About this file
This is an instructional guidance document from the Defense Logistics Agency (DLA) Energy that outlines procedures for vendor access to the Offer Entry Tool (OET), an electronic system for submitting offers under DLA Energy Bulk Petroleum and Petroleum, Oils & Lubricants (PC&S) solicitations.
Vendors must first obtain an active CAGE code through registration in the System for Award Management (SAM) before accessing OET. The four-step access process requires vendors to create an Account Management and Provisioning System (AMPS) account at https://amps.dla.mil using Microsoft Edge as the web browser, then apply for the PC&S OET-100 role through AMPS. During the role request, vendors must list all CAGE codes they will use for submitting Bulk Petroleum, PC&S, and Into-Plane fuel offers, and provide written justification for OET access. Once the PC&S OET-100 role is approved and provisioned within 3-5 business days, vendors receive separate OET credentials via email from the automated EPST-Provisioner address. Vendors then access OET at https://oet.energy.dla.mil/epst_oet/oet.html using Microsoft Edge or Google Chrome. For contracting-specific questions, vendors should contact the Contract Specialist or Contracting Officer listed on the applicable solicitations in SAM.gov; for OET application access assistance, vendors should email DESC-BTechTeam@dla.mil or contact the DISA Global Support Desk at 1-844-347-2457, Press 5.
