United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold

In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR 12.102 (a), the following documents the decision to restrict competition for this acquisition.

(1) Mission Area and Contracting Activity.

(3) Brief Description of Supplies or Services This requirement is for the lease and maintenance of two Ricoh Pro 8410s high-speed production printers for a base period and four (4) option periods.

(1) Suggested Source Ricoh USA, Inc. Brand Pro 8410s high-speed printers

(4) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

The Ricoh Pro production printers listed above are the only equipment that meet required print specifications and is compatible with NASS owned finishing equipment. The owned equipment, to include folder, trimmer and booklet maker units, are only compatible with Ricoh production printers and are interchangeable with the new units providing cost savings and ensuring continuous operational status and reduced maintenance down time.

NASS will be replacing two Ricoh printers that will be traded in on the new printers.

Additionally, current NOD PMC staff are trained and proficient with Ricoh printers and finishing equipment. This provides operational continuity and reduces training requirements for new equipment, resulting in further cost savings for the Government.

B. Describe market research conducted and the results or the reason why no market research was conducted.

Market research was conducted to determine if printers from other manufacturers were compatible with existing USDA owned finishing equipment. Ricoh Pro production printers were determined to be the only printers compatible with existing USDA equipment. This requirement will be publicly solicited on sam.gov and competed among vendors that are authorized dealers of Ricoh USA, Inc. manufactured printers.
