About this file

This document is an attachment to a Fair Opportunity Proposal Request (FOPR) for the Space Systems Command (SSC) Assured Access to Space (AATS) SAFS 2.1 Advisory and Assistance Services (A&AS) contract. It contains a Problem Statement requiring the offeror to demonstrate their understanding of the Statement of Work (SOW) requirements by producing a Space Force Program Office Estimate for a launch vehicle and integration capable of placing an 8,000 lbs. payload into Geosynchronous Transfer Orbit (GTO). The estimate must include technical parameters such as engine thrust and specific impulse, payload fairing volume, and vehicle structure weights. The offeror is required to submit the estimate in Microsoft Excel format, including integration, power, security, and other associated requirements. The estimate must be at the mean level, with documented sources, cost estimating relationships, ground rules and assumptions, risk parameters, and other government costs.

Attachment 4-3 Problem Statement #1

Problem Statement. Offeror shall demonstrate their understanding of Section 3.2 of the PWS requirements by producing a Space Force Program Office Estimate that provides accurate calculations, insightful analysis and adequate documentation using the following parameters:

I. Estimate #1

1. Estimate Description: This risk-adjusted estimate is for a launch vehicle and all aspects of integration, capable of placing an 8,000 lbs. payload into Geosynchronous Transfer Orbit (GTO). Assume the launch vehicle is in the Post Milestone-C production phase of manufacturing and on its 3rd re-flight (4th flight total) of the same re-usable booster.

2. Input technical parameters:

a. Engine Thrust: 330,000 lbs.

b. Engine ISP: 349

c. Payload Fairing Volume: 2,500 ft3

d. Total Avionics Empty Weight: 1,600 lbs.

e. Main Stage Structure Empty Weight: 105,000 lbs.

f. Second Stage Structure Empty Weight: 6,500 lbs.

3. Cost Estimate shall be submitted in Microsoft Excel format and reported at the mean.

4. Provide your Estimate #1 response as a separate standalone Microsoft Excel workbook. Your estimate needs to include integration, standard power, environmental security, and any other associated requirements typical with this type of effort. Your estimate will represent the cost to procure launch services and integration, with the Government executing launch operations. The workbook shall be fully self-contained with no data links outside of the workbook.

Linking cells to other tabs within the workbook is acceptable:

a. Leave all formulas intact

b. Document your sources

c. Fully explain any Cost Estimating Relationships (CERs)

d. Provide Ground Rules & Assumptions as part of your hardcopy proposal

e. Provide risk parameters and justification

f. Provide an estimate for Other Government Costs (OGC)

g. Do not embed macros

h. All Excel sheets should be unlocked
