About this file

This is an interfaces and data exchanges attachment document for the Iowa Department of Corrections (DOC) Offender Management System (OMS) procurement, developed in coordination with the Iowa Department of Public Safety and the Iowa Department of Management. The document outlines the OMS interface requirements, specifying that vendors must develop solutions capable of securely interfacing with the Iowa Integrated Justice Bus (IIJ), an EHR System, and up to ten additional point-to-point interfaces with various justice and public safety partners. The vendor's fixed pricing must account for eleven total interfaces regardless of complexity. The DOC anticipates that after implementation, some or all point-to-point interfaces may transition to the bus model, potentially requiring future change orders. The interface list identifies 25 known current and future interfaces, including active systems such as Ameelio (visitation scheduling), Iowa Communications Network (offender phones), Keefe (tablets and email), JPay and Western Union (external payments), SAS Viya (data warehouse), and Global Shop Solutions (prison industries), as well as planned future interfaces with systems such as Iowa Courts Online, ICOTS (interstate offender supervision), and various assessment and drug testing vendors.

The vendor's pricing structure must reflect the complexity of managing multiple data exchanges across diverse platforms and vendors, with particular attention to bidirectional data flows required for systems such as the EHR, IIJ Bus, offender tablets, kiosks, and external payment processors. The DOC notes that potential vendor transitions are under consideration for several services including Omail, grievances, programming, education, commissary, and trust accounting functions. The current OMS (ICON) includes its own internal EHR system; however, the DOC plans to transition to a separate EHR system integrated with the new OMS. Several interfaces are currently inactive, including AFIS/LiveScan, Google Cloud Platform BigQuery, Iowa Courts Online connections, ICOTS, Assessments, Food Service Vendors, DNA Portal, and Mail System interfaces, indicating areas for future system expansion and integration development.

Information and Instructions Attachment #4: Interfaces and Data Exchanges

Background:The DOC is working with the Iowa Department of Public Safety and the Iowa Department of Management (DOM) to increase the use of the standard interface bus, known as the Iowa Integrated Justice Bus, for exchanging data among justice and public safety partners (see Attachment 4, Part 2 for details). The DOC plans to use this bus system to share data between the new OMS and all justice and public safety partners over time. As the system evolves after implementation, the DOC may move some or all point-to-point interfaces to a model where interface partners utilize the bus, which would likely require a change order with the selected Vendor. Currently, the OMS has its own internal EHR system; however, in the future, the DOC expects to transition to a separate EHR system that will be integrated with the OMS.
Interface List:Tab 2 of this document includes the current and future list of known interfaces for the DOC.
Interface InformationThis document summarizes the interface requirements for the future OMS. These requirements are specified for vendor response in Appendix 2 and are presented here to provide a comprehensive overview and consolidate all pertinent interface information. The OMS must securely interface with the IIJ bus. The OMS must interface with the EHR System. The OMS must include point-to-point interfaces with up to five (5) additional systems with which the current OMS (ICON) currently interfaces, which will be determined during implementation. The OMS must include point-to-point interfaces with up to five (5) additional systems with which ICON does not currently exchange data, but there is a future vision to do so; these interfaces will also be determined during implementation. Vendors fixed-pricing must reflect eleven (11) interfaces regardless of complexity (the IIJ bus and EHR interfaces are included in the total number of 11).
