and VAR clauses for stored materials. There are materials which have a 12+ week lead time which SDVOSB firms cannot procure up front without taking on the financial risk, any schedule impacts could cause irreparable harm financially. Proof of materials possession would include vendor invoices, materials under security systems, insured and bonded, photos of materials, and inspection upon request.
In accordance with contract terms and conditions, Contractors should not submit an offer assuming the Government will approve monthly progress payments for material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site. Payment of stored materials and/or equipment is at the Contracting Officer’s discretion and will be handled on a case-by-case basis during the contract and under such terms and conditions as the Contracting Officer approves.

Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP. Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and Material” is not included in the solicitation and will not be added.
