2001DPM/LOCAL DRAYAGE CONTRACT INFORMATION
1. See Paragraph 2.3, COMPLETE SERVICE. Each bid item includes all related services necessary to perform the complete pickup or delivery. Any additional services will be requested and approved by the Personal Property Division prior to performance and will be provided at a rate approximating for like services as contained in the SDDC rate solicitation or other tenders on file at the time of the order.
2. Authorization from Quality Control Branch must be obtained for any third party billing. We will NOT, repeat, NOT authorize additional charges for excess distance, stairs, elevator carry, extra pickup or extra delivery. You should include in your base charges enough to cover these additional items. See paragraph 2.3.
3. Cubing of local moves requires permission from the Quality Control Branch before the move takes place. DO NOT submit billings without inspector's verification attached. This is not an additional reimbursable item.
4. Definition of drayage is provided in Part 2, item 2.7.
5. Request DD1840 be attached to and submitted with invoices as appropriate.
6. Contractor will provide five copies of invoices.
7. Prime outbound contractor will be required to maintain up to 250 Government-owned containers. First alternate outbound contractor will be required to maintain up to 125 Government-owned containers. Either contractor will notify the Personal Property Division Director if the number of containers on hand is 50 or below.
8. TIME Pickup/delivery from /to contractor's warehouse will be received/released between the hours of 08:00 am and 04:30 PM Monday through Friday. If the contractor's inability to load/off load carrier's equipment within specified time frames, as stated in the carrier's tender, results in detention/demurrage the contractor will be responsible for paying these fees.
9. CONTAINERS Outbound contractor/contractors shall pickup and store empty Government owned containers from other local carriers or Government facilities, as directed by the Ordering Officer. Contractors will coordinate day and time of day this will be accomplished. See item 5.8.12 and 5.8.12.1.
10. Contractors will be required to pickup purchase orders and shipping documents on a DAILY basis. Messenger service will not be provided.
11. When services are order under Item 11ACAB or 24ACAB the following specifications will apply:
Contractor will disassemble Government owned containers IAW PPPB00580 (Navy) Spec. Small component parts will be put into a cloth bag and attached to each individual container. Contractor will contact the Personal Property Division Director, Material Operations Department, FLC, NORVA for a Government PPTY Inspector to perform on site survey of boxes prior to disassembly.
All nails will be removed and discarded. Lag bolts, washers, nuts and/or metal clips will be removed and placed in a cloth bag and secured to the floor of the base with waterproof tape prior to placing the tops on the base.
Each bundle of 6 boxes will be banded with 2 steel straps width wise and 2 additional steel straps length wise to prevent shifting during transit.
Boxes will not be disassembled until a Government PPTY Inspector has approved the container. The Government will keep a running total of boxes approved for disassembly to ensure only acceptable containers are disassembled and shipped. This will require the contractor to advise the Personal Property Division Director when an inspector is needed to survey boxes to be disassembled or condemned.
After disassembly, notify CPPSON of actual number of bundles, weight and cube of each so shipping labels and documents can be prepared.
Contractor shall delivery banded boxes to Military Ocean Terminal, FLC, NORVA.
Six containers per bundle will be stacked as follows:
2 bases side by side skid down 12 sides on top of bases 6 ends to left of bundle 6 ends to right of bundle 6 tops laid side by side, 3 in each stack 2 bases side by side, skid down 2 bases side by side, skid up
4 steel straps, 2 widths wise, 2 lengths wise keeping outside edges even
12. WOOD PACKAGING MATERIAL (WPM) - In Accordance With (IAW) the requirements of International Standards for Phytosanitary Measures (ISPM) 15, the following commercial heat treatment process has been approved by the American Lumber Standards Committee (ALSC) and is required for all Wood Packaging Material (WPM). WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frames, and cleats. Packaging materials exempt from the requirements are materials that have undergone a manufacturing process such as corrugated fiberboard, plywood, particleboard, veneer and Oriented Strand Board (OSB). All wpm shall be constructed from Heat Treated (HT) lumber (HT to 56 degrees centigrade for 30 minutes) and certified by an accredited agency recognized by the American Lumber Standards Committee, Incorporated (ALSC) or an equivalent organization recognized by the host nation’s government for WPM procured outside the United States IAW wood packaging material policy and wood packing material enforcement regulations (See URL: <http://www.alsc.org>.). Wood Fumigated with methyl bromide is not authorized for use in the shipment of Household Goods (HHGS) as damage may occur to the (HHGS). All materials must include certification markings IAW ALSC standards and be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides and ends of the pallet and be contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ALSC approved dunnage stamp. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry.” Additional information on wpm requirements can be found at http://www.aphis.usda.gov
13. Existing Government Owned Containers (GOC’s): Non-compliant containers may be used for domestic/local moves. Non-compliant containers can also be used for storage domestically as there are no special requirements for those boxes. DPM contractors are responsible to ensure that non-compliant containers are used for domestic moves only. Any cost associated with the use, disposition and release of a non-compliant container on an international shipment will be the origin DPM contractors responsibility.
