About this file

This document is a Request for Quote (RFQ) for Canine Explosive Scent Kits issued by the Department of Homeland Security's Office of Procurement Operations. The solicitation seeks vendors to provide detailed kits that must include equipment model numbers, part numbers, quantities, and comprehensive component descriptions. Quotes are due by March 25th, 2025, at 4:00 PM EST, and must be submitted via email to Steven Abbey and Melissa Stolle, accompanied by completed past performance documentation.

The evaluation will consider three primary factors: technical acceptability, past performance, and price, with technical factors being approximately equal to price. Vendors must submit a detailed list of proposed kits, manufacturer data sheets, and an itemized price list. The government will assess past performance based on similar projects completed within the previous 12 months and reserves the right to award to a vendor other than the lowest price offeror. Quotes must remain valid for 120 days after the solicitation closing date, and only responsible contractors determined to meet all requirements will be considered for contract award.
