STATEMENT OF WORK (SOW) - OLYMPIC NATIONAL PARK VISITOR CENTER SEWER LINE REPAIR
This Statement of Work details the rehabilitation of a damaged 4-inch sanitary sewer lateral serving the Olympic National Park Visitor Center comfort station. The project addresses pipe deformation, splitting, and improper invert conditions at Sanitary Sewer Manhole SS MH-01 that have caused sewage backup. The Base Bid scope includes removal and replacement of approximately 10 linear feet of PVC SDR-35 pipe, manhole channel and bench reconstruction using 3000 psi concrete with epoxy bonding, trench protection compliant with OSHA 29 CFR 1926 Subpart P, Class B pipe bedding per ASTM D2321, backfill compaction to 95% Modified Proctor density, and asphalt pavement restoration. Installation must achieve a minimum gravity slope of 2.0 percent (1/4 inch per foot), verified by field laser level measurement and documented in a signed Grade Verification Report submitted prior to backfill. Contract Option 1 authorizes an additional 10 linear feet of pipe replacement and concrete curb/sidewalk restoration if field measurements demonstrate the Base Bid limits are insufficient to achieve minimum slope.
The period of performance is 21 calendar days from Notice to Proceed, with mobilization required within 7 days. The contractor must provide continuous ADA-compliant pedestrian access and emergency vehicle access throughout construction, maintain portable sanitation facilities (minimum four standard and one ADA-compliant toilet unit plus handwashing station) serviced at least twice weekly while permanent restrooms are secured, implement environmental protection measures including daily material removal and NPS invasive species prevention protocols, and comply with all applicable standards including ASTM D3034 for PVC pipe, ASTM F477 for elastomeric gaskets, ASTM C923 for resilient connectors, MUTCD traffic control requirements, and ABA Accessibility Standards. The contractor must submit an Accident Prevention Plan, construction schedule, product data, and density test reports prior to work commencement and provide a one-year warranty on materials and workmanship following final acceptance.

SECTION 01 10 00
DIVISION 1 – GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 – DESCRIPTION OF WORK
1.1 Background
The Olympic National Park Visitor Center comfort station sanitary sewer system was constructed in 2017 under Contract No. P17PC00299 and connects to Sanitary Sewer Manhole SS MH-01 prior to discharge toward SS MH-02. Record Drawings (Sheets C4.3 – Sanitary Sewer Plan and Profile, and C6.1 – Typical Pipe Bedding and Backfill) establish the original design intent for slope, bedding, and invert construction.
The 4-inch sanitary sewer service lateral from the stand-alone comfort station to SS MH-01 was installed using PVC SDR-35 pipe with elastomeric gasketed joints, a minimum 36-inch cover, and detectable warning tape above the pipe. Based on field measurement at the manhole rim, the estimated invert depth of the sewer lateral at SS MH-01 is approximately 58 inches below finished grade. This depth is provided for estimating purposes only and shall be field verified during excavation.
The original design profile indicates a minimum gravity slope of 2.0 percent.
Settlement of SS MH-01 and/or deficient backfill has resulted in deformation and splitting of the 4-inch sewer pipe immediately outside the manhole structure. In addition, improper invert channel construction within the manhole has created misalignment and inadequate slope at the pipe connection, resulting in surcharge and sewage backup into the comfort station.
This project restores proper grade, alignment, invert geometry, structural backfill conditions, and surface restoration in accordance with the requirements of Section 33 31 00 – Sanitary Utility Sewerage Piping, originally issued under Contract No. P17PC00299 and reissued as part of this contract.
