About this file
This document outlines the requirements for a federal construction contract opportunity with the Department of Veterans Affairs. The solicitation calls for infrastructure upgrades to the EHRM system at the VA medical center in Columbus, Ohio, including replacement of the fiber optic backbone and data cabling across multiple buildings on campus. Key requirements include installation of new conduits and fiber cables along redundant pathways, seismic bracing for network racks, and removal of old cabling infrastructure. The opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses. Bids are due by August 2022 and the pre-bid site visit will take place in late July. Final Bid Documents
SUBJECT Narrative – Data Communications and Structured Cabling
Project Overview
Following is a description of work to be performed for the Data Communications and Structured Cabling systems in this project.
The main areas of work for this project are:
• Outside Plant (OSP) Trench and place 4” Schedule 40 conduits, for alternative pathway to Eng 106 and
EC 104.
• Installation of a redundant fiber backbone with terminations in all satellite buildings. Replacement of the fiber backbone with armored OM4 and/or OS2 fiber. Demolition of the old fiber after replacement.
Description of work to be performed in OSP
General
1. Locate all utilities in and in proximity of pathways (Coordinate with VA Facilities dept.)
2. Submit safety plan in accordance with local Authority Having Jurisdiction (AHJ).
3. Cut and remove concrete and asphalt along pathways (Coordinate with VA Facilities dept.)
4. Trench and place 4” conduits minimum 24” below finished grade.
5. Encase conduits in concrete, as per EHRM Spec.
6. Fill trench according to local code.
7. Replace concrete and asphalt removed.
Description of work to be performed in each TR room
General
1. New fiber backbone to each location will consist of two 24 strand Multi-mode (OM4) and two 12 strand
Single-mode (OS2) cables installed in a physically diverse and redundant fashion, as shown on the plans.
Each cable will be terminated in an LIU in its designated TR. Fiber Optic pathway is separated by “A” and “B”. Each pathway consists of (1) 24 strand Multi-mode (OM4) and (1) 12 strand Single-mode (OS2) cables.
2. All fiber optic cables shall be terminated with LC Connectors or LC Cassettes. Bulkheads shall be 24 port for OM4 and 12 port for OS2. All fiber jumpers shall be run in provided Horizontal Managers and “Loomed” using hook & Loop fasteners.
3. All fiber Optic cabling shall be run continuous from the Server Room (A4201) to each TR.
4. Label all fiber optic cables in every TR and on each end of every fiber optic cable.
5. New fire-rated sleeves shall be installed leaving All TRs and in all fire-rated walls along the cable pathways.
6. Ensure that all racks are structurally supported by seismic bracing. All Seismic installation requirements shall be approved by a licensed structural engineer.
7. Ensure that all grounding and bonding is complete. Two screw bonding lugs need to be installed to bond all metal elements of the rack and runway system to the telecommunications secondary bonding busbar.
8. After cut-over remove all old IT fiber optic cabling from the TR all the way back to the Server Room.
Demolish all associated hardware and termination equipment. Ensure that any cabling in the ceiling area that is for other systems is not disturbed.

Description of work to be performed for the Campus Fiber Backbone
1. All fiber runs from the server room to all TR’s shall be redundant, utilizing physically separated pathways as shown on plans. Run new fiber in Pathway “A” to all TRs. Run new fiber in Pathway “B” to all TRs.
2. All new fiber cable shall be armored, with a green jacket to differentiate it as the IT system cabling. See specifications.
3. Fiber cables shall be 24-strand, OM4 multi-mode fiber and 12-strand, OS2 single-mode fiber.
4. All fiber strands shall be terminated using LC connectors. LC Bulkheads or Cassettes.
5. All new fiber cables shall be terminated onto new fiber patch panel enclosures in each building’s TR and in the new server room.
6. All fiber patch panel enclosures shall be sized for 50% expansion.
7. Wherever possible, the new fiber backbone around the campus shall use existing conduit pathways.
8. All network racks shall have seismic bracing installed. Seismic installation requirements shall be approved by a licensed structural engineer.
9. Provide and install 2 each 3-sleeve fabric innerduct (such as Maxcell) in all conduits to be used in OSP conduit pathways. Install multiple fiber cables in each sleeve in order to leave at least one sleeve empty for future use.
10. After cut-over remove the old fiber in all underground pathways and all associated fiber patch panel enclosures, hardware and support structure from the TR all the way back to Bldg ACC, Server Room
(4A201). Ensure that any cabling that is for other systems is not disturbed.

Execution (Phasing)
This project involves working in and re-configuring mostly occupied and active data closets and spaces. New data cabling will be installed to replace or augment existing locations in occupied areas. In addition, because it is a hospital, most circuits are considered critical and cannot be interrupted at random. Therefore, this work will require careful coordination with both the departments being affected and the hospital IT department. Because of the critical nature of these data circuits, night work will be required in some instances and extra care will need to be taken so as not to create excessive noise, dust or debris.
This work consists of complete install of the new fiber optic cable in all TRs. The first step is to install appropriate pathways through all TRs and Server Room (Pathway A). Install new fiber optic cables to all TRs, terminate and test all fiber strands, correct for failures if needed. Once the new fiber optic cables have been tested and certified coordinate with IT Department for cutting TRs over to new fiber. Once all TRs are connected to the new fiber optic cables, begin removing old fiber optic cables from all TRs all the way back to the Server Room. Install all appropriate pathways through all TRs and Server Room (Pathway B). Install new fiber optic cables to all TRs, Terminate and test all fiber strand, correct for failures if needed. Once all new fiber optic cables have been tested and certified contractor shall notify IT Department and provide all test results.
Flexibility is a must. Work will likely move from TR to TR without the ability to complete any given TR in one shot.
Some TRs may require numerous trips in order to complete the work. Fiber Optic Cabling will be replaced throughout the main hospital building, Engineering building and the Power Plant Building. In some areas the existing fiber optic cabling will need to be left in place and operational until the new fiber optic cabling is cut over.
Coordination with the IT Department is critical. Most of this work will probably need to be completed outside of normal working hours.
In most cases, work in the data closet can be confined to the TR room itself. Work in these spaces can be performed during regular hours and will only cause minimal disruptions to the area. Small areas outside the data closet can be blocked off to provide a safe working space. Extreme care must be taken to ensure that no data circuits are disrupted. The contractor will need to be immediately responsive to restore any service interruption due to accidental disconnects/cuts.
Contractor will need to work with the Facilities Department to provide coordination. Each department where the work will be performed will also need to be involved in this coordination. In addition, extensive work will likely be performed in main corridor areas, and this will create disruptions to the flow of personnel in and out of those
757-21-701 EHRM Infrastructure Upgrades – Columbus, OH – Tier1 areas. Care will need to be taken to protect personnel and guests from dust, hazardous materials and falling debris. This will probably involve ICRA procedures.
The installation of new cabling in the Engineering Buildings and Power Plant will not be as invasive. New fiber optic cabling and pathways can be rough installed and terminated in new LIUs in their respective TRs while completing additional pathways and TR cabling.
VA OIT personnel will need to be intimately involved in the cut-over process.
