This document is a set of questions and answers related to the Oregon Parks and Recreation Department (OPRD) Invitation to Bid (ITB) for the OPRD Fire Salvage Timber Sale#: 9350 in Clackamas County and Eugene City, Oregon. The ITB covers the salvage of timber following a fire, including the felling and removal of marked merchantable and non-merchantable trees within designated project areas. Contractors are permitted to visit the site at any time, but there is no pre-bid site meeting scheduled. The ITB outlines specific requirements for the felling, yarding, and hauling operations, including the use of mechanical equipment and the need for traffic control during certain operations. The contract also includes provisions for leaving slash and other debris on site, as well as post-completion restoration efforts.
Pricing for this contract is based on a Not-to-Exceed value submitted by the bidder on the Timber Sale Bid Form. There are no set-asides or information provided about incumbents or funding sources. Contractors are required to include the cost of traffic control in their bid.

ITB OREGONBUYS BID#: S-63400-00005614
OPRD Fire Salvage Timber Sale#: 9350
ITB TITLE: THE MILO MCIVER FIRE SALVAGE TIMBER SALE
Q6: Is it possible to use our low ground pressure, tracked chipper to chip slash and broadcast the chips across the burned ground? - I think this is an option worth exploring due to the nature of the ground in the project area. The ground has almost no duff-layer and is very exposed to the effects of heavy rain and rainfall caused runoff/erosion. Broadcasting the chipped materials over the burned soil will achieve several soil stabilizing objectives while also reducing the amount of tracking/skidding within the site- simply because slash/limbs can be piled where they accumulate and the chipper can drive up to them and begin broadcasting. Another factor to consider is the cost of trucking and dumping of chips offsite. The carbon footprint of the job is exponentially increased as well. Please consider within the contract an addendum to allow the use of a tracked chipper within the designated worksite to chip and broadcast resultant slash.
Answer: Chips are not to be left on site. Exhibit E is the preferred method of leaving the project area after completion of operations. Follow-up restoration efforts are planned.
Q7: Is the contractor responsible for removing/processing the pre-existing downed woody debris within the project area 1 worksite?
Answer: Existing down wood is not required to be removed unless logs are merchantable and purchaser would like to haul them to mill.
Q8: What is the size of slash (diameter) that can be left unchipped within the project area 1 worksite?
Answer: Whole tree logging is preferred method so that most slash can be located at landing for chipping. No minimum slash diameter size has been designated. Removing as much of the logging debris as practical is the desired outcome.
Q9: In Project Area 2, there are 7 BLM trees “to be felled,” does this mean that the trees are felled only and not extracted?
Answer: See Attachment 3 (Sample Timber Sale Contract), Section 2310. Felling.
a) All blue marked trees within the Forest Management Boundary of Project Area 01 must be felled mechanically; and
e) Trees in Project Area 02 marked with blue paint and orange ribbon shall be felled & left in place, bucked 6’ or less in length, branches lopped and scattered.
******Questions 1-5 below were posted on OregonBuys, February 10, 2023 and February 14, 2023******
Q1: Is there a pre-bid site meeting scheduled for contractors interested in viewing the project?
