A. How to Use this Document

1At the top of the Heading in the GENERAL Tab, enter the Project Name, Project Number, and Contract Effective Date.
2This spreadsheet shall be used to ensure all required content is delivered at indicated milestones.
3This document will be used as a review tool to ensure all deliverables are addressed.
4The PG 18-15 DB spreadsheet for the required design build deliverables should be finalized for the project by the Government and Contractor during the design schedule development.
5Each Tab represents typical discipline(s) used on a VA project. It remains the responsibility of the DOR to coordinate disciplines (e.g., sustainability, building systems, etc.) regardless of where the deliverables are listed in the spreadsheet discipline tabs.
6The PG 18-15 DB spreadsheet is locked with the exception of the Submittal Checklist and Fast Track sections. Rows can be inserted to the spreadsheet when additional work is required for a project. Please coordinate with CSS. Columns can be inserted to the spreadsheet for items that are approved for fast tracking. See item 13 for instructions on how to edit the document for any work that is approved to be fast tracked.
7Work that is not needed can be eliminated by putting "NA" in the appropriate Submittal Checklist column.
8PHASE: Each Design delivery phase has a column:
SD/35%
DD/65%
CD/100%
DESIGN COMPLETE CONSTRUCTION DOCUMENTS (Not a review; record document for construction)
In each phase, the level of development for each submittal element is defined. The levels are:
P = Preliminary Information
U = Updated Information
F = Final Information
R = Resubmission
9SUBMITTAL CHECKLIST HEADER: An "X" must be placed in the appropriate Submittal Checklist section (Included in RFP, Submitted, Pending, Not Applicable (NA)) to note the status and inclusion of the content in the submittal. Include the location of the submittal where the information can be found. Comments may be noted if explanations are needed.
10Type of Deliverable
Report
Calculations
Aggregate (a mix of deliverable types)
Drawings (BIM and 2D Documentation)
11The PG 18-15 DB Checklist for the project must be provided in the latest version of Excel, and also printed and included at the front of the Submittal Deliverable.
12The Excel file must be saved using the official project name, submittal design package number (if applicable), and submittal phase. Example: Louisville Replacement VAMC – SP1 - SD1.xlsx
13For work that will be fast tracked, columns QRS have been provided to the right of the Submittal Checklist. Additional Packages can be added using the copy/paste function of those columns; unused columns may be deleted if not required. Each package must indicate the submission plan for each deliverable and be named and dated. Include and edit as necessary the submittal phase with the deliverable and coordinate them with all other tabs that pertain to the submittal package (as applicable). All fast Track elements are subject to approval and considered pending until approved.

PG 18-15 VOL DB DESIGN BUILD

I.DESIGN PHASE OVERVIEW
General
1The PG 18-15 DB requirements formatted by technical discipline does NOT direct the staffing of the work effort.
2This document contains the minimum submission requirements for the Design Phase of the major project.
3The Designer of Record (DOR) is responsible for producing a complete set of construction instructions, including 3D models (BIM), drawings, specifications, calculations, sample boards, equipment catalog cuts, performance curves, dimensions, and capacity ratings, and data (from BIM, etc.) in accordance with the RFP. The DOR shall be responsible for obtaining and using all design criteria.
4The DOR must use, manage, and submit all graphic/data information as described in the RFP and VA BIM STANDARD.
5Each progressive design submittal should build upon the previous information to provide a clear basis of design development and design philosophy fitting to the project. All previously submitted documents shall be updated to reflect review comments and further development.
6All models, drawings, booklets, and other supporting materials in each submittal shall be clearly and consistently identified throughout the design process with the project title, location, building, phase, section, and segment. Written materials must refer back to the PG 18-15 DB corresponding numerical description.
7CFM (or Construction Agent) is responsible for reviewing and commenting on all design submissions. VA may engage the services of peer reviewers to review the submissions at each review stage.
8The DOR shall provide individually packaged submissions to each unit specified in the "Distribution of Submission Materials" table located in the Distribution Tab. The DOR shall submit a completed check-list at each submission detailing all required submittal material by discipline. Any material not submitted will be marked either "Pending" with an anticipated date of submittal or "N/A", and include an explanation in the comments section.
9The DOR shall provide the following design submissions for VA design review:
SD/35%
DD/65%
CD/100%
10For seismic retrofit projects funded by Seismic EQ funds: Project shall seismically upgrade the facility in accordance with VA standards and criteria. Other functional, programmatic and physical upgrades shall be limited to the minimum changes necessary to accomplish the implementation of the seismic corrections.
11For multiple design submittal packages follow directions given in the Introduction worksheet tab.
II.SD/35%
GENERAL
1These Design phase documents are developed in accordance with the RFP. Design further develops the RFP into a level of detail that includes specific functional and adjacency requirements and establishes the aesthetics of the design.
2A Project Management Plan shall be developed by the Integrated Project Team, led by the PDT.
3Specifications shall be prepared using VA Master Construction Specifications. Submissions shall show changes to master by using the "Track Changes" function. Each submission shall indicate changes from previous submission, not all changes to the master. Specifications submitted at the end of each phase (not for each review) shall include all changes.
III.DD/65%
GENERAL
1This Design phase encompasses adding an increased level of detail for all aspects of the project to further define the design. Submissions at this stage must show coordination of trades and clarity of scope and design intent. The AE will perform a room test-fits to assure that all required Project Room Contents (PRC) can be accommodated. Submissions at this stage must show coordination of trades and clarity of scope and design intent. This phase will also provide visualization of the project and communicate the character of interior and exterior spaces. All value engineering shall be completed by the end of this phase, and no functional changes are anticipated after the DD review.
2Specifications shall be prepared using VA Master Construction Specifications. Submissions shall show changes to master by using "Track Changes" function. Each submission shall indicate changes from previous submission, not all changes to master.
IV.CD/100%
GENERAL
1The purpose of this Design phase is to add the level of detail required for construction of the project, coordinate the trades, and finalize the project’s documentation for construction. This includes refinement of the 3D Models, 2D drawings, design details, and specifications so the project can achieve its highest value and performance suitable for the building's lifecycle.
2This Design phase involves the production of complete 3D Models, 2D drawings, specifications, and other documents necessary for the bidding and construction of the project, prepared from the prior phase. Also included at this phase are the the final phasing plan and the construction schedule.
3The DOR must provide design-intent documentation that provides the necessary information for construction. Documentation shall be complete, fully coordinated, and ready for use by the Contractor.
4The final specification submission must be complete and coordinated with the graphic documentation (3D models, 2D Drawings). The final submission must be a "clean copy" and not show changes.
V.DESIGN COMPLETE CONSTRUCTION DOCUMENTS
1The Design Complete Document phase involves the production of complete, 3D models, 2D drawings, specifications, and other documents necessary for construction of the project.
2The final specification submission must be complete and coordinated with the graphic documentation (3D models, 2D drawings). The construction submission must be a "clean copy" and not show changes.
3Design Complete Documents and calculations shall be signed and sealed by DOR.
