About this file
This is a Statement of Work for Harris HF Radio System Support issued by the Defense Logistics Agency (DLA) Logistics Information Service.
DLA requires certified L3Harris Corporation professional support for emergency and contingency communications at multiple existing and new locations across the United States. The contract is structured as a Firm-Fixed Price, Sole Source, Indefinite Delivery/Indefinite Quantity (IDIC) contract running from October 15, 2026 through October 14, 2028. The sole source justification stems from Harris Corporation's proprietary radio systems, supply chain constraints, and Harris's exclusive certification of technicians qualified to work on their equipment. The contract covers three primary service categories: (1) Site Surveys—including site analysis reports identifying optimal physical locations, cost estimates for installation and calibration (equipment, labor, and travel), and identification of government-furnished equipment (GFE); (2) Equipment and Parts—Harris OEM equipment/parts for surveys, installations, emergency repairs, and preconfigured assemblies; and (3) Installation and Site Support—including installation of calibrated systems with all labor and travel costs, system relocation, repairs of existing systems, and technical support calls. Performance shall occur within one year of each funded task order award, with a maximum completion date of October 14, 2028. Existing performance locations include sites in Battle Creek, Michigan; Philadelphia and New Cumberland, Pennsylvania; Fort Belvoir, Virginia; Tracy, California; Richmond, Virginia; Columbus, Ohio; and Houston, Texas. No travel reimbursement is authorized. Points of contact are Paul Goebel (Program) at 445-737-4404 and Heather Ireland (Contract/Acquisition) at 804-920-9443.
