About this file
This document is the Timber Sale Contract Exhibits A-G for the Milo McIver Fire Salvage project managed by the Oregon Parks and Recreation Department (OPRD). The project involves the felling and removal of hazard trees and merchantable timber on approximately 1.7 acres of land within the Milo McIver State Park in Clackamas County, Oregon. The contract exhibits provide details on the timber sale operations plan, sawmill grade scaling instructions, landing rehabilitation specifications, seeding and mulching requirements, and a list of hazard trees to be felled and processed. The contract also includes an Inadvertent Discovery Plan outlining the procedures to follow if archaeological materials or human remains are encountered during the project.
The contract opportunity is advertised as OPRD ITB Milo McIver Fire Salvage Timber Sale# 9350 and is open to contractors in the Clackamas County and Eugene City, Oregon areas. The contract does not specify any set-asides, incumbent contractors, or funding sources. Pricing terms, quantities, and other commercial details are not provided in the exhibits. The contract has a term of completion for the project, with no renewal options indicated.

Timber Salvage and
Hazard Tree Removal
OPRIS #37192
This Inadvertent Discovery Plan (IDP) will be followed by park staff and contractors if any archaeological material, an archaeological feature, human remains, sacred objects or an archaeological site are encountered at any time during the course of the timber salvage and hazard tree removal project (Figure 1).
Provide this IDP to all contractors who may be conducting ground disturbing activity within the park to follow the protocols below.

When to stop work:
The logging operation work may uncover previously unidentified Native American or Euro‐American artifacts. Artifacts may be undisturbed, or they may have been previously disturbed and then reburied during historic digging activities or natural geologic events. Artifacts may be associated with a known, recorded archaeological site in the vicinity, or they may be undocumented in the State Historic Preservation Office (SHPO) archaeological database of archaeological sites.
Work must stop when the following types of artifacts and/or features are encountered and Native
American artifacts may include (but are not limited to):
• Human remains
• Shell middens (concentrations of marine shell, often burned and in dark soil with other artifacts);
• Flaked stone tools (arrowheads, knives, scrapers etc.), or waste flakes that resulted from the production of flaked stone tools;
• Ground stone tools like mortars and pestles;
• Layers (strata) of discolored earth resulting from fire hearths. May be black, red or mottled brown and often contain discolored cracked rocks or dark soil with broken shell;
• Structural remains‐ wooden beams, post holes, fish weirs.
EXHIBIT G
Euro‐American artifacts (75 years of age or older) may include (but are not limited to):
• Glass (from bottles, vessels, windows etc.);
• Ceramic (from dinnerware, vessels etc.);
• Metal (nails, drink/food cans, tobacco tins, industrial parts etc.);
• Building materials (bricks, shingles etc.);
• Building remains (foundations, architectural components etc.);
• Old Wooden Posts, pilings, or planks (these may be encountered above or below water);
• Remains of ships or sea‐going vessels, marine hardware etc.;
• Old farm equipment may indicate historic resources in the area.
Steps to take if an inadvertent discovery is made:
1. In the event of an inadvertent discovery of human remains or archaeological material, all work will stop immediately in the vicinity of the find. Keep the discovery confidential.
2. A 20‐meter buffer should be placed around the discovery to secure and protect it. Work can proceed outside of this buffered area unless additional cultural materials are encountered.
3. The park staff or contractors will immediately notify the OPRD Valley Region Forester and OPRD
Valley Region Archaeologist.
4. No work may resume until an archaeologist is able to assess the discovery and OPRD can consult with the SHPO and Tribes within one day of the inadvertent discovery.
5. If possible human remains are encountered, follow each step below:
a) Contact the OPRD Valley Region Forester and Archaeologist;
b) Do not disturb the human remains in any way;
c) Secure the location;
d) Do not call 911;
e) Do not speak with the media;
f) Do not take photos;
g) Work will not resume in the area of discovery until all parties involved agree upon a course of action. The OPRD Valley Region Archaeologist will contact the Tribes, Oregon State Police, Legislative Commission on Indian Services (LCIS) and SHPO; and
h) In the event that the OPRD Valley Region Archaeologist is unable to notify the Tribes and agencies noted in (g), please use the contact list in Table 1 to make those notifications and document your contact efforts within 24 hours of the discovery.
6. Archaeological excavations may be required. This is handled on a case by case in consultation with SHPO and appropriate Tribes.
Proceeding with Construction
• Logging operations can proceed only after the proper archaeological inspections have occurred and clearances are obtained. This requires close coordination with the SHPO and the Tribes.
• After an inadvertent discovery, some areas may be specified for close monitoring or “no work zones.” Any such areas will be identified by the professional archaeologist to the OPRD Forester.
In coordination with the SHPO, the OPRD Valley Region Forester will verify these identified areas and be sure that the areas are clearly demarcated in the field, as needed.
