7.0 Volume III – Price
General Instructions: The PCO has determined there is a high probability of adequate price competition for this acquisition, which is expected to support an affirmative determination of reasonableness of proposed prices. Therefore, the information submitted by the Offeror in its proposal will be considered Data Other Than Certified Cost or Pricing Data (reference FAR 15.403). If adequate price competition is not obtained, the Government may require the submission of Certified Cost or Pricing Data. If Certified Cost or Pricing Data are required to be submitted, the Contractor shall submit a Certificate of Current Cost or Pricing Data as described in FAR 15.406-2.
7.1 Tab 1 – Pricing Matrix

b. For the Labor Contract Line Item Numbers (CLINs), the Offeror will input Firm-Fixed Prices for the base and all option periods that identifies the breakout Prime dollars and any Subcontractor(s) dollars.
c. Note that the cells for the Other Direct Cost (ODC) CLINs are pre-populated with Government amounts. Do not alter these amounts. All ODCs will be Cost-Reimbursable with no fee.
d. Note that the cells for the GSA Contract Access Fee (CAF) are pre-populated with formulas. Do not alter these formulas. The Air Force has negotiated a Contract Access Fee at 0.1%, per Memorandum of Understanding dated 13 December 2016 between the Air Force and GSA. The CAF for each period is 0.1% of the sum of the Labor and ODC CLINs for the associated period.
All CAF CLINs will be Cost-Reimbursable with no fee.

f. In the Limitation on Subcontracting section, input the proposed costs for the Prime contractor and for any subcontractors by period. The pricing data shall demonstrate compliance with FAR 52.219-14, Limitations of Subcontracting and with the OASIS terms and conditions, whereby the Offeror must demonstrate that at least 50% of the proposed labor charges will be incurred by the Prime Offeror’s employees.
g. Complete the CLIN table by inputting your proposed prices for the Labor base CLINs and option CLINs.
h. The Offeror may submit printed Price Matrix on 11x17 inch paper.
i. Any other alterations to the Government provided matrix not expressly stated above are not permitted.
The Offeror shall verify all formulas within the Pricing Matrix are accurate and reflect the Offeror’s accurate TEP. The Pricing Matrix will be used to evaluate Reasonableness, Limitation on Subcontracting, and the absence of Unbalanced Pricing as described in the Evaluation Criteria. The TEP in the Pricing Matrix will be used by the TO Decision Authority in making the best value determination.
7.2 Tab 2 – All Pricing Ground Rules and Assumptions
The Offeror shall explain any pricing ground rules and assumptions and rounding that go into its price calculations in a separate Word document entitled “Offeror Ground Rules, Assumptions and Rounding” within the price volume.
