1.0 PHASE-OUT PLAN
Upon completion or loss of contract through re-competition, PMI will assist the successor contractor in all phases of contract turnover to maintain a smooth and seamless transition, without disrupting the day-to-day operations of Homestead BOS.
After award of contract to a successor contractor, PMI’s Project Manager and Corporate Office will work closely with the successor’s Phase in Team and government personnel to ensure there is a seamless transition of the workforce, equipment and job responsibilities.
Upon completion of a joint inventory of GFE/F/V, all discrepancies will be resolved prior to contract start date. Personnel training records will be made available to the incoming contractor's
Phase-In Team and government personnel to ensure a fully trained and competent workforce is available to fulfill the mission requirements fuels management. All PMI personnel will make themselves available to provide assistance/guidance as outlined in the contract.
PMI will offer all resources necessary to ensure consistent Homestead BOS operations and shall assist the new contractor in all phases of the contract to include the following: Reports, Inventory, Documentation, Filing, POV Passes, Site Badges, Facilities Maintenance, and all other requirements of the contract.
PMI will roughly follow our aforementioned Phase-In Plan, above, in to ensure that all requirements are met, and the new contractor is properly briefed and informed on the current contract requirements of the Fuels Management Services contract operations.
As an experienced Government Services Contractor, PMI is well aware of the turmoil that can occur during the transition from one service provider to another. We have firm policies to properly care for our employees for the entire contract period. As it is typical for a contractor to want to hire incumbent personnel, we will encourage our employees to stay on board with PMI through the end of the contract and will also encourage them to apply for positions with the successor contractor.
As our contract will be ending, we fully recognize there is no value in cutting the workforce short and jeopardizing our performance and customer satisfaction record for the short period of time during transition. We truly believe in taking care of those who take care of our company and we recognize that it is our employees who do that.
Should PMI not become the successor contractor we will continue to perform on this contract during the “new” contractor’s Phase-in period. During Phase-out we will allow the new contractor personnel to observe over-the-shoulder job duties for the required time prior to taking over the contract.
PMI’s Managers will cooperate fully with the new contractor during this phase-in to include an orderly transition of records and operational data, and to become fully aware of any and all operations under this contract.
PMI also understands that we will remain responsible and liable for the completion of all requirements of this contract; and will not defer any requirements for the purpose of avoiding responsibility and transferring such responsibility to the successor contractor or to the
Government.

PMI will assist in the orderly transfer of GFP to include providing our complete property records and participating in the Joint Inventory with the on-coming contractor. We will cooperate in resolving any discrepancies in the inventory as well as in resolving any condition issues.
All PMI personnel will be prepared and cooperate in the Phase-out of performance upon notification of the Government. The Phase-out plan will be coordinated by PMI’s Project Manager with all affected activities and managed appropriately to minimize any adverse impact on the
Homestead BOS mission.
PMI’s Phase-out Schedule is provided below:

Inform affected employees and suggest they stay onboard with successor contractor

Assist successor contractor with work requirements and procedures
(observation of performance)
Perform inventories of GFE/P/F/V and submit results to CO or Designated

11 Arrange for termination of phone service/internet service
Arrange for removal of any vehicles/equipment/materials not purchased by successor contractor
