About this file

The provided document is an Attachment 4-4 - Problem Statement 2 for a Fair Opportunity Proposal Request (FOPR) under Solicitation FA8811-24-R-B003 for the Space Systems Command (SSC) Assured Access to Space (AATS) SAFS 2.1 Advisory and Assistance Services (A&AS) contract.

The document outlines a problem statement that requires the offeror to demonstrate their understanding of the Performance Work Statement (PWS) requirements by producing a Space Force Program Office Estimate. The estimate is for a fully burdened commercial launch vehicle required for a National Security Space (NSS) mission in Low Earth Orbit (LEO). Offerors are to consider current commercial launch providers that can develop the vehicle with minimal Government Mission Assurance. The estimate is for one mission launching from Cape Canaveral, with a payload weight of 15,000 lbs Mass to Orbit (MTO) in a 500 nautical mile circular orbit at 63.4° inclination. The launch vehicle is to be procured in Fiscal Year 2025, with a target launch in Fiscal Year 2027. The cost estimate shall be reported at the mean, and the response is to be provided as a standalone Microsoft Excel workbook with detailed documentation, sources, and risk parameters.
