About this file

This is a Questions and Answers document dated 28 July 2026 for Solicitation No. FA468626QS017, a bathroom trailer lease requirement for 9 MUNS at Beale Air Force Base. The document clarifies specifications and pricing structure for the lease of a two-stall bathroom trailer equipped with shower, sink, toilet, mirror, overhead lighting, electric water heater, self-contained waste tank, and self-contained potable water tank. The trailer must accommodate an estimated 12 daily personnel users. A three-stall unit would not meet compliance requirements, and the two-stall maximum is a strict configuration requirement.

The contract consists of one 12-month base period (28 September 2026 to 27 September 2027), four 12-month option years (through 27 September 2031), and one six-month option period (through 27 March 2032), totaling 5.5 years. Pricing includes weekly servicing CLINs structured at 53 weeks annually to account for days outside standard 52-week periods, with shower maintenance and consumable restocking (soap, paper products) included as contractor responsibilities. Demobilization CLINs appear in every option period and must be priced accordingly, though demobilization will only occur if the government does not exercise subsequent option years. The government is not responsible for potable water refills or arranging the 120V/20-amp electrical connection point. The Government intends to award on or before 15 August 2026. Evaluation will follow FAR Clause 52.212-2 for commercial products and services based on reasonableness, completeness, and accuracy of proposed pricing.

Question 3: The total rental period is one 12-month base year and five option years (6 years)?

Page 33 of the solicitation (52.217-9) states the contract to not exceed 5 years. Can you please confirm the dates?

Answer 3: The total rental period is for one 12-month base period, four 12-month option years, and one 6-month period. Please see the below dates from “Attachment 1 - Solicitation -

FA468626QS017”:

Question 4: CLIN 1003, 2003, 3003, 4003 - if this is for demobilization, can this CLIN be left blank as the trailer isn't being demobilized annually?

Answer 4: CLINs 1003, 2003, 3003, 4003 are option CLINs for demobilization of the trailer in the event the government does not have a need to execute the following option years. A price should be given for each demobilization option.

Question 5: The specs require a 120V/20-amp connection. Please confirm whether a dedicated 20-amp outlet is already available at Building 1319, or whether the contractor is responsible for arranging the electrical connection point.

Answer 5: There is not a dedicated 120V/20-amp connection. The Contractor is not responsible for arranging the electrical connection point.

Question 6: The specs require a self-contained potable water tank but do not address refill responsibility or frequency. Please confirm whether potable water refills are the contractor’s responsibility and whether this is included in the weekly servicing CLIN or priced separately.

Answer 6: The Contractor is not responsible for refill of the potable water tank.

Question 7: Each station requires a shower per Attachment 1, but the PWS scope only references waste tank servicing. Please confirm the shower is a firm requirement and clarify whether consumable restocking (soap, paper products) during weekly visits is contractor- or government-furnished.

Answer 7: The shower requirement is a firm requirement. Consumable restocking (Soap, paper products) is a Contractor responsibility included in the Weekly Servicing CLINS.

Question 8: If showers are confirmed as mandatory, please clarify whether shower maintenance and restocking are included within the weekly servicing CLIN (0003) or whether they constitute a separate contractor responsibility to be priced independently.

Answer 8: Shower maintenance is included within the weekly servicing series of CLINs.

Consumable restocking (Soap, paper products) is a Contractor responsibility included in the Weekly Servicing CLINS.

Question 9: Please provide an estimated daily user count for the AFCOMAC facility at Building 1319. This information is needed to confirm that weekly waste tank servicing is sufficient for the anticipated usage load and to ensure the trailer is appropriately sized for the requirement.

Answer 9: The estimated amount of daily users is 12 personnel.

Question 10: Weekly servicing CLINs (0003, 1002, 2002, 3002, 4002, 5002) are priced at 53 weeks while lease CLINs are priced at 12 months (~52 weeks). Please confirm whether 53 weeks is intentional and what accounts for the additional week so offerors can price consistently.

Answer 10: The 53 week CLIN structure for Weekly Servicing is designed to allow the Contractor to bill after each weekly service and ensure that the amount of days outside of the 52 weeks per year are accounted for.

Question 11: Demobilization CLINs appear in every period (0004, 1003, 2003, 3003, 4003, 5003), but demobilization would only occur once at the end of the final exercised period. Please clarify whether offerors should price demobilization in every option period and how unexercised demobilization CLINs will be handled at award.

Answer 11: Offerors should provide a price for each demobilization CLIN for each Option Year.

The demobilization CLIN will only be used in the event the government does not have a need to execute the following option years.

Price will be evaluated for reasonableness, completeness, and accuracy. The total evaluated price will be determined based on the sum of all proposed pricing.

Question 12: The solicitation references FAR 52.212-2 but does not specify LPTA vs. Best Value, nor whether past performance references are required. Please confirm the evaluation methodology, any technical acceptability thresholds, and past performance submission requirements.

Answer 12: Please reference Clause 52.212-2, Evaluation-Commercial Products and Commercial Services on page 41 of “Attachment 1 – Solicitation – FA468626QS017”.

Question 13: Given the September 29, 2026 delivery deadline and the time required for EAL submission and base access processing (~10+ days), please provide the government’s anticipated award date so offerors can confirm the delivery timeline is achievable.

Answer 13: The Government intends to award on or before 15 August 2026.

Question 14: Attachment 1 specifies a maximum of two (2) stall trailer. Please confirm whether a 3-stall unit that meets all other technical requirements (shower, sink, toilet, mirror, overhead lighting, electric water heater, self-contained waste and potable water tanks) would be considered compliant, or whether the 2-stall maximum is a strict configuration requirement.

Answer 14: A 3-stall unit would not be considered compliant with the specifications listed under “Attachment 2 - Bathroom Trailer Lease - PWS - FINAL MAY2026” page 8.
