About this file
This document is a Justification for Other Than Full and Open Competition (OTFAOC) for a sole-source procurement under FAR 6.302-1.
The Defense Logistics Agency (DLA), specifically the Information Operations (J6) and Network and Telecommunications Services (J64B) office, is procuring Harris Corporation High Frequency (HF) Radio System services through an Indefinite Delivery Contract (IDC). The solicitation will be issued as a Combined Synopsis/Solicitation-Request for Proposal (RFP) via Beta.SAM.GOV, with a contemplated firm-fixed price contract award. The ordering period runs from October 15, 2026 through October 14, 2028, with an IDC minimum of $1 and maximum of $349,999. Services include professional certified support for emergency and contingency communications encompassing site surveys, equipment and parts procurement, installation, calibration, system relocation, repairs, and technical support for Harris HF Radio Systems at DLA locations throughout the United States.
Harris Corporation (1680 University Avenue, Rochester, NY 14610) is identified as the sole source capable of meeting requirements, as it is the developer, sole manufacturer, servicer, and configuration manager of the Harris HF Radio Systems deployed across DLA's enterprise. The justification emphasizes that only Harris-certified technicians are authorized to perform these services, and use of third-party vendors would void product warranties and create operational risks. Market research reviewed historical DLA contracts and prior Harris IDC vehicles to confirm no other viable alternatives exist. Fair and reasonable pricing will be determined through various price analysis techniques including comparison of proposed prices, competitive published price lists, and market research of similar items.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
The proposed source is Harris Corporation, 1680 University Ave., Rochester, NY 14610. Harris is the only source capable of meeting the Government’s requirements. Harris is the developer, sole manufacturer, servicer, and configuration manager of the Harris HF Radio Systems in use and deployed throughout DLA’s enterprise. Therefore, only Harris Corporation technicians are authorized to perform these services on the new and established systems. There are no authorized resellers or servicers available. Harris Corporation is the sole provider of Harris
Services which is exclusively owned and proprietary to Harris Corporation.
6. ANNOUNCEMENT/POTENTIAL SOURCES:
The current action will be issued as a Request for Proposal (RFP) posted to the Contract
Opportunities in the Beta.SAM.GOV website, which has since replaced the Federal Business
Opportunities (FBO) website in accordance with FAR 5.201(b). All responsible parties will be given an opportunity to submit a proposal.
7. DETERMINATION OF FAIR AND REASONABLE COST:
As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various prices analysis techniques including, but not limited to:1) comparison of proposed prices received in response to the solicitation (reference FAR 15.404-1(b)(2)(i); 2) comparison with competitive published price lists (reference FAR 15.404-1(b)(2)(iv); and 3) comparison of proposed prices with prices obtained through market research of the same or similar items
(reference FAR 15.404- 1(b)(2)(vi), in order to obtain a fair and reasonable price.
8. MARKET RESEARCH:
Open market research was conducted through the system for award management (SAM.GOV) and a thorough review of historical DLA contracts for Harris services. The findings from this market research subsequently confirmed that Harris Corporation is the only source that will satisfy the Government requirements. Historical research of previous solicitations from Harris awarded contracts (SP4701-18-C-0049, SP4701-18-P-0046, SP4701-19-C-0040, and SP4701-
19-P-0079) showed responses from other than Harris Corporation companies with generic cost estimates and installations. These responses would not satisfy the Government requirements and would have a negative impact on the warranty of Harris products and services in new and existing DLA infrastructure. Additional research of previous Harris IDC contract vehicles
SP4701-20-D-0002 with Task Orders (SP4701-20-F-0077, SP4701-20-F-0152, SP4701-21-F-
0011, and SP4701-21-F-0433) and SP4701-22-D-0031 with Task Orders (SP4701-22-F-0098, SP4701-22-F-0160, SP4701-23-F-0212, and SP4701-24-F-0214) was considered and showed historical use of an IDC and costs for Site Surveys, Equipment, Installation, and Site Support.
Harris Corporation holds proprietary rights and Harris engineers certify their services to ensure that Harris HF Radio systems are installed, calibrated, and maintained according to Harris
Corporation best practices. Use of third-party vendor support and services will void the warranty of any Harris system and expose the mission to risks created by untrained or certified personnel, Source Selection Information – See FAR 2.102 & 3.104
Page 4 of 5 Pages procedures, and equipment. Therefore, Harris Corporation brand name is essential to the
Government, and market research indicates that other companies’ similar products and services do not meet and cannot be modified to meet the agency’s needs.

11. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS
THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION:
DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and the Government. As a continuing effort, DLA utilizes a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue the practice of surveying the market to ensure full and open competition.
