About this file
This is a Memorandum for Record documenting a competitive restriction decision for a brand-name procurement of Bose ProFlight Series 2 headsets by the 60th Contracting Squadron (AMC), Department of the Air Force, dated 18 August 2026.
The procurement is for headsets to support KC-46A air refueling tanker operations for the 6th Air Refueling Squadron (ARS). The headsets must meet six critical salient characteristics: compatibility with both dual-plug high-impedance civil jacks and single-plug low-impedance military jacks without converters; microphone compatibility with both impedance systems without interference; design that does not interfere with boom operator 3D glasses during air refueling; capability to operate using one or two ears to facilitate cross-cockpit checklist reading per KC-46A standard operating procedures; FAA TSO approval; and ability to disable Bluetooth during use. The justification for restricting competition to the Bose ProFlight Series 2 centers on its unique combination of lightweight design, digital and active noise cancellation, configurable earbuds for flexible cross-cockpit communication (which comprises over 90 percent of KC-46A aircrew communication), and a 5-year warranty ensuring uninterrupted service. The memorandum asserts that alternative aviation headsets fail to meet mission requirements due to single-ear designs creating a single point of failure or dual-ear designs incompatibility with required cross-cockpit communication procedures. The Bose ProFlight is identified as the only AMC/A3 and AFI11-202v3 approved noise-canceling headset meeting European Union Aviation Safety Agency and FAA TSO standards for civil commercial carriers per FCIF19-07-02. The Contracting Officer is Joseph M. Restua-Perez, and inquiries should be directed to joseph.restua_perez@us.af.mil or 707-816-3897.

DEPARTMENT OF THE AIR FORCE
60TH CONTRACTING SQUADRON (AMC)
18 August 2026
MEMORANDUM FOR RECORD
FROM: 60 CONS/PKB
SUBJECT: MFT 26-123 Bose ProFlight Series 2 Brand Name Documentation
1. The purpose of this memorandum is to document the decision to restrict competition for the brand-name requirement of Bose ProFlight Series 2 headsets in accordance with RFO 12.102(a).
2. The headsets must include the following salient characteristics:
a. . Plug into the dual-plug high-impedance "civil" jacks as well as the single-plug low-impedance “military” jacks, without needing battery-operated converters.
b. Have a microphone compatible with both high and low impedance systems, such that no interference is created when the microphone is keyed.
c. Sit on the user's head such that it does not interfere with boom operator 3D glasses use during air refueling.
d. Have the ability be operated using one ear or two ears, to facilitate cross-cockpit checklist reading IAW KC-46A standard operating procedures (SOPs).
e. Must have FAA TSO approval.
f. Must have the ability to turn Bluetooth off during use.
3. The Bose ProFlight Series 2 is the only headset that meets the critical performance requirements necessary for the 6th ARS mission due to its combination of lightweight design, digital and active noise cancellation, configurable earbuds for flexible use during cross-cockpit communication - the preferred method of communication between aircrew during mission execution and because of the Bose 5-year warranty that ensures uninterrupted service for degraded headset condition or functionality.
4. Other aviation headsets do not meet the mission requirements that this headset does for a variety of reasons. Single-ear headsets provide a single point of failure for the headset (i.e. a single speaker failure renders no audio for the headset) and do not provide the option of generating audio for both ears during high-noise environments, and double ear headsets cannot be worn as designed during cross-cockpit communication, which makes up over 90 percent of communication in the KC-46A.
5. The Bose ProFlight is the only AMC/A3, AFI11-202v3 approved noise canceling headset that meets European Union Aviation Safety Agency and FAA TSO standards for use on civil commercial carriers, per FCIF19-07-02 AMC Approved Headset List.
6. For questions and concerns contact SSgt Joseph Restua-Perez at joseph.restua_perez@us.af.mil or 707-816-3897.
