About this file
This document contains an attachment to a pricing workbook for the Homestead ARB, FL Base Operation Support (BOS) Services Pre-Solicitation.
The pricing workbook provides instructions for offerors to complete pricing for the pre-solicitation. Pricing is required for firm-fixed price and time-and-materials contract line items for base and option years. The total evaluated price will include CLINs for materiel management, fuels management, vehicle management, traffic management, real property management, pavement clearance, pest control, facilities management, and mobilization. Service contract labor standard and construction wage rate worksheets require fully burdened hourly rates for various labor categories. The worksheets will be incorporated into any resultant contract.
The pre-solicitation is for BOS services at Homestead Air Reserve Base in Florida. The Department of the Air Force Reserve Command is listed as the agency. Offerors must follow the detailed instructions in the pricing workbook attachment to be considered for award of the Homestead ARB BOS services contract.

The Total Evaluated Price (TEP) is the total calculation of the Mobilization, Firm-Fixed Price (FFP), and Time-and-Material (T&M) Contract Line Item Numbers (CLINs). The TEP encompasses CLINs X001 - X009, and 0019, + the ITO Pricing Workbook + Option to Extend IAW FAR 52.217-8 CLINs (5001-5009). The ITO Pricing Workbook has been formatted to allow the offeror to only enter data in the blue cells on each worksheet. Further Instructions are provided below for each worksheet.
NOTE: No changes or modifications shall be made outside of the instructions provided to the solicitation or its attachment. Any such changes or modifications will be rejected and render the proposal ineligible for award.
ENTER CONTRACTOR'S NAME & CAGE CODE: Offeror shall enter the Contractor's Name and Cage Code below. This will appear in the upper left hand corner of each worksheet.
Contractor's Name:
Contractor's Cage Code:
SUMMARY WORKSHEET:
Offerors will not provide any pricing information in this worksheet. The Summary Worksheet will automatically calculate the FFP and T&M CLINs used for the TEP. The TEP includes the Base Year, four one-year contract periods and the six-month (provisional) option. As identified in Section L5.3, Section 2, Pricing Documents, the TEP includes the following Base Ordering Period: CLINS X001 – X009, 0019, Six (6) Month Extension: 5001 – 5009 (PoP extension under FAR 52.217-8. For price evaluation only.) T&M CLINs 0010-0014. Total amounts will automatically populate from the following worksheets: Firm-Fixed Price, Service Contract Labor Standard and Construction Wage Rates.
FIRM-FIXED-PRICE WORKSHEET:
Offerors are to enter the "Unit Price" for each FFP CLIN, X001 - X009, for each performance period. The Total Price for each line equals the quantity multiplied by the unit price. NOTE: The "Unit Price" should be the same in Section B of the Solicitation. REMINDER: The unit price is rounded to nearest whole dollar. If not rounded to the nearest whole dollar, Gov't will round IAW L5.3, Section 2, Note.
CLIN X018, Contract Data Requirements Listing (CDRLs): This CLIN is Not Separately Priced (NSP). Pricing for this CLIN shall be included in the respective FFP X001 - X009.
Material Handling Fee: Offerors may include a material handling rate IAW FAR 16.601(c)(3) by inserting a percentage in the "U/I" Column (e.g. enter a 5 becomes 5%, enter 0.005 becomes 0.5%, and etc.)
CLIN 0019, Mobilization: Mobilization is defined as the performance of mobilization requirements in accordance with Performance Work Statement A11.1 for 60-calendar days. The total cost will be entered into column "QTY". "Total Price" equals the QTY multiplied by the "Unit Price" of $1.00.
SERVICE CONTRACT LABOR STANDARDS WORKSHEET, formerly Service Contract Act:
Offerors are to enter the Normal Duty Hour (NDH) and Overtime (O/T) Fully Burdened Rate for each labor category identified. The hours presented are for evaluation purposes only. *Hours are for estimate purposes only and not an indicator of actual hours*
CONSTRUCTION WAGE RATE, formerly Davis Bacon Act:

The hours presented are for evaluation purposes only. *Hours are for estimate purposes only and not an indicator of actual hours* |
SCLS RATES WORKSHEET:
