About this file

This document is a Terms and Conditions attachment for a Blanket Purchase Agreement (BPA) for Canine Explosive Scent Kits (CESKs) issued by the Federal Protective Service (FPS) under Department of Homeland Security. The BPA will have a total duration of up to five years, with fixed unit pricing, and allows the government to order CESKs at federally owned, leased, or occupied facilities in the Continental United States and specified locations outside the U.S. The estimated ceiling value encompasses the total awarded price, including all option periods, and the government reserves the right to add, decrease, cancel, or modify quantities within the BPA's scope.

Key administrative details include invoicing via mail or email to specific FPS financial operations addresses, with strict requirements such as annotating "FPS-HQ" on invoices, identifying delivery dates, and citing matching Contract Line Item (CLIN) numbers. The Contracting Officer is Melissa Stolle, and the Contracting Officer's Representative is Marti Lewis. The procurement follows FAR Part 12 and 13 commercial item procedures, with specific provisions related to small business representation, equal opportunity, and various federal acquisition regulations. Invoices must be submitted within 30 days after delivery, and the total cumulative orders cannot exceed the BPA's estimated ceiling price without written notification from the Contracting Officer.
