About this file

This document is an ICT Accessibility Requirements Statement that establishes mandatory accessibility standards for Software Maintenance Services under the Revised Section 508 of the Rehabilitation Act.

The document outlines technical and functional performance criteria that must be incorporated into solicitation requirements documents (SOO, SOW, PWS, etc.). Technical criteria require that ICT support documentation and services conform to Chapter 6 standards, with specific obligations for support services including help desks, call centers, training services, and automated self-service technical support to accommodate individuals with disabilities. Support services must provide information on accessibility and compatibility features and accommodate the communication needs of individuals with disabilities, either directly or through referral to a point of contact. Functional performance criteria mandate that software maintenance services provide alternative modes of operation to accommodate users without vision, with limited vision, without color perception, without hearing, with limited hearing, without speech capability, with limited manipulation or reach and strength, and with limited language, cognitive, and learning abilities. Each requirement specifies that at least one alternative mode of operation must be available when the primary mode relies on a specific capability. The document directs that these accessibility requirements be fully incorporated into the solicitation requirements documentation and references the Revised 508 Standards Toolkit for additional procurement guidance.
